ÇANAKKALE ONSEKİZ MART ÜNİVERSİTESİ SOSYAL BİLİMLER ENSTİTÜSÜ ULUSLARARASI İLİŞKİLER ANABİLİM DALI ÇİN’İN ULUSLARARASI SİSTEME BAKIŞI VE ABD’YE YÖNELİK DIŞ POLİTİKASI (2003-2013) Doktora Tezi Hazırlayan Cemre PEKCAN Tez Danışmanı Prof. Dr. Ahmet Mete TUNCOKU Çanakkale – 2015 i ÖZET ÇİN’İN ULUSLARARASI SİSTEME BAKIŞI VE ABD’YE YÖNELİK DIŞ POLİTİKASI (2003-2013) Küreselleşen dünyada, 1980’lerde uyguladığı ekonomik reformlarla birlikte dış dünyaya açılan ve bu sayede günümüzde ikinci büyük ekonomi haline gelen Çin, büyük güç olma yolunda ilerlerken, kültür ve geleneklerinden etkilenmektedir. Binlerce yıllık tarihsel ve kültürel geçmişe sahip bu medeniyetin, dış politika ilkelerini oluştururken faydalandığı en etkili öğreti Konfüçyüs felsefesidir. Ancak, yükselişi bu kadar hızlı devam eden bir devlet, başta ABD olmak üzere bazı Batılı devletleri endişelendirmiş ve Çin hakkında çeşitli tehdit kuramları ortaya atılmasına neden olmuştur. Buna karşılık Çin, “barışçıl bir devlet olduğunu ve statükoya baş kaldırmayacağını ispatlamak adına”, Konfüçyüs öğretisinin temel alındığı uluslararası ilişkiler kuramları ve dış politika ilkeleri oluşturma yoluna gitmiştir. Çin’in bakış açısını daha iyi anlamak için, tez çerçevesinde, bu kuramların en etkilisi olduğu düşünülen Tianxia kuramına yer verilmiştir. 2005’te Çinli Profesör Zhao Tingyang tarafından ortaya atılan Tianxia kuramı, dünyayı tüm insanlar için bir ev gibi düşünen ve devletlerin çıkarlarından ziyade, dünyanın çıkarının ön planda tutulduğu, temelinde barış ve uyumun öngörüldüğü bir kuramdır. Çalışmada, Konfüçyüs öğretisi ve bu öğreti temelinde oluşturulmuş Tianxia kuramı çerçevesinde, 2003-2013 yılları arasında Çin Cumhurbaşkanı Hu Jintao dönemindeki dış politika ilkeleri ve bu ilkelerinin Amerika Birleşik Devletleri ile ilişkilerdeki rolü ve etkileri ortaya konulmaktadır. Bu çerçevede, Çin ve ABD arasındaki ekonomik ve diplomatik ilişkilerin yanı sıra, bazı problemli konular incelenerek, belirtilen dönemde, Çin’in ABD politikasının Konfüçyüs öğretisinin etkisiyle şekillenen dış politika ilkelerine uygun olduğu sonucuna ulaşılmaktadır. ii ABSTRACT CHINESE OUTLOOK TOWARDS INTERNATIONAL SYSTEM AND FOREIGN POLICY FOCUS ON THE UNITED STATES (2003-2013) China became the second largest economy via its reforms and opening up to the outside world. Throughout this process of being a great power it has been under the influence of its culture and traditions. One of the most influential creeds of the Chinese civilization has been Confucian philosophy. On the other hand the pace of China’s rise fuelled anxieties, particularly, in the West. China in order to rebuff Western threat perceptions underlined pro-status quo and peaceful emphases of Confucian philosophy as a basis of its foreign policy. This thesis focuses on Tianxia System, said to be the one of the most influential element of Confucian philosophy on Chinese foreign policy outlook. This system was analysed and proposed by Zhao Tingyang. According to Tingyang, the world is seen like a house with a conception of general interests. The interest of the world itself is primary, relying on peace and harmony; and individual states’ interests are secondary. The aim of this thesis is to analyse the role and effect of Confucian philosophy with a particular focus on Tianxia on the Chinese foreign policy and its relations with the US during the Presidency of Hu Jintao, from 2003 to 2013. To this end, in addition to the Sino-American diplomatic and economic relations, some problematic issues were also taken into consideration. The thesis argues that in this period Chinese foreign policy, specifically Sino-American relations, were in conformity with foreign policy principles, to some extent derived from Confucian philosophy. iii ÖNSÖZ Bu tez çalışmasında; küresel bir güç haline gelen Çin’in, uluslararası sistemi ne şekilde gördüğü, Konfüçyüs öğretisinin Çin’in uluslararası sisteme bakışında ve dış politika davranışlarında ne derece etkisi olduğu ve bu etkinin ABD’yle ilişkilerindeki yeri incelenmeye çalışılmıştır.     Hu Jintao: The Making of a Chinese General Secretary Richard Daniel Ewing ABSTRACT Chinese Vice-President Hu Jintao, Jiang Zemin’s heir apparent, has risen to the elite levels of Chinese politics through skill and a diverse network of political patrons. Hu’s political career spans four decades, and he has been associated with China’s top leaders, including Song Ping, Hu Yaobang, Deng Xiaoping and Jiang Zemin. Though marked early as a liberal by his ties to Hu Yaobang, Hu Jintao’s conservative credentials were fashioned during the imposition of martial law in Tibet in 1989. Those actions endeared him to the Beijing leadership following the 4 June Tiananmen Square crackdown, and his career accelerated in the 1990s. Young, cautious and talented, Hu catapulted to the Politburo Standing Committee, the vice-presidency and the Central Military Commission. Despite recent media attention, Hu’s positions on economic and foreign policy issues remain poorly defined. As the 16th Party Congress approaches, Hu is likely to be preparing to become General Secretary of the Communist Party and a force in world affairs. The late 1990s witnessed the extraordinary rise of Vice-President Hu Jintao from obscurity to pre-eminence as one of China’s most powerful politicians and President Jiang Zemin’s heir apparent. If Hu succeeds Jiang, he will lead China’s 1.3 billion people into a new era. Over the next decade, he would manage China’s emergence as a global power – a leading country with one of the world’s largest economies, nuclear weapons and a seat on the United Nations Security Council.

Para ello, llevaremos a cabo un análisis de la fuente de la historia, la presencia del conflicto de la inje- rencia cultural y de la retrotraducción. Mediante los ejemplos seleccionados, analizaremos las soluciones que propone el traductor, los motivos de la selección del método traductor, las variaciones con respecto al texto original y los errores de traducción, con el objetivo de sacar conclusiones de que el traductor ha intensificado el color de la cultura meta y en cierto modo, ha modificado el valor estético del cuento de Borges. Empero, en distintas etapas históricas, el interés por los tres géneros literarios es diferente. También varían los puntos de vista de investigación. Este trabajo pretende aportar una aproximación a la situación histórica y actual en materia de las traducciones y los estudios más importantes en China dedicados a Jorge Luis Borges, basándose en una estadística sistemática de los trabajos y obras publicados en los últimos 30 años. Los datos materiales y digitales provienen de la Biblioteca Nacional, Banco de datos de revistas y gacetas de China, etc. Según las características de publicación, los datos originales están clasificados en tres grupos. En los años ochenta del siglo xx, la traducción de los cuentos borgesianos fue dominante en China; en los años noventa, la identidad de Borges como poeta y estudioso se aceptó ampliamente y provocó mucho interés a los investigadores y lectores. La publicación de Obras completas de cinco volúmenes simbolizó la culminación de la traducción borgesiana; en el primer decenio del siglo xxi, la pasión de leer y traducir las obras del maestro argentino no se enfría en China.

Averiguamos las diferencias lingüísticas y culturales, sobre todo el nivel de coincidencia de conocimiento entre el autor y distintos lectores. Elaboramos un catálogo de las traducciones al chino a fin de concretar la posición de la traducción de esta obra en chino. Contextualizamos las traducciones acerca de la situación de la lengua meta, la ideología social y la experiencia de los traductores. Después nos concentramos en analizar 22 fragmentos con juegos de palabras en el texto original y textos meta, categorizamos los juegos de palabras y las técnicas de traducción aplicadas y describimos el efecto de las traducciones de los juegos. En la conclusión relacionamos las técnicas traductoras, su efecto y el contexto socio-cultural con la intención de explicar las decisiones que toman los traductores. The objective of this thesis is to analyse the factors that can explain the emergence and the rise of the MOEs, to explore the corporate governance of the MOEs, and to assess the performance of the MOEs. The research finds that the unique experiments and practices of China’s SOEs reform in the past 30 years have formed the China Model of SOEs reform, China’s mixed ownership has its roots in the China Model. One major explanation to the rise of the MOEs is the synergy effect gained from the combination of the different advantages of both the private enterprises and the state enterprises. The private enterprises have better operational mechanisms and the state enterprises have better access to business resources and political support. The thesis has looked at 5 issues of the institutional arrangements of MOE’s corporate governance, named as the SCORE. It is found that the largest shareholder in most of the MOEs is still the state, but the control structure is not always corresponding to the shareholding structure, and the governmental intervention in the business of the MOEs has been reduced although the reduction is limited.
