APPLICATION FOR A WELL LICENCE Decision 2007-102 PEMBINA FIELD Application No. 1481229 1 DECISION Having completed a review of the application, the Alberta Energy and Utilities Board (EUB/Board) has accepted the applicant’s request to withdraw the application and will not reschedule a public hearing to consider the application. 2 INTRODUCTION 2.1 Application Canetic Resources Inc (Canetic) applied to the EUB, in accordance with Section 2.020 of the Oil and Gas Conservation Regulations, for a licence to drill a level-3 critical sour well from a surface location in Legal Subdivision (LSD) 15 of Section 10, Township 50, Range 8, West of the 5th Meridian, to a projected bottomhole location in LSD 1-15-50-8W5M. The maximum hydrogen sulphide (H2S) concentration expected to be encountered during the drilling and completion/servicing of the well was about 234.6 moles per kilomole (23.46 per cent), and the cumulative drilling H2S release rate was 5.0 cubic metres per second, with a corresponding emergency planning zone of 6.87 kilometres (km). The purpose of the well was to obtain crude oil production from the Nisku Formation.

The plan was prepared within the context of existing legislation and regulations. It outlines the type and extent of outdoor recreation and tourism opportunities, facilities and services including the delivery of visitor services programs that assist Albertans and visitors to understand and appreciate our natural heritage while ensuring its ongoing conservation. The Management Plan was prepared with extensive public input and will be reviewed and revised periodically to reflect the current thinking of Albertans about how our natural heritage will be protected for present and future generations. The Minister responsible for Parks and Protected Areas has authorized the implementation of the Management Plan and retains the authority to amend or interpret its provisions.     EDMONTON REGION EXTERNAL TRUCK/COMMODITY SURVEY Published: July, 2003 Revised: July, 2004 EDMONTON REGION EXTERNAL TRUCK/COMMODITY SURVEY REPORT AND RESULTS Prepared by: Meheboob Ishani, P.Eng July 2003 SYNOPSIS In the fall of 2001, Alberta Transportation and the City of Edmonton undertook an External Truck/Commodity Survey to allow them to study the movement of commercial goods by the truck mode into and out of the Edmonton Region. The survey was structured similar to the survey undertaken by the City of Calgary in 2000. The intent of the study is to provide planners with information to assess the transportation needs of both Alberta Transportation and the City of Edmonton. Roadside interviews were conducted between September and November 2001 at 24 sites on provincial highways entering the study area (Exhibit 1.2.1 Section 1.2) between the hours of 8:00 AM and 4:00 PM. In all just, over 6,500 truckers transporting commodities into and out of the Edmonton Region were interviewed entering and exiting the region on various provincial highways. The information gathered from the survey was scaled up to represent daily truck and commodity movement into and out of the study area. Findings of the study indicate: D Almost 16,000 trucks enter or exit the region on a typical weekday on a 24-hour basis; D Approximately 16,200 Commodity trips are made on a typical weekday on a 24- hour basis; D The highways that carry the majority of the trips into and out of the region include Highway 2 South (20%), Highway 16W (13%), Highway 43 (10%), Highway
