Review of Reouirements of Biddino Documents: The Condition of contract, specifications, drawings, instruction to bidders, Bill of Quantities, and Forms, shall be furnished to the participating/lnterested bidders during the buying of bidding documents as scheduled. The bidders shall be notified if annexes and other relevant documents are necessary. c. Review of Documents to be submitted bv the bidders: i. Form of Bid The form of bids shall be properly filled up and signed by the bidders. Any lacking documents shall be subjected to outright rejection of the bids. Specimen of signatures of the bidders shall be taken and shall be compared with the submitted bid documents to asceftain its authenticity. Any falsified documents submitted shall automatically be disqualified, and the BAC shall have the right to impose administrative sanctions of the offending bidders, if circumstances so warrant. ii. Technical and Financial ProDosals The Technical Proposal that forms part of the first envelope contains the documents as stated in the form "DPWH-INFRA-29-101005 BIDDERS CHECKLIST OF REQUIREMENTS FOR ITS BID INCLUDING TECHNICAL AND FINANCIAL PROPOSALS". The corresponding documents shall be filled up legibly, and signed every page of the document, to guarantee its authenticity; any corrections made must bear initials or signature. If the Technical Proposal passed the preliminary examination, financial proposal of the bidder will be opened. iii. Criteria for Eli oibilitv Screeninq. Preliminarv Examinatio of Bids. Evaluation of Bids and Post-QualiflcaLion Eligibility screening will be processed online thru Civil Works Registry following the opening of Technical Proposals. After the bidding, all bids shall undergo Preliminary Evaluation of Bids, Post Qualification, and Award. The BAC-TWG shall be conducting such activities, and the BAC will rectify for further actions based on the results of eva luation/examinations. The bidders shall be notified on the results and the winning bidder will be notified thru Notice of Post Qualification after the evaluation/examination/verification of the bidding documents. They are also required to submit necessary documents that shall form part of the contract. Notiflcation of bidding results shall be released to the competing bidders as well. The BAC shall impose "no contact" poliry whlie the contract is still undergoing evaluation/examination. This Office reserves the right to accept or reject any bid to annul the bidding process any time before contract award, without incurring any liability to the affected bidders. 4. Information on other aspects of well-being is generally obtained from representative health surveys, national population and housing censuses, and others. However, these surveys and censuses are (i) too costly to be replicated frequently; (ii) conducted at different time periods, making it impossible to get a comprehensive profile of the different socio-demographic groups of interest at a specific point in time; and (iii) have sampling designs that do not usually correspond to the geographical disaggregation needed by local government units (LGUs). In addition, the implementation of the decentralization policy, which devolves to LGUs the function of delivering basic services, creates greater demand for data at the local level.

In January 1970 the first set of provincial officials assumed office after the provincial election of November, 1969. The same law provided that the capital of Agusan Del Sur shall be the municipality of Prosperidad and the Government Center has been set up in Barangay Patin-ay.
