Box 1346 Ann Arbor, Ml 48106-1346 V - x \ - 1^0 r La 2 ABSTRACT This dissertation explores the relationship between ethnicity and nation-building and nationalism in Nigeria. It is argued that ethnicity is not necessarily incompatible with nationalism and nation-building. Ethnicity and nationalism both play a role in nation-state formation. They are each functional to political stability and, therefore, to civil peace and to the ability of individual Nigerians to pursue their non-political goals. Ethnicity is functional to political stability because it provides the basis for political socialization and for popular allegiance to political actors. It provides the framework within which patronage is institutionalized and related to traditional forms of welfare within a state which is itself unable to provide such benefits to its subjects.

    NIGERIA Releases of political prisoners - questions remain about past human rights violations On 4 and 23 March 1999 the Nigerian military government announced the release of most of its remaining political prisoners. They included at least 39 prisoners of conscience and possible prisoners of conscience held in connection with alleged coup plots (see appendix for details of releases). Following the death of former head of state General Sani Abacha on 8 June 1998, the new military government headed by General Abdulsalami Abubakar has gradually released more than 140 political prisoners. Under a new “transition to civil rule” process, elections have been held and a civilian government is due to take over power on 29 May 1999. At least three political prisoners are believed to remain in prison, two of them held since 1990, and the government has not revoked the military decree which allows for the detention without charge or trial of prisoners of conscience. Other military decrees remain in force which have allowed the imprisonment of prisoners of conscience after unfair political trials. Questions remain about the involvement of government officials in past abuses, including the extrajudicial execution of critics, and the need for accountability and a check on impunity. The prisoners released in March 1999 had been imprisoned following secret and grossly unfair trials by Special Military Tribunals. The Tribunals were created by military decree, the Treason and Other Offences (Special Military Tribunal) Decree, No. 1 of 1986, and appointed directly by the military head of state. Presided over by members of the military government, their judgements had to be confirmed or disallowed by the military government.

Civil Unrest o Highlight of the week 3 & 4 • The number of incidents increased in the last weeks of the month with 108 incidents. 35 • COVID-19 numbers in the last two weeks slightly increased to 613 new cases and four Kidnapping Activity deaths. • Many students kidnapped in North Central as herdsmen attacks also intensified in some states. • Attacks in the South East region against police officers intensified and a political figure 38 was killed. Subject to the provisions of the Act and in accordance with rules made by the Council, it became necessary for the Council to prepare and maintain a register with particulars of Architectural Firms eligible to practise in Nigeria. Pursuant to the above, ARCON has therefore decided to publish a list of registered Architectural Firms to protect the public in the choice of firms and thereby safeguard the lives and property of the society against the menace of quacks. Only the services of firms named herein should be engaged for Architectural services in the Federal Republic of Nigeria. The use of any other firm or persons is in contravention of the provisions of the ARCON Act. The Council regrets that a number of Architectural Firms have had their names removed from the Register for failure to pay their annual subscription and or their principals.     www.yesneko.com REFOCUSING THE OPUTA COMMISSION [1] ‘JUNE 12’ By Professor Omo Omoruyi Research Fellow, African Studies Center Boston University CEO Advancing Democracy in Africa (ADA) President Olusegun Obasanjo’s decision to set up a Commission headed by a retired Supreme Court Justice, (Justice Chukwudifu Akume Oputa) to look into past human rights violations in Nigeria at the inception of his government still remains one of the democracy dividends. The end of the Commission’s effort is not only to lead to reconciliation among the Nigerian peoples but in large measure to unearth the truth about past injustices. It is common sense that there cannot be reconciliation among peoples without truth. It is this search for truth that posed problems in societies where this kind of commission had been set up in the past. Nigerian government must face this problem hence the series of essays that I shall be writing on ‘Refocusing the Oputa Commission’. The first shall be on ‘the June 12’. It is an open secret that President Olusegun Obasanjo’s action did not have the blessing of the outgoing military regime of General Abdulsalami Abubakar. General Abubakar and his Deputy Admiral Mike Akhigbe even ridiculed the thought of something like that happening before the military junta shall have left office. They must have been shocked that it did happen, immediately General Abubakar and his junta left office, thanks to President Obasanjo. General Obasanjo’s action was one of the policies he initiated to cope with the past. I commend the President for appealing to his predecessors in office and other political generals in the past not minding the roles they played in his emergence to go before the Commission and clear their names.
