Russo-EU Relations: Impact of the Navalny Factor By Christopher Cheang SYNOPSIS The EU announced on 2 March 2021 new sanctions against Russia over the imprisonment of Alexei Navalny, the opposition figure. This development only confirms the already tense Russo-EU relationship but will not lead to a point of no return. COMMENTARY EUROPEAN SANCTIONS which covered travel bans and asset freezes of four top Russian officials in response to the jailing of the opposition figure Alexei Navalny did not come as a surprise. The officials are Viktor Zolotov, head of Russia’s National Guard; Igor Krasnov, the prosecutor general; Alexander Kalashnikov, the Federal Penitentiary Service chief; and Alexander Bastrykin, who heads the Investigative Committee. Zolotov and Bastrykin are seen as close to President Vladimir Putin. Russia has pledged to respond to the sanctions but can be expected to calibrate its moves. Its focus in the future will be on maintaining strong links with individual European Union (EU) countries, principally Germany. EU’s importance to Russia In an interview in mid-February, Russian Foreign Minister, Sergei Lavrov stressed that Russia was prepared to sever its links with the EU, should the grouping impose sanctions in the wake of Navalny’s imprisonment. -

The Siloviki in Russian Politics
The Siloviki in Russian Politics Andrei Soldatov and Michael Rochlitz Who holds power and makes political decisions in contemporary Russia? A brief survey of available literature in any well-stocked bookshop in the US or Europe will quickly lead one to the answer: Putin and the “siloviki” (see e.g. LeVine 2009; Soldatov and Borogan 2010; Harding 2011; Felshtinsky and Pribylovsky 2012; Lucas 2012, 2014 or Dawisha 2014). Sila in Russian means force, and the siloviki are the members of Russia’s so called “force ministries”—those state agencies that are authorized to use violence to respond to threats to national security. These armed agents are often portrayed—by journalists and scholars alike—as Russia’s true rulers. A conventional wisdom has emerged about their rise to dominance, which goes roughly as follows. After taking office in 2000, Putin reconsolidated the security services and then gradually placed his former associates from the KGB and FSB in key positions across the country (Petrov 2002; Kryshtanovskaya and White 2003, 2009). Over the years, this group managed to disable almost all competing sources of power and control. United by a common identity, a shared worldview, and a deep personal loyalty to Putin, the siloviki constitute a cohesive corporation, which has entrenched itself at the heart of Russian politics. Accountable to no one but the president himself, they are the driving force behind increasingly authoritarian policies at home (Illarionov 2009; Roxburgh 2013; Kasparov 2015), an aggressive foreign policy (Lucas 2014), and high levels of state predation and corruption (Dawisha 2014). While this interpretation contains elements of truth, we argue that it provides only a partial and sometimes misleading and exaggerated picture of the siloviki’s actual role. -

ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

Vladimir I. Laptun, PhD., a senior lecturer of the Department of Education, M.I. Evsevyev Mordovia State Pedagogical Institute, Russia. His research interests include: life and pedagogical activity of Mikhail M. Bakhtin, history of pedagogy and education, comparative pedagogy, historical studies of local communities. Galin Tihanov is the George Steiner Professor of Comparative Literature at Queen Mary University of London. His most recent research has been on cosmopolitanism, exile, and transnationalism. His publications include four books and nine (co)edited volumes. Tihanov is winner, with Evgeny Dobrenko, of the Efim Etkind Prize for Best Book on Russian Culture (2012), awarded for their co-edited A History of Russian Literary Theory and Criticism: The Soviet Age and Beyond (University of Pittsburgh Press, 2011). He is member of Academia Europaea and Honorary President of the ICLA Committee on Literary Theory. He is also on the Advisory Board of the Institute for World Literature (Harvard University) and is an honorary scientific advisor to the Institute of Foreign Literatures, Chinese Academy of Social Sciences. Tihanov has held visiting appointments at Yale University, St. Gallen University, University of Sao Paulo, Peking University, and Seoul National University. The life and legacy of the great Russian philosopher of the 20th century Mikhail Bakhtin (1895- 1975) have been analyzed in numerous studies. -

Abstract This needs assessment was conducted during the summer of 1994 during the researcher=s Farmer- to-Farmer assignment in the Dmitrov District - Moscow Oblast - Russian Federation. A survey instrument translated into Russian was administered in face-to-face interviews with private farmers and agricultural workers. Respondents were interested in adult agricultural education seminars covering agricultural mechanics, animal feeds and nutrition, animal health and many other topics. Recommendations were made to the National Educational Methodology Center for conducting adult agricultural education seminars with citizens in the Dmitrov District. NRA’s Research on the Current State of Russian Regions’ Public Debt for the 8 Months of 2016 NRA’s Research on the Current State of Russian Regions’ Public Debt for the 8 Months of 2016 112 • Since the beginning of the year, the aggregate public debt of the Russian regions has slightly decreased, whereas the debt structure has changed markedly, with commercial loans further replaced with budget loans; • The share of bank loans in the total regional governments’ debt continues to decline quite noticeably; • The Russian regions’ stratification by the quality of debt management practices continues to extend: 39 regions have increased and 40 regions have decreased their public debt; • Around a dozen of regional governments are in the red, experiencing both a fiscal deficit and a high debt burden, and this problem has been getting worse in the past three years. The solution will soon be impossible without radical actions by the federal government; • Regional governments with the highest debt burden and persistent fiscal deficit continue to build up their public debt, mainly at the expense of budget loans; • Regional governments fail to meet the budget loan issuance terms; • The Ministry of Finance’s decision to introduce a public debt management rating and a floating interest rate on loans to regions ismeant to enhance the effectiveness of the budget loan use by regional governments and improve the payment discipline; • If the new version of the Budget Code were put in force now, then 25 out of 85 regional governments would be found unstable in terms of their public debt situation Over the 8 months ended 31th August 2016, the Russian regions’ aggregate public debt decreased by 2.28 percent to RUB 2.267 trillion.
