Engstrom offers an important, historically grounded perspective on the stakes of congressional redistricting by evaluating the impact of gerrymandering on elections and on party control of the U.S. national government from 1789 through the reapportionment revolution of the 1960s. In this era before the courts supervised redistricting, state parties enjoyed wide discretion with regard to the timing and structure of their districting choices. Although Congress occasionally added language to federal- apportionment acts requiring equally populous districts, there is little evidence this legislation was enforced. Essentially, states could redistrict largely whenever and however they wanted, and so, not surpris- ingly, political considerations dominated the process. Engstrom employs the abundant cross- sectional and temporal varia- tion in redistricting plans and their electoral results from all the states— throughout U.S. history— in order to investigate the causes and con- sequences of partisan redistricting. Asher Benjamin as an Architect in Windsor, Vennont By JOHN QUINAN N August of 1802 the architect Asher Benjamin wrote from Boston to I Gideon Granger, the Postmaster General of the United States, seeking aid in obtaining a commission for a marine hospital in that city. Benjamin's letter identifies by name and location most of his first eight commissions - a rare and unusual document in American architectural history which enables us to trace his path northward from Hartford, Con necticut, to Windsor, Vermont. Benjamin wrote, in part: "Sir, I have since I left Suffield Conn. built the following houses, Viz. Samuel Hinckley, Northampton, William Coleman's Greenfield, Luke Baldwin's Esq., Brookfield, and a Meeting House and three other large houses in Windsor, Vermont, The Academy at Deerfield. l Most of these commissions have not fared very well. The Deerfield Academy building (Memorial Hall, 1798-1799) was altered sufficiently during the nineteenth century to obscure much of its original character. The Baldwin and Hinckley houses (both c.17%) were demolished early in the twentieth century and are lost to us, and it seems that the William Coleman house in Greenfield (1797) (Fig. 6) is the sole survivor of Benjamin's first decade of practice. But what of the four unnamed build ings in Windsor? Are they identifiable? Do they still stand in Windsor? Have they any special interest or significance? The four Windsor buildings are identifiable despite the fact that the three houses have been demolished and the meetinghouse has been altered I. -

GONZALEZ-CORZO* Agricultural Reforms, Land Distribution, and Non-Sugar Agricultural Production in Cuba Since 2007, the Cuban government has introduced a series of agricultural reforms to increase non-sugar agricultural produc- tion and reduce the country’s dependency on food and agricultural imports. The most important agricultural reforms imple- mented in Cuba (so far) include: (a) increases in the prices paid by the state for selected agricultural products, (b) restructuring the Ministry of Agriculture (MINAGRI) and the Ministry of the Sugar Industry (MINAZ), (c) a new agricultural tax system, (d) the authorisation of direct sales and commercialisation of selected agricultural products, (e) micro-credits extended by state- owned banks to private farmers and usufructuaries, and (f) the expansion of usufruct farming. These reforms have contributed to the redistribution of Cuba’s agricultural land from the state to the non-state sector, notable reductions in idle (non-productive) agricultural land, and mixed results in terms of agricultural output. However, they have not been able to sufficiently incentiv- ise output and reduce the country’s high dependency on agricultural and food imports to satisfy the needs of its population. Achieving these long-desired objectives requires the implementation of more profound structural reforms in this vital sector of the Cuban economy. Maja de santa maria wikipedia Continue MATANAS -- When I read the comment Fragile Lifeline published by Ricardo Ronquillo Bello on Sunday, April 5, I assumed that if it happened in Cuba, it would be the end, even for the cougar that strolled through Santiago de Chile. I can't imagine a boar, a goat or an obedient rabbit walking around St. Louis Causeway, where I live, in the city of Matanzas, because their seconds will be washed away. Aside from the jocosa anecdote, when I reread an excellent journalistic work, I was inundated with feelings of loneliness, and I remembered that just a month ago, when I was going to Varadero to cover measures to prevent a new coronavirus, on the shore of a fast track, near the village of Carbonera, we saw a deer in the bushes, perhaps trying to cross. Although I told a few friends, I then did not assume that this fact could be mentioned in writing, but when my neighbor Ariel Avila Barroso found Maya Santa Maria (Epicrates angulifer) crawling through the matansero viaduct, near the beach of El Tenis, I immediately remembered the text of Ronquillo and warned that in Cuba the same thing could happen. Although social isolation has not behaved on the island as in other countries because people are still behind the chicken, let's imagine that 90 percent of Cubans will stay at home for weeks or months, without raucous music or other discomfort to the animals ... Then yes on our streets you could see a rabbit, a lot more dogs or cats, and maybe sub-territory up to crocodiles, wild boars and deer, or juties that would come down from the bushes. -

Einhorn, Chair This dissertation reintegrates abolitionism into the main currents of U.S. political history. Because of a bifurcation between studies of the American antislavery movement and political histories of the sectional conflict, modern scholars have drastically underestimated the significance of abolitionist political activism. Historians often characterize political abolitionists as naïve idealists or separatist moral purists, but I recast them as practical, effective politicians, who capitalized on rare openings in American political institutions to achieve outsized influence in the face of a robust two-party system. Third-party abolitionists shaped national debate far beyond their numbers and played central roles in the emergence of the Republican Party. Over the second half of the 1830s, political abolitionists devised the Slave Power concept, claiming that slaveholder control of the federal government endangered American democracy; this would later become the Republicans‘ most important appeal. Integrating this argument with an institutional analysis of the Second Party System, antislavery activists assailed the Whigs and Democrats—cross-sectional parties that incorporated antislavery voices while supporting proslavery policies—as beholden to the Slave Power. -
