Apologies Part C Community Board Resolved CBCB/2019/00017 That the apologies for lateness from Glenn Livingstone be accepted. Kim Money/Tim Baker Carried 2. Declarations of Interest Part B Glenn Livingstone declared an interest in relation to item 8 for Aranui Community Trust (ACTIS), Avon Heathcote Estuary Ihutai Trust, Alpine Presbytery and E Tipu E Rea Early Learning Centre. Kim Money declared an interest in relation to item 8 for Pier and Foreshore Promotions Society Incorporated Linda Stewart declared an interest in relation to item 8 for Dallington Community Cottage Trust and Wainoni Avondale Community Services Trust. Tim Baker declared an interest in relation to item 8 for ACTIS and People Empowerment Environmental Enhancement Programme Trust (PEEEP). 3. Confirmation of Previous Minutes Part C Community Board Resolved CBCB/2019/00018 That the minutes of the Waitai/Coastal-Burwood Community Board meeting held on Monday, 5 August 2019 be confirmed. Deputations by Appointment Part B 5.1 Bill Skews and Chris Jones of Christchurch Archery Incorporated, spoke on behalf of the Club regarding the report Proposed new lease and licence to Christchurch Archery on Rawhiti Domain on the agenda at item 7. The Chairperson thanked both Bill and Chris for their deputation noting their concerns would be discussed when the Proposed new lease and licence to Christchurch Archery on Rawhiti Domain report was considered later in the meeting. Proposed new lease and licence to Christchurch Archery on Rawhiti Domain Staff Recommendations That the Waitai/Coastal-Burwood Community Board: 1. Approves public notification of the intention to: a. Grant a ground lease to Christchurch Archery Incorporated, pursuant to the requirements of section 54(1)(b) of the Reserves Act 1977, over approximately 783 square metres of the land in Sec 2 SO 491011, as shown on the plan in Attachment A of this report, for a term of 11 years (with two rights of renewal of 11 years each) for the premises of the existing clubrooms and the addition of a new adjoining building for the purpose of an indoor archery range. b. Grant a licence to occupy to Christchurch Archery Incorporated, pursuant to the requirements of section 54(1)(d) of the Reserves Act 1977, over approximately 813 square metres of the land in Sec 2 SO 491011, as shown on the Plan in Attachment A of this report for a term of 11 years (with two rights of renewal of 11 years each) for the periodic exclusive use of this area for days and times, as a minimum, corresponding to the ground allocation to the Club for Field C listed in the annual Major Events Calendar and shown in Attachment B. 2. Remove, or address the effects on, trees as specified in the table in Attachment C. Community Board Resolved CBCB/2019/00019 Part C That the Waitai/Coastal-Burwood Community Board: 1. Lays the report on the table pending a site visit and seminar with staff to enable the Board to have a better understanding of the proposed ground lease and licence requirements. Approve the 2019-20 Strengthening Communities Fund grants outlined in the following schedule: No Organisation Name Project Recommendation 00059299 Aranui Community Building Capacity in Aranui That the Waitai/Coastal- Trust Burwood Community Board approve a grant of $13,000 from its 2019-20 Strengthening Communities Fund to the Aranui Community Trust towards the Kiwisport Co-ordinators wages, AFFIRM festival and programme costs. 00059070 Crossroads Youth with Three Youth Stay Real That the Waitai/Coastal- a Future Trust Programmes and Drop in Burwood Community Board Centre in Coastal-Burwood approve a grant of $16,000 from its 2019-20 Strengthening Communities Fund to the Crossroads Youth with a Future Trust towards wages, power, telephone and internet for their Stay Real programme and Drop in Centre. 00059329 Dallington Community Dallington Community Trust That the Waitai/Coastal- Trust Burwood Community Board approve a grant of $13,000 from its 2019-20 Strengthening Communities Fund to the Dallington Community Trust towards rent, public liability insurance, their newsletter and their community movie. 00059195 Dallington Residents Dallington Residents That the Waitai/Coastal- Association Association Burwood Community Board approve a grant of $2,190 from its 2019-20 Strengthening Communities Fund to the Dallington Residents Association towards operating costs, excluding bank fees and the noticeboard.
