June 20, 2005 1 DEDICATION This book is dedicated to the LaRouche Youth Movement (LYM) worldwide, and particularly to the French LYM, who deserve to know the truth about French history and world affairs. Previous generations of French citizens had settled their accounts with their immediate past history by either going to war, or by getting involved into absurd coups d'Etat, however, they never knew why they were doing so. My generation of Bohemian Bourgeois (BoBos) has not done that; it didn't care to do anything for history, nor for the future generations. It was only interested in lying and in taking care of "Me, Me, Me!" The problem that the youth of today are face with is that the truth about the French Revolution, about Napoleon Bonaparte, about the Synarchy, about the destruction of the Third Republic, or about Vichy has never been told. While amateur historians can often summarize the “Rape of Belgium” and cite nationalism as a cause of the war, few people are aware of the substantial contributions of the Belgian people to the war effort and their significance, especially in the historical context of Belgian nationalism. Relatively few works have been written about the underground press in Belgium during the war, and even fewer of those works are scholarly. The Belgian underground press attempted to unite the country's two major national identities, Flemings and Walloons, using the German occupation as the catalyst to do so. Belgian nationalists were able to momentarily unite the Belgian people to resist their German occupiers by publishing pro-Belgian newspapers and articles. They relied on three pillars of identity—Catholic heritage, loyalty to the Belgian Crown, and anti-German sentiment. While this expansion of Belgian identity dissipated to an extent after WWI, the efforts of the clandestine press still serve as an important framework for the development of national identity today. By examining how the clandestine press convinced members of two separate nations, Flanders and Wallonia, to re-imagine their community to the nation of Belgium, historians can analyze the successful expansion of a nation in a war-time context. -

I declare that my thesis consists of 99,843 words. 2 ABSTRACT The thesis discusses the trajectory of the Belgian socialist thinker and activist Hendrik de Man (1885-1953) between 1914 and 1936 ca, with particular attention to his endeavours to renew Western European social democracy after the Great War. The first half of the thesis deals with de Man’s theoretical evolution. Having become convinced of the inadequacy of orthodox Marxism as a conceptual framework for the Left while serving as soldier and diplomat during WWI, de Man sought to overcome the split between reformism and revolutionary socialism by developing an ethical conception of socialism outlined in the book Zur Psychologie des Sozialismus (1926) and, subsequently, by elaborating planism, a democratic socialist ideology supposedly more in tune with the socio-economic conditions of the 1930s. -

Max Frisch, 1948 Uit rapporten van het Duits militair bestuur, bleek hoeveel belang de bezetter eraan hechtte dat het culturele leven gewoon zijn gang ging. Nooit werd er zoveel gepubliceerd als in de oorlogsjaren. Zelfs auteurs als Vermeylen, Van Hoogenbemt, Toussaint van Boelaere, Richard Minne en vele anderen die niet van Nieuwe Ordesympathieën konden verdacht worden, hebben verder gewerkt. Louis-Paul Boon debuteerde met een werk dat volgens ‘volksverbonden’ recensenten beschouwd werd als decadent en negatief, maar knap geschreven. Weinig auteurs propageerden in hun werk Nieuwe-Ordeideeën. Van literair verzet was hier evenmin sprake en dat verbaast wel even. Nico Rost bijvoorbeeld had het hier over ‘het verraad der klerken’. In tegenstelling tot Nederland en Frankrijk hadden we geen echte verzetspoëzie. Alleen Herman van Snick heeft zich in dat verband verdienstelijk gemaakt. In de gevallen waar we van collaboratie kunnen spreken, treden heel wat schakeringen op. Er was eerst en vooral een beperkte groep die getuigenis aflegde van zijn geloof in het nationaal-socialisme. PART I : BARON DE LAUNOIT : FOR OR AGAINST THE "POLITICS OF PRODUCTION ? " It cannot be denied that occupied Belgium was an important supplier of nazi Germany. Between May 1940 and September 1944, Belgian industry produced roughly 65 billion BF worth of goods for German purchasers (1). This amount represents a sum greater than the total budgetary outlays of the Belgian state during the same period. Belgian scholars have been slow to recognize the immense importance of industry's role in Belgium's occupation experience. Un parfum de confédéralisme Ce 4 octobre 2019 encore, lors de l'émission radio CQFD, le journaliste François Brabant interagissait avec son collègue Arnaud Ruyssen de la RTBF sur l'impossible équation fédérale. Pour le rédacteur en chef de Wilfried Magazine, un parfum de confédéralisme règne sur le débat politique belge. Mais, ajoutait-il, le confédéralisme, je pense que cela n'adviendra pas et que personne ne sait vraiment ce que c'est, le journaliste assimilant ensuite le confédéralisme au séparatisme. Ainsi entre-t-on dans un mode de réflexion binaire : fédéralisme ou séparation. Ce positionnement est caractéristique d'une bonne partie des observateurs, mais aussi des acteurs wallons et bruxellois francophones de la vie politique belge. Il suffit pourtant d'ouvrir un livre récent de science politique pour y lire que le séparatisme ne se confond pas avec le confédéralisme. (...) Dans le confédéralisme, observent quelques- uns des plus brillants politologues belges contemporains, des États indépendants maintiennent des liens institutionnels entre eux. Parler de confédéralisation (comme le font certains partis politiques en Belgique) consiste à dire que toutes ou certaines entités fédérées se muent elles-mêmes en États indépendants, demeurant toutefois liés entre eux dans une structure commune qui n'est plus celle d'un État, mais bien d'une organisation internationale 1 . Voici quelques années, certains journalistes ont d'ailleurs également tenté de clarifier le concept. Observant que les termes "fédéralisme", "confédéralisme" ou "séparatisme" reviennent régulièrement dans les discussions communautaires en Belgique, L'Écho notait en 2002 qu'en Belgique, le confédéralisme sert à désigner deux ou trois entités (Flandre, Wallonie, Bruxelles) qui créeraient une union sur des matières limitées (Affaires étrangères, etc.) 2 .
