Jules Van den Heuvel 5 Histoire du producteur et des archives Histoire du producteur et des archives Archives ARCHIVES Acquisition ACQUISITION Fin avril 1977, M. Pierre-Paul Struye remettait aux Archives Générales du Royaume divers documents retrouvés lors de la liquidation du Cabinet d'avocat de Paul Struye, son père, président du Sénat : ils appartenaient à Jules Van den Heuvel, grand-père maternel du déposant. 6 Jules Van den Heuvel Contenu et structure Contenu et structure Contenu CONTENU Ces documents comportent environ un mètre courant d'archives. Ils ont été joints aux Papiers Van den Heuvel précédemment déposés aux Archives Générales du Royaume et dont l'inventaire fut établi en janvier 1948. Toutefois, l'ancien Fonds ayant été très consulté, ayant servi de base à de nombreux travaux historiques, il nous a paru préférable, plutôt que d'insérer les nouveaux documents dans les anciens, de les ajouter à leur suite en une série indépendante, en rédigeant un supplément à l'inventaire. Na aan de KULeuven het licentiaat rechten behaald te hebben (1979), bleef hij in Leuven hangen voor legerdienst, behalen van de licentie notariaat en stage op een notariskantoor. In 1986 keerde hij naar Lommel terug om er zijn vader als notaris op te volgen; functie die hij vervulde tot in 2008. Tijdens deze Lommelse periode was hij bijna twintig jaar lang voorzitter van de vzw Museum Kempenland en stuwende kracht achter de door deze vereniging uitgegeven publicaties (tijdschrift Te Lomelle op die Campine , en de reeks Publicaties van de vzw Museum Kempenland te Lommel ). Gedurende enkele jaren was hij voorzitter van de Federatie van de Geschied- en Oudheidkundige Kringen van Limburg, uitgever van het tijdschrift Limburg-Het Oude Land van Loon. Zijn eigen publicaties zijn dan ook sterk gelinkt aan de geschiedenis van zowel de stad Lommel als de provincie Limburg. Followers of this interpretation argue that direct consul- tation of the people – most notably through referendums – is unconstitutional. Giving voice to the nation through legal decision-making is reserved exclusively for political representatives. Yet, it has been shown elsewhere that the national sovereignty interpretation is an anachronism (De Smaele, 2005; Deseure, 2016b; Geenens and Sottiaux, 2015). This chapter traces the development of the closely related subjects of sovereignty and referendums in Belgian constitutional doctrine from 1831 onwards. We will chart the different points of view on sovereignty from the nineteenth century until the definite breakthrough of the national sov- ereignty interpretation between 1893 and 1950, as well as the implications this development had for the perceived (un)constitutionality of referendums. We will also briefly address the more recent (post-2000) debates on citizen participation and their connection to the issue of sovereignty.

The NATO who itself is "illegally" emphasized even the referendum as "illegal" and "unlawful". Therefore, the Nuclear Security Summit on 24 and March 25, 2014 is held at the since World War II "illegitimate" Netherlands who with the ratifying of Article 120 in its Constitution has taken away the fundamental rights of its own citizens.
