1) Brazeau County collaboration with Canadians has created economic opportunity and prosperity for our community. That we intentionally, proactively network with Canadians to bring ideas and initiative back to our citizens.

2) Brazeau County has promoted and invested in innovation offering incentives diversifying our local economy, rural values and through opportunities reducing our environmental impact. Invest in green energy programs, water and waste water upgrades, encourage, support, innovation and economic growth through complied LUB, promoting sustaining small farms, investment/redevelopment.

3) Brazeau County is strategically assigning financial and physical resources to meet ongoing service delivery to ensure the success of our greater community. Rigorous budget and restrictive surplus process, petition for government funding, balance budget with department goals and objectives.

4) Brazeau County has a land use bylaw and framework that consistently guides development and promotes growth. Promotes development of business that is consistent for all “open for business.” Attract and retain businesses because we have flexibility within our planning documents.

5) Come to Brazeau County to work, rest and play. This encompasses all families. We have the diversity to attract people for the work opportunities. We have recreation which promotes rest and play possibilities that are endless.

PUBLIC INPUT SESSION Public Input Session Reeve B. Guyon opened the Public Input Session at 11:10 a.m.

Terry Primeau from the Drayton Valley Lamplighters Events Group, which fundraises through sporting events for charities, spoke in support of the seniors Handi bus. He provided information on the Green Trip Initiative and on the Devon bus programs. He implored Council to take a look at the Green Trip Initiative. There is offloading to municipalities by the Province, but there is government funding available.

Garry Mastre, concerned citizen, indicated he mows his ditches and others do too. To say that he can’t because the County is liable is silly. Council should encourage it. People are not looking for anything for it and there are already too many rules.

Safronie Hanas, Division 5 resident, spoke regarding mowing of ditches. He has mowed his for 38 years and it is getting harder and harder to do because of gravel on shoulder. The farmers market should be renamed to a flea market as 75% or more vendors are from town selling perfume and soaps and that doesn’t constitute a farmers market.

Executive Summary/Key lssue(s)/Concepts Defined: At the November 7, 2017 Council meeting during public input the following issue was raised: Jody Lind, landowner of SW 4-48-6-W5M, expressed concern with the noise from several trucks regularly drawing water from a dugout adjacent to his home at night. He indicated the bylaws are not being complied with and the County needs something in place to prevent noise close to residences.

Previous public input along with recent changes to the Land Use Bylaw prompted a full review of the noise bylaw, which has not been undertaken in 20 years. Administration, including Community Peace Officers, Planning and Development officials, and legal has reviewed the current Noise Bylaw 336-98 and redrafting of these provisions are provided under proposed Noise Bylaw 978-17.

Some enhancements include: • Updated language, legal and bylaw references • Additional and clarified definitions • Fines similar to surrounding counties • "Schedule A" Decibel Levels of Common Sounds Chart, establishes measures to determine what will likely disturb the peace of others • "Schedule B" Noise Bylaw Permit, application form for bylaw exemptions

Rocky Rapids is currently cared for by a long-standing caretaker, while Lodgepole & Moon Valley are not developed sufficiently to operate at this time. The caretaker for Rocky Rapids has acknowledged that they have given consideration to relinquishing responsibilities with the cemetery. Once this occurs, or at the time Lodgepole is operational, Brazeau County will need to begin undertaking the responsibilities associated with operating cemeteries. Aside from the Schedule of Fees Bylaw, Brazeau County does not retain any policies to govern the operation of its cemeteries. Administration recommends the adoption of the Cemetery Bylaw 947-17 prior to the County commencing cemetery operation. Refer to the draft bylaw in Appendix "A". Administration consulted with three funeral homes, two municipalities and also consulted with the present caretakers for Rocky Rapids Cemetery through the drafting process for the bylaw. Establishing the Cemetery Bylaw will provide Administration with guidelines to operate all of the County- owned cemeteries to a standard set by Council. The Bylaw would also ensure that the County operates its cemeteries in accordance with the Cemeteries Act (RSA 2000 c. C-3) and General Regulation (AR 249/1998). Further, the Bylaw would serve to clarify the operational standards for Administration and for residents. Once adopted, the Rocky Rapids Cemetery caretakers will be required to adhere to the Bylaw standards should they choose to continue to operating it.

Specifically, the County would host an informational session in the form of a workshop on topics including County grants and legislation specific to cemeteries, as well as provide an opportunity for the cemeteries to network together. Administration would recommend continuing to host cemetery workshops on an annual basis should sufficient interest be demonstrated in this event.

As per Councils direction the Agricultural Fieldman job description has been forwarded to the Agricultural Service Board (ASB) as part of the February 21®' agenda, see attached.

The Agricultural Service Board Act requires that once a Council has established a board, that Council in consultation with the board, must appoint a qualified person as Agricultural Fieldman to implement agricultural policies and programs and to manage the agricultural resources of the municipality. The Agricultural Fieldman is a designated officer of the municipality and is automatically appointed as an inspector under the Weed Control Act, Agricultural Pests Act and the Soil Conservation Act. These acts require that there are appointed inspectors within the municipality to carry out the duties set by provincial legislation.

Council approves Agricultural policies and procedures, then in turn the CAO directs Administration through their designate. The Director of Community Services in consultation with the Agricultural Fieldman implements programs for day to day operations to achieve Councils vision.

This report is to inform Council that the Brazeau County App is now available for download, and will be marketed to the public beginning this week.

Council directed the development of an App in the summer of 2017, and most recently, passed this motion at the August 1, 2017 Council meeting:

The App has been developed by SMB Apps for a cost of $3,895 and going forward a monthly maintenance fee of $249. The App is available as free download in the Google Play store and the App store. Should Council wish to discontinue the App after a one-year trial, the County is not tied into any agreement.

The App offers a number of features, including the ability to call a number of Brazeau County phone numbers, use the public webmap, access the iHunter App, report a road, bylaw, weed, or property problem, view agendas and minutes. This is in addition to features allowing users to view County news, events, business directory, alerts, as well as Alberta Emergency Alerts.

These features are part of the main App template offered by the company, and were chosen in consultation with each department. Should features that are beyond the basic template capabilities be desired in the future, a new quote for service will be provided and brought back for Council's consideration.

On January 16, 2018 Brazeau County gave first reading to Bylaw 981-18, being a borrowing bylaw for the paving of Range Road 73 from Meier Road to Helena Drive.

Brazeau County is required to pass a borrowing bylaw prior to commencement of construction if a project is to be financed in whole or in part, as per Section 254 of the Municipal Government Act (MGA). The paving of this portion of Range Road 73 and construction of adjacent walking path were approved as part of the 2018 Interim Budget at the direction of Council.

The cost to complete the necessary work is estimated at $3,178,870. Of that, $178,870 will be County resources reflected in actual expenses from preliminary work that has already been carried out on the project. The remainder of the funds ($3,000,000) will come from borrowing. Administration has recommended a 15-year term for the borrowing.

A 15-year term is deemed long-term borrowing and the municipality is required to advertise the borrowing as per Section 258. The MGA sets out bylaw advertising requirements for long-term borrowing. After first reading was given. Administration undertook the required advertising.

Key Information:

In previous council terms, timesheets and expense claim forms have been posted on the Brazeau County website as common practice, even before the resolutions of Council directing Administration to post them. In January 2011, the resolution was for Council per diems and the CAO's expense claim to be posted. We were not aware of the requirement to post the CAO expense claim as this resolution pre-dates existing staff. In October 2014 when the County credit cards were offered, the resolution was that the Council credit card expense forms be posted, as well.

Below is a list of the neighbouring rural municipalities and what is available on their websites for Council expenses:

Parkland County - per diem, mileage and professional development. No other travel or accommodation costs.

Yellowhead County - mileage, lodging, meals, misc. (flights, parking, etc.)

Wetaskiwin, Clearwater, Lac Ste Anne and Leduc Counties - no expense claims posted.

The Executive Assistant currently completes many of the bookings fortravel and accommodation for Council and the credit card limit for that position was increased from $5,000 to $10,000 to accommodate the additional charges to that credit card. There have been instances where there

UPDATE On January 29, 2018 Cllr. Westerlund forwarded an e-mail from one of the INFORMATION: residents concerned about the water and the effect it has had on their home appliances,(see Appendix "A")

Rocky Rapids water supply is from an aquifer and continues to meet the standards of Alberta Environment and Parks (AEP). In the first year of the Rocky Rapids Water Plant(RRWTP) commissioning varying amounts calcium bicarbonate was noticed. In the initial stages it did clog the pumps at the RRWTP. During 2015/16 the reduction and treatment of calcium bicarbonate was and continues to be treated via an acid injection system which has controlled the PH-values to remain within AEP's acceptable tolerances and has led to reduce levels of precipitation of soda and calcium bicarbonate. It must be noted that the source of calcium bicarbonate finds its origin as and when underground water move over and through various rock strata and thereby releasing minerals that become dissolved in the water. The presence of calcium bicarbonate is not a health hazard and is in many ways considered an esthetic issue. Currently the County's in-line filter system consist of a charcoal and green sands filter package which mitigates the amounts of turbidity and filtering of various other minerals, iron and manganese, etc.

In 2018 Council approved the expenditure to install a pressure reducing valve in the main feed line from RRWTP to lower the overall pressure to approximately SOpsi which will lower the overall turbulence and aeration as the water is fed through the system. Public Works & Infrastructure has no record of sending a letter to residents on TWP 495 E of RR72 in this regard.

In the absence of Ms. Breland not being able to provide a copy of this "letter of sorts"(Attachment 3), the following points aim to address Ms. Breland's concerns:

• Should the access road be constructed RR72 will be dust controlled and stabilized, • Sewage hauling traffic will be at a maximum of five (5) loads on a given day or none on some days. This is based on current available data.

The respective consultants then proceeded in Nov./Dec. 2017 to include the rural road cross section design in the current design package. It has now been clarified between Town of Drayton Valley and Brazeau County Administration that the entire stretch of the Ring Road (Town & County portion) will be designed and built to County residential - rural road standard (no curb & gutter).

Furthermore, upon investigation the amount of fill required for project has become more evident, as a result hauling soil from the Rocky Rapid Lagoon project's soil inventory is no longer feasible. A landowner has asked to legitimize their current access by purchasing a portion of the MR; County Administration see no practical reason to retain these buffers as this issue is repeated in several locations. Should council resolution remove the MR designation, a method of disposal is also required to resolve the issue.

Key lssue(s)/Concepts Defined: During the review and approval of Development Permit 16D-100 on August 5, 2016, Administration determined that the current access for Lot 8 Plan 772 2995 within NE 23-49-8- W5M was being accessed illegally through an MR Lot. The applicant was given until August 24, 2017 to remove the approach. A new landowner recently contacted Brazeau County to ask if this could be reconsidered and the MR disposed of to allow for the sale and consolidation of the MR Lot with the remainder. Public Works & Infrastructure (PWI) noted there are several properties along RR 81 and TWP RD 494 with the same issue and as such, all affected MR Lots should be disposed of to rectify access issues.

The federal government is currently advancing legislation to legalize cannabis by July 2018. In response to this, the provincial government has released an Alberta Cannabis Framework and proposed legislation to support the legalization of cannabis. Once the federal and provincial legislation is passed, the County may receive applications for uses such as Cannabis Retail Sales, Cannabis Production and Cannabis Distribution. Since these uses will be new to the County and the topic is complex. Administration recommends undertaking public consultation prior to amending the County's Land Use Bylaw (LUB). Appendix A outlines options for Council to consider for the public consultation process.

Option 1 meets the Municipal Government Act(MGA) requirements and would not require any additional budget. However, Option 1 does not include any engagement events in the community, additional advertising or targeted stakeholder meetings.

Option 2 also meets the MGA requirements and proposes open houses held in Brazeau County, additional and extended advertising, the creation of an Advisory Committee, a tour of a medical marijuana facility in Leduc County and a legal review of the proposed LUB changes. Option 2 has an estimated budget of $12,300 - $17,060. The range is to account for up to 12 public members

The subject lands do not appear to have an existing agricultural operation and contain significant tree stands. The site is proposed to be larger than 10 acres only to accommodate the existing open discharge septic, which would effectively be utilized as a large Country Residential type acreage development rather than for agricultural purposes which does not meet the intention of the Agricultural Holdings District.

The application is not supported by the Municipal Development Plan or Provincial Land Use policies encouraging the preservation of agricultural lands and the right to farm. It also

Subject: Information about Owner Builder Authorizations

With the Government of Alberta’s introduction of builder licensing on December 1, 2017, residential builders in Alberta are now required to have either a valid builder licence or an Owner Builder Authorization (OBA) in order to receive a building permit. Through a series of webinars and explanatory memos, program staff have been working with permit issuers to provide clarification on licensing procedures and to ensure that legislated requirements are followed.

In the spirit of ongoing information sharing and support, I want to take this opportunity to provide clarification on some key things to know about OBAs, as we have recently received several questions from permit issuers.

 Under the New Home Buyer Protection Act, owner builders must apply to the Registrar for authorization to construct their own home. Owner builders interested in applying for an authorization must follow the Owner Builder Authorization Application Process.

 If an OBA application receives approval, an authorization certificate will be issued to the owner builder. The authorization allows owner builders to construct their own home, either with or without warranty. Permit issuers are only able to provide the necessary permits if an authorization has been approved.

 Certificates issued by the New Home Buyer Protection Program for approved OBAs are referred to as “Approved Application for Authorization” or “Approved New Home Registration”.

 To help permit issuers confirm that they are looking at the correct type of authorization certificate, all owner builder certificates issued after December 1, 2017, contain letters “AA” in the Application ID number.  Prior to December 1, 2017, owner built homes constructed with warranty received a certificate that contained the letters “RF” in the Application ID number (e.g. 17RFxxxxxx). Owner builders constructing without warranty received a certificate that contained the letters “AA” (e.g. 17AAxxxxx).

We are pleased to announce the public release of the report The Status ofHuman Footprint in Alberta, and its accompanying online version (www.abmi.ca/hf-report) on February 07, 2018. This report provides the first-ever comprehensive province-wide assessment of human footprint patterns, and breaks this information down in multiple ways(by footprint type, natural region, time, and more) we hope will be valuable to Alberta's land-use decision makers, such as you. For your information, we've enclosed a copy of the report, as well as the associated media release.

Report Description: The conversion of native ecosystems to human-dominated landscapes poses the largest threat to biodiversity worldwide. As a result, to understand changes in Alberta's species and their habitats over time, a critical component of the ABMFs operations is the ongoing monitoring of human footprint in Alberta. This report brings together the latest information available on province-wide human footprint distribution, and provides an in-depth look at the status and trend of human footprint by natural region and Land-use Framework planning region to better understand regional differences.

We also present results of two case studies—the Athabasca Oil Sands Area and the Southern East Slopes—to spotlight human footprint patterns in areas of the province with different environmental settings and land-use pressures. Finally, we describe three ways the ABMFs human footprint data can be used to support land- use and natural resource decision making in Alberta: 1) to identify the location and extent of native habitat; 2)to examine the effects of different human footprint types on species abundance; and 3)to prioritize linear features for habitat restoration efforts.

The ABMI defines "human footprint" as the visible conversion of native ecosystems to temporary or permanent residential, recreational, agricultural, or industrial landscapes.
