Alaska Industry Council Federal Aviation 12 Administration AK Aviation Workshop Summary Feb 5-6, 2018

Jeff Osiensky Meteorologist in Charge, AAWU

1 Participation

2 Outcomes

Discussions  NWS Evolve Initiative  Future of NWS and specifically Alaska Region “consolidated aviation services”

 Aviation Guidance/TAFS  157 sites identified, 15 TAFs requested by FAA  GFS LAMP guidance – guidance only no forecaster intervention  Plan calls for 100 sites (including current TAF sites) by Oct/Nov another 30 sites by spring ’19  Offices maxed out on TAFs – some 3-4x national average

3 Outcomes

Discussions  Alaska Aviation Weather Unit website  New design is generally not well liked  Documenting the issues  New page is managed nationally – we have little control (due to IT security)  In the past – we had control over our page – could make changes instantly  Now we have to go through a “process” – needs review etc.  Requires us to prioritize changes for submission

 Made a case to our Director for a IT specialist in AAWU  This will help greatly in our webpage management issues  Looking at 9 month to 1 year – as we repurpose positions

4 Outcomes

Discussions  Observations  Lots of discussion centered around METARs, MAWS, and PIREPs  No new METARs expected – this came from FAA at panel discussion at AACA Safety Luncheon last year  MAWS status – Only update - Skwentna - July installation  PIREPs – Still a need for more – including NIL  Visual PIREPs are a good tool…better utilized if hosted elsewhere

5 Next Steps

Follow-up workshop  February 2019  5-6 or 12-13 (TBD)  Same venue – Federal Building Annex (downtown Anchorage)  Downstairs – GSA Conference Rooms

Status Update

Enterprise Services Updates Federal Aviation 30 Administration June 13, 2018 VOR MON Operational Plan • Support the National Airspace System (NAS) transition from VOR based routes to a more efficient Performance Based Navigation (PBN) structure consistent with NextGen goals. • Within the contiguous 48 states (CONUS), the program will enable pilots to: – Revert from PBN to conventional navigation in the event of a Global Positioning System (GPS) outage; – Tune and identify a VOR at and above 5,000 feet above ground level (AGL) • Coverage does exist at 5,000 AGL but may not be continuous at lower altitudes – Navigate to a MON airport within 100 nautical miles to fly a Localizer (LOC), Instrument Landing System (ILS) or VOR instrument approach without Distance Measuring Equipment (DME), Automatic Direction Finder (ADF), surveillance, or GPS where the capability currently exists; and – Navigate along VOR Airways, especially in western mountainous terrain where surveillance services are impracticable and Minimum En Route Altitudes (MEAs) offer lower altitude selection for options in icing conditions. • Discontinue approximately 30% (311) VORs by 2025, following guidance in FAA Order 7400.2 and established policies.
