    Jonathan Rynhold Israel, the Pro-Israel Lobby, American Jews and the Iran deal American Jews were deeply divided over the 2015 Iran deal. Such divisions over Israel-related issues were nothing new. But this time the argument was not only particularly vitriolic, it was also especially significant because those in favor of the deal were confronting an Israeli consensus on an issue considered to be vital to Israeli security, a commitment to which was shared in principle by the overwhelming majority of American Jews who were skeptical of the agreement’s efficacy, even as they approved of it. This paper seeks to explain the cause of these divisions over the Iran deal and their political significance for Israel’s relations with American Jewry. Contrary to the terms of the core debate about the relationship of American Jews with Israel, which centers on the extent of American Jewish attachment to Israel, it argues that the key struggle was over the power to determine the political meaning of ‘pro-Israel’ in this critical context and that the divide was primarily a part of a wider partisan divide among Americans in general. In theoretical terms, “the authority to determine the shared meanings that constitute the identities, interests and practices… is perhaps the most subtle and most effective form of power because it encapsulates the institutional power to include or exclude, to legitimize and authorize”1. Strong and resilient shared meanings function as cultural ‘containers’ that serve as an important resource for mobilizing political support. The more robust the cultural container the more the political struggle is likely to be focused on interpreting and appropriating it to advance and legitimize a political agenda, rather than seeking to challenge it head-on.2 The pro-Israel orientation in American political culture is one such shared-meaning and it is centered on the American commitment to Israeli security.

    September 15, 2014 Dear Members of Congress, We, the undersigned civil liberties advocates, organizations, and whistleblowers, are alarmed that Senator Leahy's recently introduced bill, the USA FREEDOM Act (S. 2685), legalizes currently illegal surveillance activities, grants immunity to corporations that collaborate to violate privacy rights, reauthorizes the PATRIOT Act for an additional 2.5 years, and fails to reform EO 12333 or Section 702, other authorities used to collect large amounts of information on Americans. For these reasons, we encourage both the House and the Senate to oppose this legislation in its current form. Governmental security agencies' zeal for collecting Americans' personal information without regard for cost, efficacy, legality, or public support necessitates that Congress act to protect the rights of residents across the United States and around the globe. Our fundamental civil rights – the human rights we hold dear – are not adequately protected by either the Senate or House versions of the USA FREEDOM Act. The reckless actions of top officials charged with ensuring national security – from lying to Congress to secretly weakening security standards to hacking the communications of our allies – has undermined global confidence that the United States can act as an ethical Internet steward. The 11th-hour gutting of the USA FREEDOM Act in the House of Representatives and the CIA’s recent illegal spying on the U.S. Senate underscore just how powerful and out of control this surveillance regime has become. Time and again, these agencies have relied on aggressive manipulation of legal loopholes to thoroughly undermine safeguards and checks and balances. As just one example of why clarity in law is now necessary, the collection of information on all domestic phone calls was justified under the “relevancy” standard in the PATRIOT Act.

A 20. század történelmét végigkíséri az arab–izraeli ellentét, amely számos alkalommal vezetett nyílt fegyveres konfliktusokhoz. A komplex biztonsági helyzet folyamatos változása a titkosszolgálati szervek számára is számos alkalom- mal okozott nem várt kihívásokat az államalapítást követő évtizedekben. A tanulmány az egyes korszakok biztonsági kihívásainak fényében próbálja meg felvázolni az izraeli titkosszolgálati közösség szervezeteinek fejlődését, a feladatkörök változását. Külön hangsúlyt fektet az 1990 utáni időszakra, amely során kialakult az a status quo, amely meghatározza napjaink izraeli hírszerző közösségét. The Arab– Israeli conflict was present all throughout the history of the 20th century, developing into open armed conflict on many occasions. The constant change of the complex security situation posed unexpected challenges for the intelligence services since the foundation of the State of Israel. The study outlines the evolution of the organisations of the Israeli intelligence community in the light of the constantly changing threats. The study focuses on the post-1990 period, because the status quo that defines today’s Israeli intelligence community was formed at this time.
