Russia is the largest country in the world in area. Its almost 6.6 million square miles (17 million sq. km) are spread across two continents—Europe and Asia. As you can imagine, such a large country faces equally large challenges. In 1991 Russia emerged from the Soviet Union as an independent country. The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -

Scope Note Following the publication in 2008 of the National Intelligence Assessment on the National Security Implications of Global Climate Change to 2030, the National Intelligence Council (NIC) embarked on a research effort to explore in greater detail the national security implications of climate change in six countries/regions of the world: India, China, Russia, North Africa, Mexico and the Caribbean, and Southeast Asia and the Pacific Island States. For each country/region we have adopted a three-phase approach. • In the first phase, contracted research explores the latest scientific findings on the impact of climate change in the specific region/country. For Russia, the Phase I effort was published as a NIC Special Report: Russia: Impact of Climate Change to 2030, A Commissioned Research Report (NIC 2009-04, April 2009). • In the second phase, a workshop or conference composed of experts from outside the Intelligence Community (IC) determines if anticipated changes from the effects of climate change will force inter- and intra-state migrations, cause economic hardship, or result in increased social tensions or state instability within the country/region. -

Belfer-Cohen" !Department of Anthropology, Peabody Museum, Harvard University, Cambridge, MA 02138, USA "Institute of Archaeology, Hebrew University, Jerusalem 91905, Israel Abstract The dispersals of early hominins in the late Pliocene or early Pleistocene into Eurasia were essentially sporadic. Little geographic and temporal continuity is observed between the various dated archaeological contexts, and the lithic assemblages do not demonstrate a techno-morphological continuity. The archaeological evidence from 1.8 to 0.7 Ma indicates at least three waves of early migrations. The earliest sortie involved bearers of core-chopper industries sometime around 1.7}1.6 Ma. Early Acheulean producers followed possibly around 1.4 Ma. The third wave occurred sometime around 0.8 Ma, and is represented by Acheulean groups who manufactured numerous #ake cleavers. The geographic scope of each of these waves is not yet well known.The reasons for &why' early humans dispersed from Africa into Eurasia include the &push' of environmental change and relative &demographic pressure', as well as the opening of new niches. Humans may have gained their meat supplies either from carcasses or through active predation. The archaeological and fossil records demonstrate that Homo erectus was a successful species, and like other successful species it enlarged its geographic distribution at all costs. Even if the trigger for the initial dispersal of Homo erectus remains unknown or controversial, the success of the hominid occupation of the Eurasian habitats was not primarily facilitated by the availability of food, or the human #exibility in food procuring techniques, but by the absence of the zoonotic diseases that plagued and constrained hominins in their African &cradle of evolution'. -

The Russian economy in recent years has faced the influence of a number of negative factors due to macroeconomic instability and increased foreign policy tensions. In these conditions the considerable constraints faced processes of socio-economic development of regions of the Russian Federation. In this article the authors attempt to analyze the key indicators of socio-economic development of the regions in which it was created and operate in the territories of priority socio-economic development. These territories are concentrated in the Far Eastern Federal District. The article identified, processed, and interpreted indicators, allowing to produce a conclusion on the interim effectiveness of the territories of priority socio-economic development in Russia in conditions of macroeconomic instability. 1 Introduction The main purpose of socio-economic policy is to increase the standard of living, increasing prosperity and ensuring social guarantees to the population. Without these indicators, it is impossible to imagine the effective development of civil society and of the economy as a whole. The crisis in macroeconomics and world politics led to the deterioration of the General economic situation in Russia and, as consequence, decrease in level of living of the population [1, 2]. 2 Experimental section Statistics show that in most Russian regions indicators of the level of living of the population significantly differ from similar indicators in the regional centers. -

TRADE STRUCTURE 4.1 Changing Nature of Global Container Trade Container shipping routes can be divided into three main groups: (1) East-West trades, which circle the globe in the Northern Hemisphere linking the major industrial centres of North America, Western Europe and Asia; (2) North-South trades articulating around major production and consumption centres of Europe, Asia and North America, and linking these centres with developing countries in the Southern Hemisphere; and (3) intraregional trades operating in shorter hauls and with smaller ships. North–south routes are Figure 4-1 shows study estimates of the container trade volumes (full export/import containers only) in 2002 and 2015 of each of trade groups. Container trade volumes on the East-West routes will increase from 34 million TEU in 2002 to 70 million TEU in 2015 representing 5.8 per cent of annual average growth rate. The study forecasts suggest that the intraregional trades will show solid growth from 28 million TEU to 72 million TEU with a compound average growth rate of 7.5 per cent per annum over the same period. The North-South trade is also expected to grow at a rate of 6.2 per cent per annum on average, exceeding the growth rate of the East-West trade.
