It contributes to three bodies of literature, namely, institutional theory, new governance, and European Union politics. The questions it addresses are why and how European Union member countries use the Council Presidency to upload their national policies, and what are the conditions needed for policy uploading to be successful. To answer these questions I use the case studies method and compare the Council Presidencies of the United Kingdom (2005), France (2008), the Czech Republic (2009), Sweden (2009), and Belgium (2010). For each case, specific national policies are looked at and I use process-tracing to identify the variables at play for successful uploading to occur. Based on qualitative data, I find that the reasons explaining why countries attempt to upload their national policies during their Council Presidency supports what has been identified in the literature on venue shopping. In addition, many variables are important in explaining the occurrence of successful policy uploading. First, the country holding the Council Presidency needs to have the intent to upload its national policy and be committed to it, and it needs to be considered a superior option to the status quo. Second, being able to set the agenda, to shape policy content as well as possess a strong policy capacity contribute to the successful uploading of national policies. Although other variables may not be necessary for successful policy uploading to occur, they strongly influence it. The legal format the policy will take once it is iv adopted influences the willingness the other Member have to make compromises. The distinction is made between soft law and hard law modes of governance. Another variable making the uploading of national policy easier is the convergence of interests on the proposal. This is true under all decision-making rules, but it is especially significant under more restrictive decision- making rules such as unanimity. Finally, the stage at which the proposal is presented matters.     THE RACIST LEGACY IN MODERN SWEDISH SAAMI POLICY1 Roger Kvist Department of Saami Studies Umeå University S-901 87 Umeå Sweden Abstract/Resume The Swedish national state (1548-1846) did not treat the Saami any differently than the population at large. The Swedish nation state (1846- 1971) in practice created a system of institutionalized racism towards the nomadic Saami. Saami organizations managed to force the Swedish welfare state to adopt a policy of ethnic tolerance beginning in 1971. The earlier racist policy, however, left a strong anti-Saami rights legacy among the non-Saami population of the North. The increasing willingness of both the left and the right of Swedish political life to take advantage of this racist legacy, makes it unlikely that Saami self-determination will be realized within the foreseeable future.     Mjuka män och hårda kvinnor – en kvalitativ textanalys om hur kön gestaltas när politiker gästar Skavlan Författare: Emelie Hagbard Lisa Jalakas Handledare: Monika Djerf-Pierre Journalistprogrammet VT 2013 Abstract In this study we have explored how gender is constructed when politicians visit the Swedish talk show Skavlan. This has been done by using the qualitative textual analysis ECA (Ethnographic Content Analysis). Our theoretical points of departure are the interaction between politics and media, the structure of the talk show format and gender theories. Our premise has been that gender is a social and cultural construction that can be both reproduced and renegotiated. A central part of our study has been to analyse the balance of power in the conversation and how this balance may change. Our outset has been that everyone takes part in producing the discourse in which they act. To be able to map out how gender and power is renegotiated in Skavlan we have applied four analytical themes on our material: the interviewer’s (Fredrik Skavlan’s) role in the conversation, the politician’s role in the conversations, the themes of the conversation and how gender is explicitly made visible. Gender is made visible in various ways in the interviews. In general the female politicians are distinguished as deviating from the masculine norm in politics. However, we also found that the male politicians often are described and describe themselves with features that have traditionally been considered feminine. The opposite applies for the female politicians. Furthermore, we found that the male politicians spoke more about their private lives, while the female politicians focused on the professional.

Download Presentation slides (pdf 128 kB) Speech London School of Economics 14 January 2010 Anders Borg, Minister for Finance Getting fiscal consolidation right: lessons from Sweden Introduction It is a pleasure to be here at the London School of Economics this evening, to speak at one of the world's most prestigious and respected academic institutions. The title of this evening's lecture is "Getting fiscal consolidation right: lessons from Sweden." My intention is to contribute to the discussion concerning the fiscal consolidation facing the UK and many other OECD countries, by sharing some lessons from the Swedish experience of dealing successfully with fiscal deficits and mounting debt in the 1990s. I will also highlight some cornerstones that are fundamental in our current economic policy and that have helped us through the financial crisis without ruining public finances. Key elements here include our policies for safeguarding labour force participation, our reforms of benefits systems, and our tax reforms. These reforms have been crucial in dealing with the underlying structural problems in the Swedish economy, which the consolidation of the 1990s did not address. Most importantly, they have allowed us to pursue an expansionary fiscal policy, manage the economic crisis, and maintain order and stability in the economy, all while avoiding large deficits. Sweden was hit by a deep recession in 1990-93, as GDP fell three years in a row, employment declined by 11 percent and unemployment quadrupled to 8 percent.
