Present: Alan Gelder (AG); Joe Loades (JL); Kevin Hanner (KH); Ruth Ripman (RR); Hayley Spouge (HS) and Phillip Brooks (PB) (Clerk). Apologies were received from: Christopher Kemp (Councillor Cringleford Ward) (CK); Garry Wheatley (Councillor Cringleford Ward) (GW) and Daniel Cox (Norfolk County Councillor) (DC). 1. To consider apologies for absence: Resolved to accept apologies from Lars Tibell (LT) and Diana Bulman (DB) both unavoidable away from Norwich. AG said that DB had informed him that she would be resigning from the Council because of the amount of time she was now spending away from Norwich. Kevin Hanner was co-opted as a member of the Parish Council. PB reminded the Council that this was the last declared meeting before AG resigned his position as Councillor and Chairman in the New Year. RR said she was willing to assume the position on AG’s resignation. 2. To receive declaration of interests in items on the Agenda: No interests were declared. 3. Public Participation. It was resolved to adjourn the meeting for public participation: MR said she was concerned about the track and path through Big Wood which had been blocked to walkers by gates installed by the landowner. They were regularly used for leisure walking (OD indicated there had been contact with the Ramblers Association in this regard) but they were also functional in providing a safe route on foot between Keswick New Hall and Low Road.

Future Plans and Arrangements for the Reading Room. AG summarised the work which was underway to make the Reading Room a more attractive focal point for the community. In particular he said that the kitchen had been refurbished using a grant from the Awards for All Scheme (part of the Big Lottery Fund); and other work and facilities were being obtained with the aid of a grant from the Geoffrey Watling Trust. Currently the outside areas were being renovated and improved with the help of (free) labour provided by the Norfolk Probation Service; and in the longer term it was planned to undertake major roof repairs, demolition of the chimney and an extended car park using (hopefully) a further grant from the Geoffrey Watling trust.

AG opened the meeting and the minutes of the meeting held on 19th January 2006 were accepted (with minor typing changes) and signed as a true record. 2. Apologies were accepted from Councillors Payne and Loades. 3. There was no declaration of interest in any item on the Agenda. 4. Matters arising from the minutes of the 19th January meeting: (i) PB informed the meeting that he was now in possession of the computer and software etc. supplied earlier to the Parish Council by South Norfolk Council. PB also explained complications relating to office space at home; networking the computer with his own machine – especially virus protection issues; and the additional running and service costs likely to be involved. The meeting accepted this explanation and agreed that the machine should be returned to South Norfolk Council. (Subsequently PB and AG decided it would be prudent to retain the machine for possible use by a future councillor.) (ii) A charge of £5.00 was agreed for any parishioners wishing to obtain a copy of the Audit Commission Annual Return. (iii) AG said that the Parochial Church Committee welcomed the offer of a contribution towards a new notice board for use outside Intwood Church and would contact the Parish Council when their plans were finalized. (iv) JM confirmed his willingness to continue as a Councillor.

As such, the original version was published in January 2010. This revised version aims to continue to align the Norfolk Rivers IDB with biodiversity policy and more specifically, the Biodiversity document for England, “Biodiversity 2020: A strategy for Englands’ Wildlife and Ecosystem Services” and build on the Government’s 25 Year Environmental Plan; A Green Future. In doing so, the document strives to demonstrate the Board’s commitment to fulfilling its duty as a public body under the Natural Environment and Rural Communities Act 2006, to conserve biodiversity. Many of the Board’s activities have benefits and opportunities for biodiversity, not least its water level management and watercourse maintenance work. It is hoped that this Biodiversity Action Plan will help the Board to maximise the biodiversity benefits from its activities and demonstrate its contribution to the targets as part of the Biodiversity 2020 strategy and achieve wider environmental improvement within its catchments. The Board has adopted the Biodiversity Action Plan as one of its policies and subject to available resources is committed to its implementation. Chair’s Review of the Year. During the year Ruth Ripman resigned from the Council due to her other commitments becoming increasingly time consuming. Ruth joined the Council in October 2009 and I’m grateful to her for the service and support she provided for more than seven years. I’m pleased to say that Sue Hendrey has agreed to be co-opted to the Council thus enabling us to maintain a full complement of Councillors. I’m also grateful for the support provided throughout the year from County Councillor Judith Virgo and District Councillors Christopher Kemp and Gary Wheatley. As in previous years, they have been enormously helpful in the advice and guidance provided to the Council. On this occasion, I wish Judith a good and pleasing retirement having decided not to stand for re- election in the recent County Council elections. Continuing prudent management of our resources has meant ending the year with a surplus of £2,800 more than last year (£6,745). The surplus includes a grant of £1,275 obtained from South Norfolk Council towards the installation of a solar powered light to illuminate the footpath linking Low Road and the Mulbarton Road bus shelter.
