TRANSPORT DEPARTMENT NOTICE
SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR “HONG KONG ISLAND 10K CITY RACE 2019”
Notice is hereby given that special traffic and transport arrangements will be implemented on Hong Kong Island on 8 December 2019 (Sunday) to facilitate the holding of the “Hong Kong Island 10K City Race 2019”:
I. TRAFFIC ARRANGEMENTS (Please refer to Plans 1 , 2 & 3)
(A) Road Closures
Depending on the actual finishing time of the race, and complete clearance for safe re- opening of roads to vehicular traffic, the following roads will be closed to all vehicular traffic at the time specified below (except vehicles with closed road permits):
Phase I
From about 2.00 am to 10:45 am
(i) Convention Avenue between Fleming Road and Tonnochy Road; (ii) Hung Hing Road between Marsh Road and Tonnochy Road; (iii) Harbour Road eastbound between Harbour Drive and Tonnochy Road; (iv) Tonnochy Road between Hung Hing Road and Harbour Road; (v) Tonnochy Road flyover between Harbour Road and Gloucester Road; and (vi) Tonnochy Road southbound between Harbour Road and Gloucester Road.
Traffic Diversions: (i) Vehicles on Fleming Road northbound will be prohibited from turning right onto Convention Avenue eastbound, and will be diverted via Lung Wo Road westbound or Expo Drive East northbound; (ii) Vehicles on Fleming Road southbound will be prohibited from turning left onto Harbour Road eastbound; (iii) Vehicles on Harbour Road eastbound must turn left onto Fleming Road northbound; (iv) Vehicles leaving from car parks along Harbour Road eastbound must turn right onto Harbour Road westbound; (v) Vehicles on Harbour Drive northbound must turn left onto Harbour Road westbound; and (vi) Vehicles on Marsh Road northbound will be diverted via Gloucester Road service road or turned onto Marsh Road southbound for access to Jaffe Road.
Phase II
From about 3.45 am to 9.30 am

(i) Island Eastern Corridor eastbound between Victoria Park Road and the slip road connecting with Man Hong Street; (ii) The slip road leading from Hing Fat Street to Island Eastern Corridor eastbound; (iii) The slip roads of Tong Shui Road and Java Road connecting with Island Eastern Corridor eastbound; and (iv) Central-Wan Chai Bypass eastbound between Central and Island Eastern Corridor.
Traffic Diversions: (i) Vehicles on Victoria Park Road eastbound and Hing Fat Street heading for Island Eastern Corridor eastbound and Eastern Harbour Crossing will be diverted via Gordon Road, Electric Road and Java Road.
Phase III
From about 3.45 am to 10.00 am
(i) Victoria Park Road westbound between the down ramp of Island Eastern Corridor westbound and Gloucester Road westbound (except the slow lane); (ii) The fast lane of Victoria Park Road westbound between Hing Fat Street and the down ramp of Island Eastern Corridor westbound; (iii) Island Eastern Corridor westbound between the exit of Eastern Harbour Crossing and Victoria Park Road westbound (except the down ramp slip road leading to Man Hong Street); (iv) The slip road leading from Island Eastern Corridor westbound to Hing Fat Street; (v) The slip roads of King's Road westbound junction with Healthy Street Central, Tong Shui Road and Wharf Road leading to Island Eastern Corridor westbound. (vi) Central-Wan Chai Bypass westbound between Central and Island Eastern Corridor; (vii) The slip roads leading from Tsing Fung Street flyover and Hing Fat Street to Central-Wan Chai Bypass westbound; and (viii) The slip road leading from the exit of Eastern Harbour Crossing to Island Eastern Corridor westbound.
Traffic Diversions: (i) Vehicles from the exit of Eastern Harbour Crossing heading for Island Eastern Corridor westbound will be diverted via Man Hong Street and King’s Road; (ii) Vehicles on King’s Road westbound junction with Healthy Street Central slip road heading for Island Eastern Corridor westbound will be diverted via King’s Road westbound; (iii) Vehicles on King’s Road westbound junction with Tong Shui Road slip road heading for Island Eastern Corridor westbound will be diverted via King’s Road westbound; (iv) Vehicles on Tong Shui Road heading for Island Eastern Corridor westbound will be diverted via Wharf Road, North Point Road, Java Road, Kam Hong Street and King’s Road; (v) Vehicles on Wharf Road slip road heading for Island Eastern Corridor westbound will be diverted via Wharf Road, North Point Road, Java Road, Tong Shui Road and King’s Road; and (vi) Vehicles on Tsing Fung Street vehicular flyover and Hing Fat Street northbound

heading for the slip road of Central-Wan Chai Bypass westbound will be diverted via the remaining lanes on Victoria Park Road.
Phase IV
From about 4.45 am to 9.00 am
(i) The slip road leading from the exit of Cross Harbour Tunnel to Gloucester Road eastbound (Exit of Causeway Bay); (ii) The Victoria Park Road flyover leading from Victoria Park Road to Gloucester Road service road; and (iii) Victoria Park Road eastbound between Paterson Street and the up ramp of Island Eastern Corridor eastbound (except the slow lane leading to Hing Fat Street).
Traffic Diversions: (i) Vehicles from the exit of Cross Harbour Tunnel heading for Causeway Bay will be diverted via Canal Road flyover, Canal Road East, Leighton Road, Pennington Street and Yee Wo Street westbound; (ii) Vehicles from the exit of Cross Harbour Tunnel heading for North Point will be diverted via Victoria Park Road eastbound, Gordon Road, Electric Road and Java Road; (iii) Vehicles on Victoria Park Road eastbound will be diverted via Gordon Road Electric Road and Java Road; and (iv) Vehicles on Victoria Park Road flyover southbound will be diverted via Gloucester Road service road.
Phase V
From about 4.45 am to 9.30 am
(i) Gloucester Road southbound between Gloucester Road service road and Causeway Road; (ii) Gloucester Road northbound between the U-turn slip road beneath the Tai Hang Road flyover and Sugar Street; (iii) The 2nd to 5th lanes of Gloucester Road westbound between the Victoria Park Road flyover connecting with Gloucester Road northbound and Gloucester Road service road westbound; (iv) The Victoria Park Road flyover leading from Gloucester Road northbound to Gloucester Road service road westbound; and (v) The Victoria Park Road flyover leading from Victoria Park Road to Gloucester Road southbound.
Traffic Diversions: (i) Vehicles on Tai Hang Road flyover northbound will be diverted via Gloucester Road northbound and Gloucester Road service road; and (ii) Vehicles on Great George Street heading for Gloucester Road southbound will be diverted via Tai Hang Road flyover southbound.
Phase VI
From about 4.45 am to 10.00 am

(i) Lockhart Road eastbound between Marsh Road and Percival Street; (ii) Canal Road East southbound between Lockhart Road and Jaffe Road; (iii) Canal Road West northbound between Lockhart Road and Jaffe Road; (iv) Marsh Road southbound between Lockhart Road and Jaffe Road; (v) Marsh Road northbound between Hennessy Road and Lockhart Road; (vi) The fast lane of Morrison Hill Road northbound between Wan Chai Road and Hennessy Road; (vii) Marsh Road flyover between Hung Hing Road and Lockhart Road; and (viii) Marsh Road northbound between Hung Hing Road and Gloucester Road.
Traffic Diversions: (i) Vehicles on Marsh Road southbound will be diverted via Jaffe Road eastbound; (ii) Vehicles on Canal Road East will be diverted via Jaffe Road eastbound; (iii) Vehicles on Lockhart Road eastbound will be diverted via Marsh Road northbound; (iv) Vehicles on Wan Ying Street will be re-routed from one-way westbound traffic to one-way eastbound traffic. (v) The section of Wan Shing Street between Hung Hing Road and Wan Ying Street will be re-routed from one-way southbound traffic to one-way northbound traffic; and (vi) Vehicles on Wan Shing Street northbound must turn right onto Hung Hing Road eastbound.
Phase VII
From about 5.45 am to 10.00 am
(i) Percival Street southbound between Lockhart Road and Hennessy Road; (ii) Hennessy Road eastbound between Percival Street and Yee Wo Street; (iii) Yee Wo Street eastbound between Hennessy Road and Sugar Street; (iv) Sugar Street; and (v) Gloucester Road northbound between Great George Street and Sugar Street.
Traffic Diversions: (i) Vehicles on Percival Street southbound will be diverted via Lockhart Road eastbound; (ii) Vehicles on Hennessy Road eastbound will be prohibited from turning left onto Marsh Road; (iii) Vehicles on Tin Lok Lane will be prohibited from going straight onto Marsh Road northbound, and must either turn left or right onto Hennessy Road; and (iv) Vehicles on Hennessy Road eastbound heading for Causeway Road will be diverted via Percival Street southbound, Leighton Road, Pennington Street and Yee Wo Street eastbound.
(B) Suspension of Parking Spaces
The on-street parking spaces at the following locations will be suspended from 12.01 am to 11.00 am:

(i) Lockhart Road eastbound between Marsh Road and Percival Street; (ii) Jaffe Road between Percival Street and Cannon Street; (iii) Expo Drive East (coach parking spaces); (iv) Marsh Road between Lockhart Road and Hennessy Road (motorcycle parking spaces); and (v) Gloucester Road northbound near Sugar Street (disabled parking spaces).
II. PUBLIC TRANSPORT ARRANGEMENTS
(A) Diversion of Bus Routes
In connection with the special traffic arrangements, the following bus routes will be diverted in phases from about 2.00 am until the re-opening of roads:

In connection with the road closure, the following bus termini will be suspended in phases from about 2.00 am until the re-opening of roads:
(i) Wan Chai North Temporary Public Transport Interchange.
(C) Temporary Bus Stop Arrangement
In connection with the above bus diversion, temporary bus stop arrangements will be implemented for the affected bus routes. In addition, subject to actual traffic conditions and instructions by the Police on site, bus companies may erect temporary bus stops or suspend existing bus stops to cope with the bus diversion. Members of the public can subsequently make enquires to the bus companies for further details of temporary bus stop arrangements:

III. SUSPENSION OF TAXI STANDS
The taxi / cross harbour taxi stand at Lockhart Road near Cannon Street, including taxi pick-up or drop-off points will be suspended in phases from about 4.45 am until re- opening of roads.
IV. SUSPENSION OF PUBLIC LIGHT BUS AND GREEN MINIBUS STANDS
(i) The public light bus / GMB stands and stops on Sugar Street and Lockhart Road will be suspended from about 4.45 am until re-opening of roads; and
(ii) The GMB stops on Pennington Street will be suspended from about 4.45 am until re-opening of roads.

The tram stop on Percival Street will be suspended from about 5.10 am until re-opening of roads.
VI. SUSPENSION OF CROSS BOUNDARY COACH TERMINUS AND STOP
The terminus at the Wan Chai North Temporary Public Transport Interchange and the stop on Harbour Road outside Harbour Centre for the cross boundary coach service plying between Wan Chai and Huannggang Control Point will be suspended from about 2.00 am until re-opening of roads. A temporary terminus will be provided at Hennessy Road eastbound underneath O’Brien Road footbridge.
VII. RESTRICTION ON VEHICULAR ACCESS TO/FROM CAR PARKS AND HOTELS ON CLOSED ROADS
Vehicular access to and from hotels and car parks within the closed road areas will not be allowed during the period of respective phases of road closures. VIII. REMOVAL OF ILLEGALLY PARKED VEHICLES
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above may be towed away by the Police without prior notice.
IX. ATTENTION AND APPEAL
Appropriate traffic aids will be erected to guide motorists and notices will be displayed by public transport operators to advise passengers of the temporary arrangements.
The Transport Department (TD) anticipates that the traffic in the affected areas and the major roads in the vicinity (such as Gloucester Road, Victoria Park Road, Fleming Road, Canal Road flyover, Leighton Road, King’s Road, Java Road, Cross Harbour Tunnel and Aberdeen Tunnel) will be more significantly congested when compared with normal Sundays.
Motorists are advised not to drive to the above affected / congested areas unless really necessary and should exercise tolerance and patience in case of traffic congestion and follow instructions given by the Police.
Members of the public are advised to plan their routes early, use railway services as far as possible and allow more travelling time to cater for unexpected delay. Bus and other public transport commuters are advised to pay attention to the arrangements of route diversions and suspension / relocation of stops.
Taxi and public light bus drivers who will go to Wan Chai North for refilling are advised to take note of the road closure arrangements implemented in the area.
Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversion, alterations and suspension of public transport services, may be introduced by the Police at short notice. Members of the public are advised to watch out for the latest traffic news on radio and television.
