2019 Call to Convention.Pub AzFRW Biennial Convention October 24 - 26, 2019 Hilton Phoenix/ Mesa, AZ AzFRW EXECUTIVE COMMITTEE In accordance with the bylaws of the Arizona Federation of Republi- PRESIDENT Loraine Pellegrino can Women (AzFRW) Article XI, Section 2, I, Loraine Pellegrino, Ahwatukee Republican Women President of the Arizona Federation of Republican Women, hereby 1st VICE PRESIDENT Donna Tanzi issue the Official Call to the Arizona Federation of Republican Republican Women of Prescott Women’s Biennial Convention 2019 and request that the delegated representatives of the members of the AzFRW present themselves 2nd VICE PRESIDENT Cynthia Love for the Convention on October 25-26, 2019, in Mesa, Arizona. Lincoln Republican Women This is also the Call to the Pre-Convention Board of Directors 3rd VICE PRESIDENT Robyn Cushman Meeting on Friday morning at 8:00 AM prior to the Convention. Greater Phoenix Republican Women The AzFRW Executive Committee will hold a mandatory and final SECRETARY Susan Marcell Thunder Mountain Republican Women meeting of the term on Thursday, October 24, 2019 at 4:30 PM. TREASURER Cynthia Casaus The Convention agenda will include such business as should be Ahwatukee Republican Women conducted by the delegates including election of officers for the 2020-2021 term, proposed bylaws amendments, resolutions and any additional business appropriate for consideration. REGION I DIRECTOR Joan Harris The Convention will feature a valuable training seminar, exciting Flagstaff Republican Women speakers and networking events. In addition, we will recognize club REGION II DIRECTOR Mary Preble and member achievements, and install our newly elected officers. Pima County Republican Women We will celebrate our 95 years of empowering Republican women in Arizona as well as the 100th anniversary of the 19th REGION III DIRECTOR Enid Reinhart Amendment to the Constitution - the Women's Right to Vote. Thunder Mountain Republican Women REGION IV DIRECTOR Nancy Moschcau I look forward to a successful Convention and to share in the Kingman Republican Women camaraderie and friendship of like-minded Republican women from across our state. Please refer to your AzFRW Bylaws for full convention details, Articles X and XI. ARTICLE X – DELEGATES Section 1 A. Each delegate and alternate shall be an ACTIVE member in good standing of a club. The delegates shall be selected from those active members whose dues have been paid to the AzFRW Treasurer as of the third quarter report of the current year. B. To qualify for delegate representation to the AzFRW Biennial Convention a club shall have been in good standing for at least three (3) months prior to the convention. Section 2-AzFRW CONVENTION DELEGATES Club delegates to the AzFRW Biennial Convention shall be: A. The Club President or her accredited alternate. B. One delegate for each ten (10) or major fraction thereof, ACTIVE members in good standing of the AzFRW. The delegates shall be selected from the current list of names submitted to the AzFRW with the per capita dues. The club may select alternates from the same list to act in place of delegates who are unable to attend the Convention, providing they relinquish their delegate badge to the Credentials Committee who in turn will provide the alternate with a delegate badge. 1. The Club President is responsible to submit an alphabetical list of delegates and alternates in order of elevation from her club which shall be sent to the Chairman of the Credentials Committee by the date approved by the Convention Committee. 2. All voting members of the Board of Directors and Past Presidents of the Federation have the option of registering themselves for the Convention, providing they submit a DELEGATE credentials form and a Convention registration form within the time lines specified for the Convention. 3. There shall be no alternates for the Federation Executive Committee. 4. Each delegate shall be entitled to only one (1) vote on each question or election. The Elected Officers. B. The Appointed Officers. C. Chairman of Standing Committees or their Vice Chairman if credentialed as alternates. D. Past Presidents of the AzFRW. E. The Arizona National Committeewoman. F. The AzFRW members, who serve on the National Federation of Republican Women Board of Directors. G. The President of each club or her accredited alternate. H. One (1) qualified delegate for each ten (10) active members, or major fraction thereof, of each club. Section 4-CREDENTIALS AND ALTERNATES A. At the time of registration, a person shall present photo identification, if requested by the Credentials Committee. B. If needed, an alternate who is replacing a delegate shall be verified by the club’s President. Only a prepaid alternate is eligible to be elevated from alternate to delegate status. Section 5-PROXIES There shall be no proxy voting. Section 6-CONVENTION SEATING The members of the voting body shall be seated in a section reserved for them. Non-voting members and visitors shall be seated in a section apart from the voting body. Chapel Hill 2020 Approved by: Daniel Kreiss Adam Saffer Adam Sheingate © 2020 Bridget Barrett ALL RIGHTS RESERVED ii ABSTRACT Bridget Barrett: Platforms and Outsiders in Party Networks: The Evolution of the Digital Political Advertising Network (Under the direction of Daniel Kreiss) Scholars seldom examine the companies that campaigns hire to run digital advertising. This thesis presents the first network analysis of relationships between federal political committees (n = 2,077) and the companies they hired for electoral digital political advertising services (n = 1,034) across 13 years (2003–2016) and three election cycles (2008, 2012, and 2016). The network expanded from 333 nodes in 2008 to 2,202 nodes in 2016. In 2012 and 2016, Facebook and Google had the highest normalized betweenness centrality (.34 and .27 in 2012 and .55 and .24 in 2016 respectively). Given their positions in the network, Facebook and Google should be considered consequential members of party networks. Of advertising agencies hired in the 2016 electoral cycle, 23% had no declared political specialization and were hired disproportionately by non-incumbents. Boatright, Clark University [email protected] The presidential race did not quite monopolize all of the uncivil or bizarre moments of the summer of 2016. One of the more interesting exchanges took place in Arizona in August of 2016, during the weeks before the state’s Senate primary election. Senator John McCain, always a somewhat unpredictable politician, has had difficulties in his last two primaries. Perhaps because he was perceived as having strayed too far toward the political center, or perhaps simply because his presidential bid had created some distance between McCain and Arizonans, he faced a vigorous challenge in 2010 from conservative talk show host and former Congressman J. D. Hayworth. McCain ultimately beat back Hayworth’s challenge, 56 percent to 32 percent, but only after a bitter campaign in which McCain spent a total of over $21 million and abandoned much of his “maverick” positioning and presented himself as a staunch conservative and a fierce opponent of illegal immigration (Steinhauer 2010). His task was made easier by his ability to attack Hayworth’s own checkered career in Congress. In 2016, McCain again faced a competitive primary opponent, physician, Tea Party activist, and two-term State Senator Kelli Ward. Ward, like Hayworth, argued that McCain was not conservative enough for Arizona. Ward was (and is), however, a decade younger than Hayworth, and her shorter tenure in political office made it harder for McCain to attack her.

District Chairman appoints the Committee Chairman, holds Executive Board meetings with the District Officers, and presides at Legislative District 27 regular meetings. The District Chairman represents LD 27 at the Executive Guidance Committee monthly meetings and is responsible for informing the District of the proceedings, events and note pertinent items which transpire at the EGC. FIRST VICE CHAIRMAN The First Vice Chairman shall perform all duties of the District Chairman in his absence. The First Vice Chairman shall assist District Chairman in organizing the District and in the training of the Precinct Committeemen/PC Captains in accordance with the State and County guidelines. SECOND VICE CHAIRMAN The Second Vice Chairman shall perform the duties of District Chairman or First Vice Chairman if both are absent and shall assist in working to organize the District and assist with the monthly meeting programs. Some Districts have a Third Vice Chair option: The Third Vice Chairman (Voter Registration Coordinator) shall implement voter registration programs to maximize Republican registration. SECRETARY: The duties of the Secretary shall be to take minutes at both the regular and special district meetings and the regular and special Executive Committee (Board) meetings.

Although the scope of the undertaking is notable, the private firms conducting it are ill-equipped to conduct it successfully and produce meaningful findings about the 2020 election. In contrast to official procedures in Arizona and best practices around the country, the Cyber Ninjas review suffers from a variety of maladies: uncompetitive contracting, a lack of impartiality and partisan balance, a faulty ballot review process, inconsistency in procedures, an unacceptably high level of error built into the process, and insufficient security. A general lack of transparency and communication also makes it difficult to evaluate the review fully as one would an official recount or audit, and it undermines rather than establishes confidence in the election system and the review itself.
