Through its new partnership Gulftainer will operate and further develop the container and multi-purpose cargo terminal, set to commence operations in the fourth quarter of 2014. Over 700,000 containers will eventually be handled each year from the port, complementing Gulftainer’s efforts to triple its business volumes worldwide by 2020, with more than 10,000 vessel calls each year handling a total of 18 million containers. Gulftainer will also strengthen the terminal through a $100 million investment in infrastructure, equipment and locally-sourced human capital. Not only is the new container and cargo terminal expected to generate $280 million of revenue to Port Canaveral, but it will also contribute more than $630 million to Florida’s economy and generate more than $350 million in tax contributions. Port authorities also announced at the official signing ceremony in Florida, that the new relationship will generate 2,000 direct and spinoff jobs once fully operational, which also includes 500 at the port itself. The container operation at Port Canaveral is Gulftainer’s first in the United States.

By Adam Robert Green Prime Minister of the Palestinian Authority Salam Fayyad wants to build the insti- tutional foundations of a Palestinian state by 2011. Improved security in the West Bank, and Israel’s easing of some checkpoints, has boosted the effort by strengthening the West Bank’s economy. This Policy Brief asks whether this muted economic re- vival can be deepened and sustained in the absence of a peace agreement with Israel or a unified Palestinian leadership. For more than 60 years, the Middle East Institute has been dedicated to increasing Americans’ knowledge and understanding of the re- gion. Economic Peace in the West Bank and the Fayyad Plan: Are They Working? There can be a democratic, de facto Palestinian state by 2011, according to Salam Fayyad, the Prime Minister of the Palestinian Authority (PA). The goal was outlined in an eloquent two-year plan entitled “Ending the Occupation, Establishing the State,”1 published in August 2009, which called for the formation of the institutional founda- tions of statehood prior to, and independent of, an agreement with Israel. The so-called “August plan” is breathlessly ambitious. It envisions the building of a Palestine International Airport in the Jordan Valley, the reconstruction of Gaza Port, and a passage connecting Hamas’ battered province with the West Bank.

Based on observations of the White House’s foreign policy decisions over a breadth of seven years, this article argues that The White House does have a clear policy and it is one of Strategic Absence. The term Strategic Absence is used to describe political behavior that arises from a belief that sometimes, in foreign affairs, it is better to be absent rather than present. Strategic Absence has led to a degradation of American influence in the Middle East and has contributed to deteriorating conflict situations in Syria, Iraq, Yemen, and Libya.

When I walk around the city today, so much of what I see reinforces my conviction that the gains we have made here are permanent – that we have built something no one will ever be able to take away from us.

Dana has applied for permission to appeal the English High Court’s decision on 22 September which allowed BlackRock to join the English legal trial. BlackRock is a Sukukholder and is a self-appointed member of the Adhoc Committee which purports to act on behalf of Sukukholders. Dana Gas has appealed the English High Court’s decision to join BlackRock to the UK trial as under the terms of the agreed Sukuk contractual arrangements all Sukukholders are expressly prohibited from pursuing a claim in relation to the Purchase Undertaking or pursuant to the Sukuk Al Mudarabah. 2. Dana Gas has also applied for permission to appeal the English High Court’s decision to proceed with the English trial in circumstances where Dana Gas was prevented from participating in the English trial. Blackrock was permitted to make its pleadings before the English High Court on matters of English law on 25 September. Dana Gas has so far been prevented from participating in the English trial as the Sharjah UAE Federal Court of First Instance (the “Sharjah Court”) issued an anti-suit injunction against Dana Gas from participating in the English trial.
