The appeal is made by Mr Steve Latham (Gladman Developments Ltd) against Chelmsford City Council. The application Ref 14/01791/OUT, is dated 30 October 2014. The development proposed is development of up to 100 dwellings with associated infrastructure, open space and landscaping with all matters reserved except for access. Decision 1. This appeal is allowed and outline planning permission is granted for the development of up to 100 dwellings with associated infrastructure, open space and landscaping at Main Road, Great and Little Leighs, Great Leighs CM13 1NP, in accordance with the terms of the application, reference 14/01791/OUT, dated 30 October 2014, subject to the conditions set out in the attached schedule. The appeal was made on the grounds of non-determination although subsequent to this the Council resolved that had it been in a position to determine the application, it would have refused it for four reasons. Prior to the start of the Inquiry the Council indicated that it no longer wished to defend its third reason for refusal as following the submission of the appellant’s evidence, information pertaining to current travel to school patterns that were not addressed in the original planning application had been included.

It addresses the need to provide for minerals requirements in accordance with national, sub national and local guidance, as well as social, environmental and economic considerations. It includes development management policies to guide minerals development and identifies sites for minerals development. For many years, ECC’s documents for policy development for minerals and waste planning were known as the Minerals Local Plan and the Waste Local Plan, the latest versions of which were adopted in 1996 and 2001 respectively. These are still the current plans providing the framework for determining planning applications. The Planning & Compulsory Purchase Act 2004 required us to prepare new policy documents replacing the Minerals & Waste Local Plans.

Introduction Through careful financial planning and control, at the end of 2011/12 Essex County Council’s finances remain robust. The budget for 2011/12 was set against a backdrop of austerity for the public sector, introduced by the new Coalition Government during 2010. This meant that the Council needed to make savings of £100m to live within its net revenue budget. A significant contribution to the savings required in 2011/12 was made by the Council’s on‐going transformation programme, which started in 2009/10, with a target of reducing the budget by £300m over four years. Further programmes of efficiencies were developed in 2011/12 to ensure that the revenue budget was not over spent, some of which were achieved ahead of schedule. This has enabled the Council to put some funding into reserves, to ease the pressure on future years’ budgets, and to support innovative programmes of work that will ensure that services are sustained as more funding reductions bite. The capital programme was also under spent, primarily as a result of slippage, meaning that schemes for which the funding was allocated will be delivered slightly later than planned. Consequently, the funding will still be used for the purpose for which it was intended.

    Order Decision Site visit on 18 October 2017 by Sue Arnott FIPROW an Inspector appointed by the Secretary of State for Environment, Food and Rural Affairs Decision date: 02 November 2017 Order Ref: ROW/3170996 This Order is made under Section 119 of the Highways Act 1980. It is known as the Essex County Council Footpath 16 Great and Little Leighs in the City of Chelmsford Public Path Diversion Order 2016 and is dated 7 October 2016. The Order proposes to divert part of public footpath 39 to the north east of the village of Great Leighs, off Banters Lane, as detailed in the Order map and schedule. There were twenty objections and three representations outstanding when Essex County Council submitted the Order for confirmation to the Secretary of State for Environment, Food and Rural Affairs. Summary of Decision: The Order is confirmed. Procedural Matters 1. I visited the site on Wednesday 18 October 2017 accompanied by Mr R Lee (on behalf of Essex County Council (ECC)), Mr M Stevens (the applicant), Mrs K Stevens, Mr J Thurlow (Footpath Representative for Great and Little Leighs Parish Council) and Mr M Lees (the local correspondent for the Open Spaces Society – Chelmsford District).     E ngla nd Goes to War 1 9 14-1 5 Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor in Philosophy by Kit Good September 2002 Abstract August 1914 is one of the great pivots of European history. The crowds cheering the outbreak of war raise the curtain on a century of war, genocide and tragedy. Cultural narratives of the Great War have absorbed the values of every generation since 1914-1918, honing the conflict into a number of potent shared images. This thesis examines the period between late July 1914 to May 1915, attempting to find the roots of such a powerful historical and cultural belief in `war enthusiasm'. The thesis begins with a study of the days surrounding the outbreak of war. It identifies the widespread fear and anxiety that greeted the threat of conflict in 1914. Drawing its source material from, across the country, the chapter discusses how region and locality shaped the response to war. We can see how the nation looked back to the experience of the South African War as an example of how not to act in wartime. `War enthusiasm' is reassessed and remodelled, representing an inward looking celebration of the community, rather than a bellicose desire for war. The second chapter develops these ideas across the period from August 1914 to May 1915, with the emerging narrative of a `regenerated' England at war. `War enthusiasm' is expressed in charitable contribution and pageantry and a new unity of purpose that rejected the divisions of Edwardian society.
