Transport Department Notice Transport Department Notice Special Traffic and Transport Arrangements for Lunar New Year’s Eve 2019 Notice is hereby given that the following special traffic and transport arrangements will be implemented on Hong Kong Island, Kowloon and the New Territories during the Lunar New Year’s Eve in 2019: I. SPECIAL TRAFFIC ARRANGEMENTS HONG KONG ISLAND (CAUSEWAY BAY, VICTORIA PARK AND TIN HAU) (A) Road Closures The following road sections will be closed to all vehicular traffic from 4 February 2019 at different times specified below. The implementation time may be varied if necessary: (a) From 10.00 am on 4 February 2019 onwards: (i) The unnamed road section at the northern entrance of Park Towers car park (except vehicles accessing to Park Towers car park); (ii) Hing Fat Street between Causeway Road and Lau Li Street (except franchised buses and Green Minibuses (‘GMB’)); (iii) The general lay-by on the eastern kerbside of Hing Fat Street between Tsing Fung Street and Lau Li Street; (iv) Lau Li Street between Hing Fat Street and Ngan Mok Street (except disabled parking spaces); and (v) Part of the traffic lanes of Electric Road between Mercury Street and Yacht Street. (b) From 4.00 pm on 4 February 2019 onwards: (i) Sugar Street; and (ii) Gloucester Road northbound between Causeway Road and Great George Street. (c) From 5.00 pm on 4 February 2019 onwards: (i) Cleveland Street; (ii) Paterson Street; Page 1 of 37 (iii) Kingston Street; (iv) Great George Street between Paterson Street and Gloucester Road; and (v) Jardine’s Bazaar. (d) From 7.00 pm on 4 February 2019 onwards (except franchised buses, green minibuses (GMB) and trams): (i) Hennessy Road eastbound between Percival Street and East Point Road; (ii) Yee Wo Street eastbound; (iii) The nearside lane of Pennington Street between Irving Street and Yee Wo Street; (iv) Causeway Road eastbound between King’s Road and Moreton Terrace; (v) Yee Wo Street westbound; (vi) Hennessy Road westbound between Jardine’s Bazaar and Percival Street; and (vii) Irving Street. (e) From 8.00 pm on 4 February 2019 onwards: (i) Lockhart Road east of Percival Street; (ii) Jaffe Road east of Percival Street; (iii) Cannon Street; and (iv) Shelter Street. (f) From 9.00 pm on 4 February 2019 onwards: (i) The nearside lane of Causeway Road westbound between King’s Road (near Queen’s College) and Tung Lo Wan Road (near St. Paul's Convent School); (ii) Gloucester Road southbound between the down ramp of Victoria Park Road flyover and Causeway Road; (iii) Tai Hang Road flyover southbound; (iv) Tai Hang Road flyover northbound; (v) Victoria Park Road flyover northbound; (vi) Causeway Bay Flyover northbound; and (vii) Hing Fat Street between Causeway Road and Lau Li Street (except franchised buses and GMB). Page 2 of 37 (B) Traffic Diversions During the above road closure, the following traffic diversions will be implemented: (a) From 5.00 pm on 4 February 2019 onwards: (i) Lau Li Street between Electric Road and Hing Fat Street will be re-routed as one-way westbound and closed to public light buses (‘PLB’). (b) From 9.00 pm on 4 February 2019 onwards: (i) Vehicles heading for Tai Hang Road flyover southbound will be diverted to Victoria Park eastbound, Wing Hing Street and King’s Road; and (ii) Vehicles heading for Tai Hang Road flyover northbound to Central will be diverted to Tung Lo Wan Road, Moreton Terrace and Leighton Road. (C) Pedestrian Precinct The following road sections will be closed to all vehicular traffic for designation as pedestrian precinct from 4.00 pm on 4 February 2019 to 8.00 am on 5 February 2019: (i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street west of Paterson Street. (D) Prohibition to learner drivers Learner drivers will be prohibited from entering the following roads from 4.00 pm on 4 February to 8.00 am on 5 February 2019: (i) Leighton Road; (ii) Tin Lok Lane; (iii) Caroline Hill Road; (iv) Eastern Hospital Road; (v) Tai Hang Road north of Lai Tak Tsuen Road; (vi) Tung Lo Wan Road; (vii) Electric Road south of Gordon Road; (viii)Morrison Hill Road north of Queen’s Road East; (ix) Hennessy Road; (x) Yee Wo Street; (xi) Causeway Road; (xii) King’s Road; Page 3 of 37 (xiii)Gloucester Road service road; (xiv) Hing Fat Street; (xv) Tin Hau Temple Road westbound west of Cloud View Road; and (xvi) Wan Chai Road eastbound. (E) Suspension of parking spaces, car parks and restriction of vehicle access (a) All vehicles parked in car parks at the above closed roads will not be permitted to enter or leave the car parks until the roads are re-opened for normal traffic; (b) The on-street parking spaces on the following roads will be suspended from 2.00 pm on 4 February to 8.00 am on 5 February 2019: (i) All the above closed roads on 4 and 5 February 2019; (ii) Tung Lo Wan Road; (iii) Lockhart Road between Canal Road East and Cannon Street; (iv) Jaffe Road between Canal Road East and Cannon Street; (v) Tsing Fung Street; and (vi) Lau Li Street. (c) All parking spaces in Hing Fat Street Public Car Park (except disabled parking spaces) will be suspended from 10.00 am on 2 February to 10.00 am on 5 February 2019. (F) Temporary closure of Tin Hau Public Transport Interchange From 6.00 pm onwards on 4 February 2019, Tin Hau Public Transport Interchange will be suspended. During the above period, the following arrangement of the stops will be implemented: (i) Bus routes 914 and 968 will be terminated on Tung Lo Wan Road opposite to Queen’s College; (ii) Bus routes 948, E11 and E11A will be terminated on Causeway Road westbound near Queen’s College; (iii) Bus route 307P will be terminated at Ngan Mok Street; (iv) Bus route 25 will omit the stop in Tin Hau Public Transport Interchange; (v) HKI GMB route 49M will omit Hing Fat Street, Tin Hau Public Transport Interchange, King’s Road, Ngan Mok Street, Lau Li Street, and terminated at King’s Road westbound near Lau Sin Street; and (vi) HKI GMB route 39M will be converted to circular route and omit the stop at Tin Hau Public Transport Interchange. Page 4 of 37 (F) Temporary bus stops arrangements The bus stop on Victoria Park Road eastbound outside Causeway Bay Typhoon Shelter will be suspended from 8.00 pm onwards and as necessary on 4 February 2019. Members of the public can make enquiries to the bus companies on the details of temporary bus stops arrangements: New World First Bus: 2136 8888; Citybus: 2873 0818; KMB: 2745 4466. (G) Suspension of tram stops The following tram stops will be suspended from 8.00 pm onwards and as necessary on 5 February 2019: (a) Causeway Road near Shelter Street (both directions); (b) Yee Wo Street opposite to Sugar Street and Paterson Street (both directions); and (c) Causeway Road outside Victoria Park Main Entrance (both directions). (H) Suspension and relocation of GMB stops To tie in with the above road closures, the following GMB stands will be suspended from 5.00 pm onwards and as necessary on 5 February 2019: (i) The stops of HKI GMB route 4A and 4C on Cannon Street will be relocated to Gloucester Road service road near Percival Street and Gloucester Road service road near Cannon Street respectively; (ii) The stops of HKI GMB routes 5 and 69X on Lockhart Road will be relocated to Gloucester Road service road near Cannon Street; (iii) The stops of 40 and 40X in Jardine’s Bazaar will be relocated to Pennington Street outside Dragon Rise; (iv) The stops of HKI GMB routes 10 and 31 on Jaffe Road east of Percival Street will be relocated to Jaffe Road eastbound between Canal Road East and Percival Street; and (v) The stop of HKI GMB route 25 in Paterson Street will be suspended and it will be converted into circular service. (I) Suspension of PLB stands Page 5 of 37 The PLB stands in Sugar Street and Paterson Street will be suspended from 4.00 pm onwards and as necessary on 4 February 2019. (J) Suspension of taxi stands To tie in with the above road closures, the following Taxi stands will be suspended from on 4 February 2019 at the different times specified below: (a) From 10.00 am on 4 February 2019 onwards: (i) Lau Li Street; and (ii) Electric Road. (b) From 4.00 pm on 4 February 2019 onwards: (i) Paterson Street near Great George Street; (ii) Paterson Street between Gloucester Road Service Road and Kingston Street; (iii) Jaffe Road near Percival Street; and (iv) Lockhart Road near Cannon Street. (K) Central-Mid-levels Escalator The services of the Central to Mid-Levels Escalator and Walkway System will be extended to 3.00 am on 5 February 2019. KOWLOON (1) Wong Tai Sin Morse Park The following special traffic arrangements will be implemented from 5.00 pm on 4 February to 6.00 am on 5 February 2019: (A) Traffic arrangements (a) Road closures The eastern egress of Ching Tak Street public light bus and taxi stands near Wong Tai Sin Government Primary School will be closed. Vehicles will be required to use the western egress and turn left into Ching Tak Street westbound for leaving. The section of Ching Tak Street between Lung Cheung Road and Tung Tau Tsuen Road may be closed according to traffic condition.

This event is principally supported by the four District Councils in Hong Kong Island (including Central & Western, Eastern, Southern and Wan Chai District). We hope that we can have fully supported by your District Council. 2 Event Background HKAAA is the member of the International Association of Athletic Federations (IAAF) and Sports Federation & Olympic Committee of Hong Kong, China (SF&OC) has promoted track & field, distance running, race walking and cross country over the past 65 years. The HKAAA is going to organize this 10km road race event again and the route of this event will be similar to last year. 3 Event Information 3.1 Event Date This event is proposed to be held on 9th December 2018 (Sunday). 3.2 Starting Time & Time Limit This event will be started at 7:45am (time limit is two hours) and the estimated reopening time for all closed road will be 11:00am. 3.3 Quota 9,000 participants 3.4 Assembly Venue, Start & Finish Point The Start and the Finish will be located at the Convention Avenue (near the footbridge). To identify the per- sistent effect of protest participation, we randomly, indirectly incentivize Hong Kong univer- sity students into participation in an antiauthoritarian protest. To identify the role of social networks, we randomize this treatment’s intensity across major-cohort cells. We find that in- centives to attend one protest within a political movement increase subsequent protest atten- dance, but only when a sufficient fraction of an individual’s social network is also incentivized to attend the initial protest. One-time mobilization shocks have dynamic consequences, with mobilization at the social network level important for sustained political engagement.
