Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act 2014

109 Functions and powers (1) The Maunga Authority has the powers and functions conferred on it by or under this Act or any other enactment. (2) In exercising its powers and carrying out its functions in relation to the maunga, the Maunga Authority must have regard to— (a) the spiritual, ancestral, cultural, customary, and historical significance of the maunga to Ngā Mana Whenua o Tāmaki Makaurau; and (b) section 41(2). (3) In exercising its powers and carrying out its functions in relation to the administered lands, the Maunga Authority must have regard to the spiritual, ancestral, cultural, customary, and historical significance of the administered lands to Ngā Mana Whenua o Tāmaki Makaurau. 41 Maunga must remain as reserves vested in trustee (1) This section applies to each maunga once the maunga is— (a) vested in the trustee under subpart 1, 2, or 3 of this Part; and (b) declared a reserve under any of sections 18 to 29, 33, and 39. 1. At Hui 56 (20 July 2020), the Authority adopted the Tūpuna Maunga Authority’s Operational Plan 2020-21 and the Summary.

2. On 30 July 2020, Auckland Council adopted the Tūpuna Maunga Authority’s Operational Plan 2020-21 and the Summary.

3. These documents are now agreed in terms of s60(1) of Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act 2014.

4. The final version will be provided by Management.

1. Key highlights in this quarter:

• COVID 19 Response

All Tūpuna Maunga were successfully managed throughout each of the COVID response levels, ensuring the maunga remained open as a space for respite and quiet reflection for local pedestrian access. Rent relief was granted over this period to support some lessees.

• Maintenance at Sorrento on Maungakiekie/ Mt Albert

Key Maintenance of the Sorrentos facility including exterior painting.

• Matukutūruru Corrections Programme

celebrated 1 year of the Corrections programme at Matukutūruru. This project has been a collaboration with the Department of Corrections and the Department of Conservation.

• Matukutūruru aggregate trial

Management are trialling two new permeable aggregate products for future use on tracks. The trials include “Organic Lock” a basalt product bound by an organic binder and “DUSEX” an organic dust suppressant that may help ensure fine aggregate materials do not leave the track surface.

• Rabbit Control

Over the last two rabbit control operations there has been 0 reports of rabbit sitings on Ōhinerau/ Mt Hobson or Maungawhau/ Mt Eden. Normally there are rabbits sighted every operation. The next step is to continue surveillance on site and to take a “rabbit dog” to site to confirm if eradication has been achieved. • Maungakiekie Road closure trial

Following feedback during COVID 19 lockdown, The Tūpuna Maunga Authority and the Cornwall Park undertook a trial road closure to look at future options for more walking opportunities.

• Third party applications

Resource consent applications were monitored, and submissions were lodged on behalf of the Tūpuna Maunga Authority in relation to a number of consent applications.

Financial Commentary:

Operating Revenue for the year ended 30 June 2020 was in-line with budget. COVID-19 has affected lease revenue.

Operating Expenditure for the year ended 30 June 2020 was lower than budget due to COVID-19 lockdown causing significant slowdown in progressing work.
