Ltd, Talegaon MIDC 1. EXECUTIVE SUMMARY Jushi India Fiberglass Pvt. Ltd. is a company originated from China Jushi Co. Ltd. Jushi China is the world’s largest Fiberglass producer. Company has proposed to install 220000 MT/Annum production capacity plant in Talegaon MIDC area at Plot No. E-5, Village Badhalwadi , Taluka. Maval, District. Pune -412208. Fiberglass has a wide range of applications in automotive, sports and leisure, consumer goods and business equipment, building and construction, chemistry and chemical, wind energy, electrical and electronics, marine and Infrastructure sector. India is a fast developing country. Under the Indian government’s “Make in India” initiative, many development projects such as roads, area development, bridge construction, industrial area development are in pipeline, for which fiberglass will be a useful material due to its strength & durability. Proposed industrial development is expected to be helpful to Indian economy as it has a potential of reducing construction costs. The company has procured 237023.00 sq. m. of land in Talegaon MIDC area. The total proposed BUA of the industry will be 2,84,282.99 Sq. M [FSI-276515.29 Sq.M.+ Non FSI- 7767.70 Sq.M.] Site is located in the MIDC area, hence, all required infrastructure such as roads, electricity and water will be supplied by the MIDC. Fiberglass manufacturing activity does not come under the purview of the principal EIA Notification dated 14th September 2006 and amendment thereof, therefore the proposed industrial process does not require environmental clearance (EC) . However, total plot potential/proposed developing area of the project is greater than 1,50,000.00 sq. m. Thus, making EC under project activity 8(b) i.e. Townships and Area Development projects mandatory. The proposed project comes under the purview of Maharashtra State Environment Department, State Environmental Impact Assessment Authority (SEIAA) followed by the State Expert Appraisal Committee (SEAC-3). Industry has proposed effluent treatment facility for trade effluent within the plant premises followed by the final treatment and disposal facility at Talegaon common CETP as per the agreement with MIDC. Bio-degradable food waste will be treated in OWC and prepared manure will be used for gardening purpose within plant premises. 2 | P a g e Prefeasibility Report for proposed Industrial Construction by Jushi India Fiberglass Pvt. Ltd, Talegaon MIDC Talegaon MIDC area is known as a foreign investor zone as there are many upcoming industries such as Peri India, Emerson Process Management, Emitech/ Continental, GE India, POSCO India Pune Processing Centre Pvt. Ltd., JCB India Ltd., Housco Hydraulics Pvt. Ltd. etc. In Talegaon MIDC area most of the industries are from chemical, steel and automotive sectors, which use fiberglass as a raw material. Local availability of raw materials is known to be of help in reducing costs of finished goods. Proposed project is a green field project and Jushi India Fiberglass Pvt. Ltd. has clean environmental policy. Proposed plant is fully automized plant in order to avoid human error. The total estimated cost of the project is Rs. 3,500 Cr. Proposed industry is expected to generate around 200 to 250 employment opportunities for local people in construction phase while 550 to 600 direct employment opportunities in operation phase. Jushi India Fiberglass Pvt. Ltd, Talegaon MIDC 2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION i. Identification of the Project and Project Proponent : Jushi India Fiberglass Pvt. Ltd. is the proposed fiberglass manufacturing industry, which is to be established in Talegaon MIDC area at plot no. E-5, Village. Badhalwadi, Taluka. Maval, District. Pune, Maharashtra-412208. Industry has acquired 2,37,023.00 sq. m. of land in Talegaon MIDC area. Industry has proposed to produce 2,20,000 MT per annum of fiberglass. Jushi India Fiberglass Pvt. Ltd. is the fully owned by China Jushi Co., Ltd. It is a public company listed in Shanghai Stock Exchange and specializes in the manufacture and sales of fiberglass and its fabrics as its main business. China Jushi has established 14 overseas production and trading subsidiaries in Egypt, USA, South Africa, France, Italy, Canada, Spain, India and Singapore, which form a rationally distributed global sales network. ii. Brief description of nature of the project Jushi India Fiberglass Pvt. Ltd. is the first fiberglass manufacturing industry in India by China Jushi Co. Ltd. Manufactured fiberglass has a wide range of applications in major economic sectors viz. automotive; sports and leisure; consumer goods and business equipment; building and construction; chemistry and chemical; wind energy; electrical and electronics; marine; infrastructure etc. Industry has proposed to manufacture 22,0000 MT per annum of fiberglass by using key raw materials – kaolin, limestone and silica sand, which will be imported or sometimes be purchased from the Indian market as per the availability. Manufactured product will both be exported (30% ) and sold in Indian market (70%). Since the industry is proposed to be set up in the MIDC area, all required infrastructure such as land, road, water, electricity will be provided by MIDC. Proposed project is a green field project and it is fully atomization plant. Need of the project and its importance to the country and or region As the fiberglass has numerous applications in building construction and infrastructure development due to its strength and durability, proposed industry will be an added advantage for construction sector. Nowadays, good quality fiberglass is imported in India as per requirements, however, import eventually results in increased costs of the development. Proposed site is located in Talegaon MIDC area and Chakan MIDC area is close to it. Presently Talegaon MIDC area is occupied by Veeprho Laboratories Pvt. Ltd., Dumax Trading Company, Badrivishal Chemicals & Pharmaceuticals, DN Fiber Glass Pultrusion Technology, Bericap India Private Limited, POSCO India Pune Processing Centre Pvt. Ltd.     PREFACE The process of planned economic development in India began with the launching of the First Five Year Plan in 1951 and currently India is in the 12th Five Year Plan (2012-13 to 2016- 2017). The main objective of policy makers is to promote growth with social justice. During the Eleventh Plan period, the agricultural sector experienced a miniscule growth rate of 3.64 per cent per annum. Indian agriculture is presently at cross roads and one of the major challenges is to reverse deceleration in agricultural growth rates so as to successfully achieve a higher broad based growth. In view of the above, a special Additional Central Assistance Scheme -Rashtriya Krishi Vikas Yojna (RKVY) which is a State Plan scheme administered by the Union Ministry of Agriculture was conceived. The main purpose of the scheme is to supplement state specific strategies with a view to rejuvenate agriculture. The pattern of funding under this scheme is 100 percent Central grant. In order to avail of funds under RKVY, each district is entrusted with the task of preparing a comprehensive district agricultural plan. Accordingly, this plan was prepared for Pune district. The Plan revealed that the city has suitable infrastructure and conducive climate for high value agriculture. Floriculture is also coming up in a big way. Similarly dairy development and poultry have huge potential in the district. As the city is close to Mumbai and well connected by road, rail and air to other major cities there is a ready market available for consumption of agricultural goods, processed goods, dairy and poultry products.
