LIVING IN SAGUENAY

Geography and Climate

The city of Saguenay is located northward in comparison to larger urban centres SECTION 1 in Quebec. The city is a two-hour drive from , and 4.5 hours from Montreal. The climate of Quebec varies considerably, depending on the seasons and regions. The winters in Saguenay are often cold, windy, and snowy, while summers are warm and pleasant.

Average temperatures fluctuate between -22 °C and 24 °C on the thermometer. However, in the summer, there can be heatwaves over many consecutive days, during which the mercury can climb over 30 °C. In winter, important temperature drops are common. Temperature can drop to -30 °C, in addition to the wind chill. Furthermore, snow may accumulate up to 250 cm on average.

This region is a genuine paradise for those who love winter sports, outdoor activities, cycling, nautical activities, hunting and fishing, golf, etc. Lac-Saint- Jean beaches are magnificent to boot!

Even though Saguenay is a full-fledged city, nature and wildlife are prominent throughout the city. Most neighbourhoods have large green areas, and wildlife is often seen on the roads along the parks.

Language

The main language of Saguenay–Lac-Saint-Jean is French. In the 2016 census, nearly 23% of Saguenay residents declared that they knew English. Learning SECTION 1 French is thus essential to your proper adaptation.

The Military Family Resource Centre provides second-language courses in French and English, at various levels. Military family members can benefit from these courses at low cost. For further information on second-language courses, please call the MFRC.

Cultural Heritage and Tourism

Your host region is recognized as being conscious of its historical and cultural heritage. You can do many activities by yourself: heritage tours in each borough, francophone countries circuit at place Nikitoutagan, Véloroute des Bleuets, discovery of local products and gastronomy, festivals, events, and markets.

Furthermore, places such as the Pulperie de Chicoutimi, Musée du Fjord, Falardeau Zoo, and sugar shacks are highly recommended.

Promotion Saguenay, the tourism office, and Bagotville MFRC can share a wealth of information to help you choose how to discover the region.

They can talk to you about the must-sees, including the Rivière-du-Moulin Park in Chicoutimi, Monts-Valin National Park, cycling networks, ports, and nature observation centres.

Smoking is forbidden inside public and work places and within 9 metres of doors, windows, and vents of public spaces.

• Cannabis legislation: legal age (18 years old) is required to buy (in the SQDCs) and possess cannabis. Each municipality in Quebec has its own cannabis regulations. In Saguenay, using cannabis is only allowed on private properties. The possession limit is 150 grams of dried cannabis or its equivalent per household.

• Cellphone regulations: using a cellphone while driving is forbidden (unlawful to hold it).

• Alcoholic beverage retailers: private (grocery and convenience stores) and SECTION 1 governmental (SAQ).

• Bike helmets: highly recommended.

• Speed limits: 30-60 km/h in the city and 70-100 km/h on highways.

• Flashing green lights indicate that you have priority to turn, not that there is a pedestrian crossing.

• You can turn right at red lights, except where signs prohibit it. First, you must stop completely.

• Sales taxes: GST (5%) and QST (9.975%).

Jonquière Borough Population: 60,230 residents

Apart from taking your time lounging in the pleasant Saint-Dominique street

cafés and terraces, or strolling through the Carré Davis shops in Arvida, you SECTION 1 also need to visit the Rivière-aux-Sables Park and the Centre d’histoire Sir- William Price Heritage and Memorial Park.

Cyclists can enjoy the 120 km bike path, including the Horst de Kénogami section (45 km), connecting the Véloroute des bleuets and Véloroute du Fjord du Saguenay cycling circuits.

Hikers can choose between the Sentiers du Saguenay (14 km) and Centre touristique du Lac-Kénogami (45 km) trails. Snowmobile fans will find quality tracks heading towards the Monts-Valin mountains.

In the winter, the Saguenay en Neige Festival displays its dazzling snow sculptures. Jonquière offers a wide range of fine dining, popular restaurants, accommodations, and camping sites, not to mention the splendid Lake Kénogami.

Chicoutimi Borough Population: 67,612 residents

The Chicoutimi borough has many points of interest in its downtown and surrounding areas. In March, the REGARD International Short Film Festival features short film masterpieces.

In the spring, the Jazz and Blues Festival plays host to international artists. During the summer, feel the beat of Festival international des Rythmes du Monde. Many popular events are presented downtown, including Festival des Bières du monde, and Festival des vins de Saguenay that attract crowds of connoisseurs.

Visit the historic site of La Pulperie de Chicoutimi and its regional museum, an enriching experience. Nearby is the historic Bassin area, home to the famous Petite Maison Blanche (Little White House) that withstood the great flood in 1996. And don’t miss a great place for a family outing, the Parc Mille Lieux de la colline.

On the shores of the Saguenay Fjord, downtown La Baie is a prized commercial and tourist destination. Due to its numerous dynamic businesses and the many artists and craftspeople that live there, there’s a festive atmosphere all year round.

The theatrical extravaganza La Fabuleuse has been running for 30 years now and tells the story of the Royaume. Traditional music takes over in August

with the Grandes Veillées Festival. The port area, where international cruise SECTION 1 ships dock, attracts thousands of tourists.

The Véloroute du Fjord du Saguenay, a bike trail, runs through the port village as far as the Musée du Fjord where you can discover the natural and historical heritage of the region. In winter, on the frozen fjord, 1,200 cabins create an ice-fishing haven.

Also, there’s downhill and cross-country skiing, snowshoeing, snowmobiling and kitesurfing.

The procedure to register a vehicle is different from one province to another. This section provides relevant information on Quebec laws. The Société de l’assurance automobile du Québec (SAAQ) is a provincial state corporation offering universal automobile insurance, driver’s licences, and vehicle registration. Please note that in Quebec, you must have car insurance with the company of your choice (the SAAQ does not insure drivers).

Driver’s Licence Since January 2010, the requirement to take driving lessons is part of the measures introduced by the government to improve road safety in Quebec. SECTION 2 The content of the course has been extensively revised so that new drivers have the skills required to become safe, cooperative, and responsible drivers.

Theory and practical tests have also been revised in the light of the most up- to-date knowledge about training and assessment of the drivers.

• Driving record from another province

• Valid certificate of registration from another province

• Valid proof of inspection

• Picture ID

You must now pay your driver’s licence and registration every year. Pictures are still taken every four years.

Note that if you are married and have chosen to take the family name of your spouse, your health insurance card and driver’s licence will both be issued with your birth name, as written on your birth certificate.

However, you can keep your spouse’s family name on your driver’s licence if you bring your passport or marriage certificate. SECTION 2

Winter Tires Winter tires are mandatory from December 15 to March 15, but we recommend that you extend this period, since in Saguenay–Lac-Saint-Jean, snow usually comes in early November and melts around mid-April. Note that all-season tires are no longer allowed in the winter.

• Freshly fallen snow reduces tire traction. • Roads that seem clear may hide patches of ice and pose a hazard.

Note that every year, the Automobile Club of the Bagotville base offers the opportunity to install your winter tires affordably. The Tire Clinic is also available on a priority basis to families whose military member is deployed.

urban centres. The city has a public transit system managed by the Société SECTION 2 de transport du Saguenay (STS), which serves the neighbourhoods of the city and surrounding area. This service is spread across distinct areas.

The residents of our province are covered by the Régie de l’assurance maladie du Québec (RAMQ). All civilians can receive free health care. Families can join health insurance as soon as they move in. To receive the care covered by the RAMQ, you must have your valid health insurance card (commonly known as carte soleil) each time you need services.

All the military members who come from another province must enrol their dependents in the RAMQ.

When Canadian Forces military members from another province or territory are posted to Quebec, the members of their families (spouse and children) who are in status to settle here can be covered upon the date written on the transfer order.

3. A photo: • Anyone over 14 years old must have a health insurance card with photo. You can have your picture taken in drugstores. Each passport-sized picture taken will cost $10 or $15.

Note that if you are married and have chosen to take the family name of your spouse, your health insurance card and driver’s licence will both be issued with your birth name, as written on your birth certificate.

Even if you are eligible for the RAMQ from the date written on your posting message, you will have to wait 30 to 45 days after sending your application.

The RAMQ will send you a document mentioning the date from which you are covered. You must keep this letter until you receive your health insurance card.

However, if you had to go to a health and social services centre before receiving your card, this document would not provide you with free access to the services.

1. If you have arrived from another province, medical care could be covered by your previous province of residence.

2. You will receive a bill that you will not have to pay. You will then have to request payment to the RAMQ. To do so, you must send a copy of the invoice and the letter confirming your coverage by the RAMQ.

Children and Health Insurance Cards Children are covered by the Régie until their 18th birthday if their parents are eligible for coverage. After that, they must apply as adults.

If they are full-time students, live with their parents, and are single, your children will be covered until they are 25 or no longer study full time. You do not have to include pictures in your request if your children are under 14 years old. SECTION 2 Note that if the two parents are military members, one of them will have to ask for a health insurance card to the RAMQ before being able to sponsor their children. You can also apply in advance if you are expecting a child.

Finding a Family Doctor

In the current Quebec healthcare system situation, everyone has a hard time finding a family doctor and getting quick access to medical specialists.

Most of the families without a family physician must go to one of the walk-in clinics, an emergency room of one of the three hospitals in the region, or a private clinic.

To speed up your search for a family doctor, sign up for the Guichet d’accès à un médecin de famille (GAMF) as soon as you receive your health insurance card.

Congratulations! The MFRC is aware that pregnancy is a period during which many questions arise, especially during a first pregnancy.

Family doctors, midwives, obstetricians, and gynaecologists are in charge of pregnancy follow-up and delivery.

Since 2007, front-line nurse practitioners also play an important part during pregnancy and after delivery. SECTION 2 You will also meet nurses, whether at prenatal meetings, CLSCs, medical clinics, high-risk pregnancy clinics (known as GARE), or during labour and delivery.

First, you must find a doctor to ensure pregnancy follow-up. The first appointment will take place between the eighth and twelfth week. During your first meeting, you should ask for the From Tiny Tot to Toddler guide. It includes most of the answers to questions related to babies under 2 and pregnant women’s health.

You should try to find a doctor as soon as you can to make sure you have a space. If you need help in your search for a doctor, please call the MFRC. Our posting support and liaison officer can assist you.

Family Allowances

In Quebec, families are entitled to a child support allowance, in addition to SECTION 2 Canada Child Benefits. It is paid quarterly, in January, April, July, and October. However, you can ask for monthly payments by calling the government.

The amount granted to each family depends on these criteria:

• Number of dependent children under 18 who live with the beneficiary • Number of children in joint custody • Marital status (with or without a spouse) • Family income, meaning the total income for both spouses, if applicable

Description of the Daycare Services

CPE CPEs provide childcare subsidized by the ministère de la Famille (department of family). Reduced-contribution spaces are thus available for parents. CPEs usually take a lot of children who are divided by age group.

Private Daycares Recognized by the government of Quebec and subject to the same laws and standards as those of the CPEs, these daycares provide full-time or part- time childcare in proper facilities. Unlike CPEs, they are not subsidized and must agree on the fees with the parents. Note that childcare expenses may be eligible for a tax credit or partial refund, depending on your income and family situation.

Those in charge of the childcare services must keep their skills up to date and comply with all the safety rules put in place by the government of Quebec. The number of children in daycare centres can vary between 6 and 9, depending on how many educators work there.

People in charge must undergo training every year and keep their CPR card up to date. They must also undergo a criminal record check and have no recorded conviction.

Unlicensed Private Home Daycares These daycares are subject to no specific law. Normally, there will be between 6 and 9 children in the daycare. Note that people in charge of these daycares are not accountable to the coordinating office and there is no follow-up. They must manage their daycare on their own. SECTION 2

Pricing No matter which daycare centre you choose, you will pay according to your family income. In subsidized daycares, you will pay $8.25 per day for each SECTION 2 child, and there will be a tax adjustment at the end of the fiscal year.

In unsubsidized daycares, you will pay full price (between $20 and $45) and receive a tax credit to offset the overpayment, based on your family income. You can also ask for monthly advance payments of the childcare tax credit.

If you are receiving advance payments in Quebec and get posted outside the province before the end of the fiscal year, you will have to pay them back, since you will file a tax return in another Canadian province.

Description of the Quebec Education System In Quebec, the education system is managed by the ministère de l’Éducation et de l’Enseignement supérieur.

This system includes four levels of education: preschool (kindergarten), primary and secondary school (general and vocational education), college (pre-university and technical training), and university.

Education is secular and there are public and private schools. School attendance is mandatory for all children between 6 and 16 years old. Primary and secondary education are available in French, English (if eligible), or native languages. In Saguenay, there are French and English primary and secondary schools.

SECTION 2 From preschool to secondary school, you can choose public or private education.

At the age of 4 or 5, children start kindergarten.

Four years old: half-time public preschool education (kindergarten) is offered in low-income neighbourhoods and at Riverside Regional Elementary School.

You can also choose the private sector. The Bagotville MFRC can guide you in your choice of school. Please feel free to call us. Note that the MFRC also offers bilingual preschool workshops.

Five years old: public preschool education is offered full time. Although it is not mandatory, almost all children in Quebec go to kindergarten.

Primary school normally takes 6 years and secondary school, 5 years. Depending on the chosen program of studies, students can access vocational training from the 3rd, 4th, or 5th year of secondary school.

In college or university, students can choose English or French as the language of instruction, depending on which school they attend.

Finally, university education is divided into three levels. The first one, between 1 and 4 years, leads to a certificate or degree. The second level leads to a master’s degree and the third one, a doctorate.

Except for university, education is free for Quebec residents. Nevertheless, the government provides loans and grants to students. SECTION 2 French Neighbourhood Schools In the public sector, students who go to French school are spread out according to which neighbourhood they live in.

Au Millénaire, a project set up by the Médéric-Gravel school, in La Baie, provides trilingual public education, regardless of where you live on the Rives- du-Saguenay school board territory.

Sales Tax In Quebec, sales tax is 14.975% (January 2019). The province has combined

Income Tax In Quebec, you must fill out two tax returns: one for the provincial government and one for the federal government.

Electricity In Quebec, nearly all the electrical energy comes from hydropower. Hydro- Québec has a near monopoly over the province.

If you have not been a Hydro-Québec or other electricity provider client over the last five years, you must fill out the online contract request form.

When you open your record, you will be charged $25 (plus taxes). These fees will appear on your first bill, except if you have applied on Hydro-Québec’s

Mobile bins must be paid by the occupant or owner, according to the agreement (lease or other). You can get green, grey, or black roll-away bins in many stores, notably hardware stores.

The blue mobile bin must only be used to put in recyclables. This bin belongs to the City of Saguenay. It must not be altered, painted, or used for other purposes. If you move out, you must leave it to the next occupant.

Second Language Services Our language courses for military family members provide an opportunity to learn or improve your use of a second language (French or English) so that you develop your autonomy and professional skills. Language courses of various levels and online training tools are available.

Parents and Tots Group The Parents and Tots group is an opportunity for parents to spend time SECTION 3 with their preschool-aged children while chatting with other families. Many activities are organized on weekdays, in the morning, from September to June.

New Parent Kit This gift box is offered to military families to celebrate the arrival of little new members in our community. It includes relevant information for mommy, daddy, and baby, and nice little surprises.

Volunteering is a rewarding experience that provides an opportunity to meet people and pay it forward. However, you must choose the right organization. I’m a former military member, and I’ve been a military spouse. Even retired, I keep volunteering for the Bagotville MFRC.

Regardless of the number of hours and my fitness, there’s always something to do. The team of volunteers is great. I love special events: Easter, Halloween, Family Day, etc. Who would recognize me in my bunny, witch, zombie, or pirate costume? Looking forward to meeting you!

Having been an operator in Bagotville for more than 30 years, I wanted to share my knowledge to make a difference in my military community and facilitate the integration of the families. Sharing my time is a source of great satisfaction. SECTION 3 There’s nothing like the smiles of happy children having lots of games and treats and the thanks of the parents after a great day of activities and meeting new friends.

The Bagotville Military Family Resource Centre (MFRC) Prevention, Support, and Intervention Sector supports the military family members and helps improve their well-being.

Our psychosocial workers are committed to listen to you and help you develop your skills and use your own resources or the ones of the community to solve your problems.

If you are faced with daily challenges or going through an important transition (move, break up, problems at work, etc.), our bilingual team can ease your adaptation.

To achieve these goals, many programs and services are available. We constantly strive to improve our offer, so please contact us for further information. SECTION 3

Education and Prevention This program aims at helping each member of your family improve their knowledge and develop new skills.

To do so, various prevention activities are offered. Focusing on physical, mental, and social health, these activities may take many forms, including workshops, information sessions, or talks.

Short- and Medium-Term Intervention and Crisis Support This program was implemented to help military family members better understand their strengths and needs through an assessment.

Short- and medium-term support is provided by a registered social worker, member of the Ordre des travailleurs sociaux et des thérapeutes conjugaux et familiaux du Québec. One-on-one, couple or family meetings are offered. Of course, this service is confidential and free.

We can also refer clients to external resources in the community or health and social services sector. In a crisis, immediate assistance is provided. The families can benefit from follow-up and continued support through the crisis.

For example, the officer can provide you with information on the schools, daycares, and procedures to move to another province (driver’s licence, health insurance card, etc.) or refer you to bilingual professionals (real estate agent, optometrist, dentist, etc.) that can meet your needs.

She can also help you understand the Quebec health system more readily (pregnancy, finding a family physician, walk-in clinics, etc.). To help you cross the language barrier, a service to accompany you to medical appointments is also available.

Psychosocial Support Services The psychosocial support officer can provide you with free short-term psychosocial services and a helpline.

She can also ease your search for specialized resources dedicated to clients with special needs. The mission of the psychosocial support officer also includes developing links with the education community to raise awareness SECTION 3 on the challenges faced by military families.

Child & Youth Development and Parenting Support

The Child & Youth Development and Parenting Support Sector of the Bagotville MFRC provides many services to support military families (children, teenagers, and parents), make their everyday life easier, and help them better face the unique challenges that they may encounter.

Respite Daycare (3 months to 5 years old) The Respite Daycare accommodates parents seeking casual or weekly childcare. The hours of operation are based on demand.

Preschool Workshops (3 to 5 years old) These bilingual workshops provide children with the opportunity to prepare for school and socialize through various educational activities that stimulate the various spheres of their development (social, affective, cognitive, and psychomotor). There are also programming activities to introduce them to new technologies.

Elementary School Children

Daycare Services Many types of childcare services (school care, P.D. days, summer activity program) are available throughout the year. Your children can have fun, thanks to various lively activities and games (DIY, outdoor outings, sport, prevention workshops, etc.). SECTION 3

Youth Hideaway - Teen Town This gathering place is in the community centre. Throughout the year, a host of activities are organized (open houses for newcomers, youth meetings, outdoor and regional outings, thematic or psychosocial workshops, fundraisers, cultural and fun activities).

Qualified facilitators lead group discussions and mentor, entertain, give advice, and listen to your teenagers.

Youth Intervention Services This service provides psychosocial support in various ways (follow up with schools, regular or crisis meetings, awareness and prevention efforts, etc.). The youth worker can also meet with the parents to inform and support them in the development of their teenagers.

Education and Parenting Support SECTION 3

Emergency Child Care (ECC) This program helps families get childcare services when something unforeseen happens to ensure the readiness of the Canadian Armed Forces (CAF) members. It is a short-term service provided if the Family Care Plan (DAOD 5044-1A) fails, until families find longer-term solutions. The needs must be sudden and unexpected.

Social and Family Counsellor The social and family counsellor is a special education teacher who provides free and occasional short- or medium-term services to parents who have questions or need support in behaviour management. He can support the parents by providing information, helping them develop tools and strategies, or visiting their home in the child’s environment. Workshops on different themes are also occasionally offered.

Offered as part of the Give It a Rest program, these hours of respite can be used to take time for yourself with peace of mind as for your children.

You could use these respite periods in the evening or when you come back from work, for example.

Absence Support

When a military loved one must leave for operational reasons (deployment, course, exercise, etc.), you can get assistance tailored to the needs of the families and next of kin, however long the absence is.

The Absence Support program is offered before and during the absences of military members, and when they come back. Here are some tools, resources, and services available to support you. SECTION 3 Information Kit Each family is given an information kit including relevant documentation on prolonged absences, important phone numbers, and information on the services available at the MFRC.

Checklist If you go to the MFRC reception desk, you can get a checklist of things to remember when a military member is away for operational reasons. That way, you and your family will have peace of mind during the absence of the military member.

Information Sessions Information sessions on deployment are offered to provide you with tools and help you identify problems that may arise before, during, and after the separation.

Give It a Rest Program When military members are away, their spouses should give themselves some rest. That is why the Bagotville MFRC has introduced the Give It a Rest Program.

It is a set of means by which you can rest and rejuvenate to reduce stress and tiredness, and thereby better face the military lifestyle challenges. Give SECTION 3 It a Rest supports the military families through concrete means to prevent physical or emotional exhaustion.

Psychosocial Support Psychosocial support is provided to families who feel the need. Thereby, they can be supported by a team of social workers.

Support Calls Throughout the prolonged absence of your military loved one, MFRC workers make support calls to your family to connect while respecting your needs.

Support Group During the absences, the families can unite and support each other. This group is spearheaded by the coordinator of the Absence Support Sector, who can inform and help the participants in various situations.

Fuzz Buddies, Draco, or Friends Workshops (depending on the age group) These workshops help children overcome absences so that they can talk and express their feelings appropriately. They can also meet other children in the same situation.

Mission Expression Game (12 to 17 years old) This game takes the form of group discussions facilitated by a youth worker to provide resources and help the teenagers find potential solutions and develop adaptation strategies during the prolonged absence of a parent. SECTION 3

Throughout their career, Canadian Armed Forces (CAF) members and their families have to adapt to significant changes.

Since these new life steps are quite challenging, the Bagotville MFRC professionals provide a wide range of services, resources, and tools to support your family through these key transitions. It is never too soon to seek advice and plan a smooth transition!

The MFRC provides:

• Free and confidential psychosocial support for individuals, couples, or families, in the short or medium term.

• A referral service to tools and resources that can ease your numerous processes (relocation, change of school or daycare, new job, etc.) and meet your needs.

• Access to the MFRC programs and services (daycare, employment SECTION 3 assistance, language courses, family activities, etc.).

Resources to Facilitate Transitions in Case of Injury or Death

Family Liaison Officer (FLO) The FLO is a qualified social worker providing one-on-one, family, or group counselling, to ease your transition. The FLO is a point of contact between the Bagotville MFRC and the Bagotville Canadian Armed Forces Transition Centre who makes sure that the full range of services available is offered to Canadian Armed Forces members and their families.

That way, they can receive personalized and professional care to ensure a smooth transition and enhanced well-being. Special attention is also paid to ill and injured military members and their families, as well as families who lost loved ones.

CRFM Bagotville MFRC • 418-677-7468 • www.crfmbagotville.com 55 Any injury, whether physical or psychological, has consequences not only to those who were injured but also to their circle. The FLO can support military members through the challenges encountered in the CAF.

Support Groups Depending on demand and needs, peer support groups overseen by the FLO are offered to cover various subjects, including operational stress injuries (OSI), post-traumatic stress injuries (PTSI), mourning, anxiety, etc.

Children who have a parent with OSI can also attend groups to understand it better.

Some workshops are conducted with the parents and children to facilitate communication and develop tools to manage the disease better.

Resources to Facilitate Transition From Military to Civilian Life Throughout the release process, all medically released FAC members and their families can access resources and personal assistance that can help them better face the unique challenges of such a lifestyle change. SECTION 3

Veteran Family Program (VFP) Through the MFRCs, Veterans Affairs Canada (VAC) offers individual support to medically released (release 3B) Canadian Armed Forces (CAF) members and their families.

Tools, resources, workshops, programs, and referral and intervention services of various kinds are available to ease your transition to civilian life. You can thus trustfully see the qualified social worker designated for the VFP.

Mental Health First Aid for the Veteran Community (MHFA) Set up by the Mental Health Commission of Canada (MHCC), the MHFA course helps the participants recognize and understand signs of mental health and addiction issues so that they can help people that may need some assistance. This interactive group workshop was designed to address the needs of CAF veterans and their loved ones.

SISIP Financial Planning Workshop Financial stability and planning are major concerns for CAF members and families leaving the military. To help the VFP clients throughout their medical release and transition to civilian life, SISIP Financial provides information sessions on financial planning.

C.O.P.E. Couples Overcoming PTSD Everyday (C.O.P.E.) is a psycho-educational counselling program for CAF veterans and spouses who cope with the symptoms of post-traumatic stress disorder (PTSD). To sign up, contact the SECTION 3 VFP coordinator of the MFRC.

Canadian Forces Member Assistance Program (CFMAP) This voluntary and confidential service assists CAF members (serving and veterans) and their families when they experience issues that can affect their well-being and work performance.
