Zambia Page 1 of 8 Zambia Country Reports on Human Rights Practices - 2003 Released by the Bureau of Democracy, Human Rights, and Labor February 25, 2004 Zambia is a republic governed by a president and a unicameral national assembly. Since 1991, multiparty elections have resulted in the victory of the Movement for Multi-Party Democracy (MMD). MMD candidate Levy Mwanawasa was elected President in 2001, and the MMD won 69 out of 150 elected seats in the National Assembly. Domestic and international observer groups noted general transparency during the voting; however, they criticized several irregularities. Opposition parties challenged the election results in court, and court proceedings were ongoing at year's end. The anti-corruption campaign launched in 2002 continued during the year and resulted in the removal of Vice President Kavindele and the arrest of former President Chiluba and many of his supporters. The Constitution mandates an independent judiciary, and the Government generally respected this provision; however, the judicial system was hampered by lack of resources, inefficiency, and reports of possible corruption. The police, divided into regular and paramilitary units under the Ministry of Home Affairs, have primary responsibility for maintaining law and order. The Zambia Security and Intelligence Service (ZSIS), under the Office of the President, is responsible for intelligence and internal security. Civilian authorities maintained effective control of the security forces. Members of the security forces committed numerous serious human rights abuses. Approximately 60 percent of the labor force worked in agriculture, although agriculture contributed only 15 percent to the gross domestic product. Economic growth increased to 4 percent for the year. -

Post-Populism in Zambia: Michael Sata's Rise

A focus on political theatre is more helpful. This article extends the debate on populist performance, showing how populists typically do not produce rehearsed performances to passive audiences. In drawing ‘the people’ on stage they are forced to improvise. As a result, populist performances are rarely sustained. The article describes the Zambian Patriotic Front’s (PF) theatrical insurrection in 2006 and its evolution over the next decade. The PF’s populist aspect had faded by 2008 and gradually disappeared in parallel with its leader Michael Sata’s ill-health and eventual death in 2014. The party was nonetheless electorally successful. The article accounts for this evolution and describes a ‘post-populist’ legacy featuring hyper- partisanship, violence and authoritarianism. Intolerance was justified in the populist moment as a reflection of anger at inequality; it now floats free of any programme. And he warned what would happen if the poor did not take control in the August elections this year. “If you, poor people, don’t rule, pov- erty will not end,” he said. -

CORE VALUES: Integrity Professionalism Objectivity Teamwork Confidentiality Excellence Innovation Respect PREFACE It is my honour and privilege to submit the Report of the Auditor General on the Accounts of the Republic of Zambia for the financial year ended 31st December 2019 in accordance with Article 212 of the Constitution, the Public Audit Act No.13 of 1994 and the Public Finance Management Act No.1 of 2018. The main function of my Office is to audit the accounts of Ministries, Provinces and Agencies (MPAs) and other institutions financed from public funds. In this regard, this report covers MPAs that appeared in the Estimates of Revenue and Expenditure for the financial year ended 31st December 2019 (Appropriation Act No. 22 of 2018). I conducted audits on the institutions to examine whether the funds appropriated by Parliament or raised by Government and disbursed had been accounted for. The audit was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs) which are the standards relevant for the audit of Public Sector entities. -

East Zambia Field EMMANUEL MWALE Emmanuel Mwale East Zambia Field is a subsidiary church administrative unity of the Southern Zambia Union Conference of Seventh- day Adventists. The East Zambia Field comprises the entire Eastern province of Zambia and Chama district in Muchinga province. In June 2018, the population of the Eastern province region is 2,304,579, while the Adventist membership is 34,520 and the number of churches is 126.1 There are also 193 companies, three grant-aided church schools, and one grant- aided church clinic. The number of ordained ministers is ten and licensed ministers is six. East Zambia Field operates three schools and one clinic: Mwami Primary School, Mwami Central Primary School, Chisitu Adventist Community Primary School, and the Chipembe Clinic. Origin of Adventist Work in the Territory (1927-1949) Seventh-day Adventism officially reached eastern Zambia on July 4, 1927, when Dr. George E. Marcus came to Mwami from Malamulo Mission in Nyasaland (modern Malawi).2 Mwami is 480 kilometers from Malamulo.3 Mwami Mission Station was part of the North-East Rhodesia Field administered from Chimpempe Mission under the Nyasaland Union Mission. For this reason, pioneers of the Seventh-day Adventist work in eastern Zambia came from Malawi. It is noteworthy that Seventh-day Adventism came to eastern Zambia through medical missionary work. Before Dr. Marcus was sent to Mwami, the church, through G. A. Ellingworth, superintendent of the Nyasaland Union Mission, bought a 3,035-acre piece of land in Paramount Chief Mpezeni’s chiefdom, near what was then called Fort Jameson (now Chipata). -

Electoral Violence and Young Party Cadres in Zambia
VOLUME 18 NO 1 DOI: 10.20940/JAE/2019/v18i1aDOI: 10.20940/JAE/2019/v18i1a7 7 129 ELECTORAL VIOLENCE AND YOUNG PARTY CADRES IN ZAMBIA Kabale Ignatius Mukunto Kabale Ignatius Mukunto is a lecturer at the Dag Hammarskjöld Institute for Peace and Conflict Studies, Copperbelt University, Kitwe, Zambia ABSTRACT Zambia’s 2016 general elections were a turning point in the country’s political history, with electoral violence threatening its democratic fabric. This paper analyses accounts of electoral campaigns by one private online newspaper, the Lusaka Times, to reflect on the relationship between electoral violence and young party cadres. Evidence from the study indicates that negative socioeconomic conditions, leadership manipulation and incentives as well as the perception of plural politics all contribute to the susceptibility of young people to electoral violence. The violence witnessed in 2016 included molestation and intimidation, seizure of public property, public disorder, vandalising of party property, lawlessness and aggressive rhetoric. The paper also notes that events of 2016 were counterweight to the consolidation of democracy as the activities of young party cadres undermined the free political participation of other stakeholders. Keywords: electoral violence, electoral campaigns, young party cadres, Zambia INTRODUCTION Ascent to power through an election is assumed to legitimise those in government. Elections are considered a neutral arbiter for the contending parties and to some extent instil confidence in political players. Conversely, voters see considerable incentive in being part of the process to usher in their preferred candidates to facilitate improved service delivery. Elections constitute a transitional mechanism at the core of democracy, ideally supporting all institutions.
