Provincial Matters Small Waterworks Assistance Program - OSWAP-3 will provvide up to $50 million in capital assistance to help small communities improve conservation and efficiency in their water and wastewater systems. Municipalities and Local Services Boards that own residential drinking water or wastewater systems that provide services to 5,000 and fewer residents are eligible to apply for funding.

Expression of Interests sought for $10 million in Blue Box program funding. The Continuous Improvement Fund (CIF) has $10 million to be distributed through the REOOI, to invest in municipal blue box program projects in 2011.

Federal Matters FCM is currently conducting a short survey about First Nation and Municipal relationships around service agreements and are asking Ontario municipalities to participate in a short survey. The survey closes on January 31, 2011.

Mr. F. Desena, solicitor for the applicant B26/2010, 422 East Street North, Sarnia, Ontario, was present to represent the applications and he had nothing further to add.

Correspondence was circulated from Mr. C. Mackenzie, Bluewater Power Distribution Corporation, P.O. Box 2150, Sarnia, Ontario; and, Mr. J. Maure, Fire Prevention Officer, City of Sarnia.

Mr. P. DiMurro, 106 Bridlepath Trail, Sarnia, Ontario was present to speak to the applications. He noted that he had no objection to application B26/2010; however, he objected to application B27/210. Mr. DiMurro stated that he consulted with the Planning Department when he developed the Tim Hortons site on London Road and he was instructed to leave a buffer between the commercial and residential lands. He objected to the mix use zoning as a result of the severance.

PURPOSE OF THE APPLICATION:

This is an application to permit the conversion of a mixed use building containing two commercial and two residential units into a converted dwelling containing four residential units, which will: a. Provide a minimum of four parking spaces; b. Provide parking spaces in tandem; c. Provide parking spaces located within 6m of a window to a habitable room; d. Provide setbacks and landscaped open space as they exist.

REQUESTED VARIANCE(S) TO THE ZONING BY-LAW:

1. Proposed converted dwelling containing four residential units, WHEREAS two commercial units on the first floor and two residential units on the second floor is permitted.

2. Proposed four parking spaces to be provided, WHEREAS six parking spaces are required.

3. Proposed parking spaces in tandem, WHEREAS a parking space accessible from an aisle, street or lane is required.

4. Proposed parking spaces within 6m of a window to a habitable room, WHEREAS parking spaces shall not be located within 6m of a widow to a habitable room in a dwelling containing more than 3 dwelling units, except where the sill of the window is a minimum of 2m above grade of the parking area.

Mr. R. Khudhair, applicant, 1700 Willowbrook Crescent, Sarnia, Ontario was present to represent the application.

Correspondence was read from Mr. C. Mackenzie, Bluewater Power Distribution Corporation, P.O. Box 2150, Sarnia, Ontario; Mr. J. Maure, Fire Prevention Officer, City of Sarnia, Ann and John L’Heureux, 352 Durand Street, Sarnia, Ontario; and, Aggeliki and Tom Balatsoukas, 344 Durand Street, Sarnia, Ontario.

Mr. J. L’Heureux, 352 Durand Street, was present to speak to the application. He stated that parking on the site was inadequate and parking on the boulevard and tandem parking are not solutions to the parking problem. He said that there is not enough area on the site to accommodate 4 vehicles parked in tandem and vehicles parked on the boulevard block the street view when exiting his driveway. He noted that there was no visitor parking area to support the 4 proposed residential units. Mr. L’Heureux was also concerned about lack of storage on the site for snow removal.

Mr. Williams confirmed that previous owners were granted an exemption (indefinitely) from the City’s Parking By-law to allow occupants of the units and visitors to park on the City’s boulevard in front of the property.

Mr. Khudahir responded that the occupants of the proposed low income residential units would not all own vehicles and parking for 4 vehicles would be sufficient. He noted that parking for the residential units would be less disruptive than parking demands for past use, such as 24 hour laundromat. Mr. Khudahir also noted that the City and County encouraged the development of low-income housing such as what he had proposed. Also, Mr. Khudahir stated that there was not a problem with snow removal on the site in the past; however, if it was necessary to remove snow from the site in the future he had access to snow removal/transport equipment.

The Chairman read the Planning and Building staff report which recommended that the application be approved, subject to conditions.

Mr. Van Goozen stated that the decision should provide for 2 tandem parking spaces for 2 cars per tandem parking space.

That Application A36/2010, requesting a variance from the provisions of the City’s Zoning By-Law 85 of 2002, to permit the conversion of a mixed use building containing two commercial and two residential units into a converted dwelling containing four residential units, which will:

SUMMARY OF APPLICATION

PURPOSE OF THE APPLICATION:

This is an application to permit an animated sign addition to an existing legal non- conforming free standing sign.

REQUESTED VARIANCE(S) TO THE CITY’S SIGN BY-LAW 7 OF 1993

1. Proposed animated sign addition to an existing legal non-conforming free standing sign WHEREAS animated signs are not permitted in any zone.

Mr R. Murray, 1317 Hillcrest Nesbit Drive, Sarnia, Ontario was present to represent the application and he objected to the conclusions of the planning assessment.

Correspondence was received from Mr. C. Mackenzie, Bluewater Power Distribution Corporation, P.O. Box 2150, Sarnia, Ontario and Mr. J. Maure, Fire Prevention Officer, City of Sarnia.

Ms. A. Allen-Appeldoorn, Fund Development Specialist, St. Joseph’s Hospice, was present to speak to the application. She presented a history of the Hospice and explained the present funding situation. Ms. Allen-Appeldoom stated the animated sign would be an addition to the present sign and it would aesthetically complement the St. Joseph’s Hospice building. The purpose of the sign was to recognize donors. Donations are necessary to the financial operation of the Hospice.

Mr. V. Keuchkerian, GeoPlast Signs, 190 Samuel Street, Sarnia, Ontario was present to speak to the application. He stated the following: the intent was a message board with an electronic message that would complement the Hospice; the sign would be operational from 7:00 am to 9:00 pm; light would not project from the sign; and in his opinion the sign would not negatively impact traffic or neighbouring properties.

Mr. Gingrich asked if the light volume could be adjusted.

Mr. Keuchkerian responded that the light could be adjusted to a lower setting in the evening.

There was a discussion regarding animated signs in the City.

Mr. Keuchkerian responded that some of the animated signs were granted a variance and he was aware that some animated signs may have been installed contrary to the By-law. Mr. Weiler confirmed that the City acts on a complaint basis and he was not aware of any complaints regarding animated signs.

The Chairman read the Planning and Building staff report which recommended that the application be denied.

Mr. Arboine stated that he would support the variance provided that the message board be operational during the hours of 7:00 am to 9:00 pm; the cyclical message board shall not change more frequently than 5 seconds; the default illumination adjusting to daylight and nightlight shall be adhered to; the sign be permitted only for the existing Hospice use; and, the sign addition shall be constructed as per the plans that were submitted with the application.

That application A37/2010, requesting a variance form the provisions of the City’s Sign By-law 7 of 1993 to permit an animated sign addition to an existing legal non-conforming free standing sign be APPROVED; subject to the following conditions:

a) Cyclical message board where message shall not change more frequently than 5 seconds; b) Message board may be operational only during the hours of 7:a.m. to 9:00 p.m.; c) Manufacturer’s default illumination for message board shall be adhered to; whereas, the illumination adjusts for daylight and nightlight; and luminescence shall not exceed default settings. d) The message board shall be operational only for hospice use and must be removed if the property is no longer a hospice site. e) The sign addition be constructed and erected as per attachments ‘A’, ‘B’ and ‘C’.

The variances are considered to be minor in nature, in keeping with the general intent and purpose of the Official Plan and Zoning By-law and appropriate for the orderly development of the lands.

This is an application to permit a new detached garage, with vehicular entrances on the west and east side, to have a minimum east rear yard setback of 3.05m (10ft.) and a maximum lot coverage of 65m² (700 ft².).

REQUESTED VARIANCE(S) TO THE ZONING BY-LAW:

1. Proposed detached garage with a vehicular entrance 3.05m (10ft.) from a municipal street, WHEREAS a setback of 6m (20ft.) for a vehicular entrance from a public street is required.

2. Jake called the meeting to order and welcomed everybody. Moved by Tom, seconded by Roy that the minutes of the last meeting be approved. Carried.

3. Business arising out of the minutes: Our grant from Guelph has not come yet. Plans are to follow up.

4. Correspondence: a. We received a grant application form for 2011 grant from the Municipality of Lambton Shores. b. We received material from Guelph. They want to know how many volunteer hours are put in by Lambton's volunteers. c. Ministry of Citizenship and Immigration re; Volunteer Service Award program. Deadline is January 25. d. Ron Ellis will be at Lambton College on November 30, 2010.

6. Tracey Cross report. She could not be here. She told me that a meeting for the volunteer group is set for November 24, in Guelph. New logo and handout material coming soon. New rules for volunteers. Tracey Cross is the chair person of the provincial volunteer advisory group.

Page 36 of 62 The new provincial board is made up of the 3 groups. Farm Safety Association, (FSA) Industrial Accident Prevention Association, (IAPA) and Ontario Service Safety Alliance. (OSSA) The new name is Workplace Safety & Prevention Services.

7. Ron Jones report. Plans for an area volunteer meeting has been delayed until early in 2011. Guelph wants to know how many volunteer hours are put in by county farm safety groups. (Ag sector) We need to keep track of our own volunteer hours in the future. There are some volunteer hours in the other safety groups. Essex had a safety night. Essex day camp, is Tuesday July 5, 2011. Ken Forest is the agriculture representative on the Workplace Safety and Insurance Board. Progressive Agriculture Safety Day Program has 385 days booked in 2011. There are 52 days in Canada. There have been 4 fatalities recently, plus several injuries. An operator upset a combine and was trapped for 20 hours. There was an explosion in a storage building. There was a gas fire, caused by improper gas storage. When the electric motor came on, an explosion was started from the fumes. A new booklet on shields and guards rules. The Ministry of Labour enforce these shield and guard rules and there is no exemption for agriculture. These rules are to protect arms, legs, fingers, etc. A combine operator dropped the header on himself. Man jacked up combine, got under it. The combine fell on him, he died. A man was changing the oil in a tractor, he started the tractor in gear. There was a disc hocked on to the tractor. Somehow the worker, in this case, got out in time. All workers have to be aware that an accident can happen. Ron told us that he would be working in Kent and Essex. Steve Zronik will be covering Lambton starting January 1, 2011.

8. SMV Signs Report. 2 signs were replaced. One sign had bullet holes in it. Plans are to follow up with the county.

9. 2010 School Video Program. Kathy worked with the local schools that replied. ATV safety and farm safety were used. This material could be used throughout the school year. If there is any new material we will try to get a copy. Ken has a video from Oxford county. It is for 14 to 16 year olds.

10. Lambton Farm Safety local events. Brigden fair, Agriculture in the Classroom. Look-a-Likes. Gary, Jim, Kathy, and Agnes helped. Lambton Farm Safety Day Camp is on Thursday, July 7, 2011 in Alvinston.

11. TRAILER REPORT. Trailer bookings for 2010. We had the trailer in local fair parades, Petrolia, Wyoming, Forest, Alvinston, and Brigden. We need something new in our trailer to attract the children. Hands on displays seem to work well.

12. Lambton Farm Safety Annual Meeting. Set for Thursday, February 3, 2011. Christian Reformed Church, Wyoming at 7:00 pm. Cost is $15.00 per person. Program??? Door prizes needed. We need to know how many will attend. Call Earle, 882-1180 or Jake, 845-3507 by January 28. I will have tickets at the meeting. I will mail the rest.

13. Agnes has had contact with the MTO re rules and regulations of farm vehicles on the highway. Essex had a meeting on this and it was well received. Meeting set for Thursday March 3, 2011, at the Wyoming Legion at 7:30 pm. Plans are to give out a new SMV sign for an old one. We need to promote this event. Moved by Roger seconded by Ken that we pay half the cost with the Lambton Federation. Carried. “Safe on the Road”. Lambton Mutual Insurance Company is also helping. Door prizes can be used.

As in the past, the Ontario Good Roads Association will recognize employees who have given long years of service in the cause of good roads.

It would be appreciated if you would complete and return the enclosed questionnaire advising us of any employee who is eligible under the conditions noted below to receive an award.

The following are the eligibility requirements:

• Minimum of 30 years in the road industry employed in the municipal, provincial and/or private sectors.

• Retired from their employment or will be retiring within one year of the Annual Conference at which the award will be given.

• Immediately previous or current employer is a member in good standing of Ontario Good Roads Association.

To nominate an eligible employee: Complete the attached form or download the Long Service Award Questionnaire from the OGRA website. Fax or mail the completed form to OGRA.

1. Call to Order

The meeting was called to order.

2. Approval of Minutes

The minutes of the meetings held on October 8th, were approved as amended.

3. Return the Landscape Program – Presentation by Shawn McKnight and Nathan Colquhoun

Shawn McKnight made a presentation on the “Return the Landscape” program. Environment Canada and Canadian Wildlife recommend 30% natural cover to maintain a healthy natural environment. Currently Lambton County has 9% and this number is declining. The goal of the program is to reverse this direction through plant rescues and naturalization projects. There will be a community awareness and education program. The program will work with Lambton College. The program hopes to effect policy change within municipal/county planning departments to include plant inventories and a notification system for the Return the Landscape team to conduct plant rescues. They will create a holding facility/nursery to store the rescued plant material and use the rescued plants to establish natural areas in schoolyards and parks. (An overview of the Return the Landscape program is attached to the minutes.)

The Community Round Table agreed to provide a letter supporting his application to expand the program.

4. Business Arising

Environmental Committee – The Committee has not met recently. The City has ordered the idle free signs..

Youth Friendly –Alison showed the video that had been prepared by PLAY, the Skills Link group with the YMCA which showcases numerous activities that are available for youth in Sarnia-Lambton. The Youth Friendly Application has been submitted (special thanks given to Rich for preparing the document). A Youth Forum will be held in 2011.

Age Friendly – Alison, and Gord will meet with Miriam Carmody to discuss working on an Age Friendly community.

Trillium Proposal – Alison reported that a proposal has been submitted to the Trillium Foundation on behalf of the Community Round Table. Rich, Don, and Alison worked on the proposal. It is focused on building community pride and citizen involvement, and incorporates the environmental and youth friendly work. Alison will send a copy of the proposal to members. The proposal was done in collaboration with the Family Counselling Centre who have agreed to hold the funds.

5. Social Enterprise Project

The Pillar proposal on social enterprise was funded by the Trillium Foundation. The project is a partnership of Pillar in London, the Richard Ivey School of Business, Causeway Work Centre in Ottawa, and the Community Round Table. The overall funding for the project is $447,600 over 3 years. The Community Round Table will receive $37,500 to work on social enterprise in the community. Each community is at varying stages with social enterprise, Sarnia was used as a readiness model. There will be a teleconference next week with the various parties, therefore more details will be available at the next meeting.

6. Health Study

Community sessions were held. They were not well attended. The committee is now looking at final approval for the literature review. The telephone survey is complete. The survey is also on-line. The group will be gathering information to go to Phase 3. Funding will still be an issue. So far the Federal government has offered $100,000 in in-kind services.

7. Representatives

The Aamjiwnaang Band Council has appointed Errnol Gray as their representative.

8. Update on Different Sectors

Richard – The Chamber is looking at renovations to their building now that the licensing section has left. The economy is still in rough shape. The Chamber is holding pre-budget consultations around taxation. The Chamber is also working on a green plan.

Dean – Companies are still struggling with competitive markets. Industries are doing the best they can.

Rich – Youth Professionals continue to meet. They will be holding a speaker event in January.

June – The Sarnia and District Labour Council are working on the proposed changes to the pension plan. The dinner that was held in November was well attended.

Marshall – Statistics showed that tourism numbers were down for the 2nd and 3rd quarter (the 1st quarter did okay due to the Olympics). Tourism Sarnia-Lambton received a four year commitment for funding from the County. They will be looking at hiring a new General Manager. The Province has re-organized the middle level of Tourism. Regionally, tourism is looking at branding/imaging/marketing. There was a tremendous amount of energy expended on the re-organization.

Brian – The election is complete. Staff are now working on the Inaugural Meeting. It will be held off site and include youth. The Budget Input meeting is scheduled for December 13thwith the Budget Deliberations on December 14th.

Shawn – There will be a big announcement held at the Gallery Lambton. First Friday was well attended. An environmental festival will be part of Artwalk this year.

The next regularly scheduled meeting is Wed., January 12th, 2011 at 8:00 a.m.

Return the Landscape - Program Overview

Environment Canada and Canadian Wildlife Service recommend 30% natural cover to maintain a healthy natural environment. Lambton County currently has 9% and this number is still declining. The goal of Return the Landscape is to reverse this direction through two main operations: plant rescues and naturalization projects. Native plants are saved from sites that are slated for development and used to create natural areas on other sites with matching conditions. The plant material, along with seed collected from local natural sites, is used as a propagation source for increasing the local genetic stock.

Mission Statement: Return the Landscape will work to preserve and enhance our local natural heritage through plant rescue and restoration opportunities.

Vision Statement: To create a healthier, more sustainable community by making important connections and working partnerships between local environmental, academic and business communities.

As a society, we are just beginning to understand the importance and value of our natural heritage. In Sarnia Lambton we live in the Carolinian Zone, an area very rich in bio diversity, but also very threatened by land use and population growth.

To conserve a healthy local environment we must protect, restore and connect the remaining fragments of habitat.

Return the Landscape will actively seek plant rescue opportunities and assist in the creation of natural spaces, providing both the materials and supports.

Acting on local native plant rescue opportunities will build on the growing green economy and help ensure the long term sustainability of our local natural heritage.

Objectives:

Work with the public to increase the understanding and appreciation of our natural heritage through education and participation

Effect policy change within municipal/county planning departments to include plant inventories, and develop a timely notification system for the RTL team to conduct plant rescues

Maintain a holding facility/nursery to store and propagate the rescued plant material

Use the rescued plants to establish natural areas in schoolyards and city parks

If your municipality wishes to meet with a minister or parliamentary assistant, we encourage you to submit your delegation request form no later than January 27, 2011.

We ask that you complete an online request form. If you are requesting a meeting with more than one minister, please complete ONE FORM PER REQUEST (i.e. for each ministry that you would like to meet with, please complete only ONE form, that lists all the issues you would like to discuss with that particular minister).

Municipalities will be contacted by the respective ministries about their requests and, if applicable, the meeting time and location, approximately one week before the conference.
