Ce fut également l’année du 20e anniversaire de la FIM Europe (la création de l’UEM remontant à 1996). Le Congrès FIM Europe à Kavala, Grèce, a été très réussi, avec 36 fédérations et plus de 220 délégués présents. Pour la première fois, l’Assemblée Générale a été diffusée en streaming live, ce qui a permis de suivre la réunion via Internet – un signe révélateur de notre forte volonté de transparence, mais également un service destiné à celles et ceux qui ne pouvaient pas être présents. Une Assemblée Générale Extraordinaire a été organisée en novembre à Berlin, à l’oc- casion de l’Assemblée Générale de la FIM. Il était nécessaire d’approuver certains chan- gements à apporter au Code Sportif, afin de pouvoir poursuivre le processus d’harmonisation avec les règlements FIM. Une information importante a été donnée, à savoir le nouveau lieu du Congrès FIM Europe 2017, qui sera organisé par le Secrétariat Général FIM Europe et se déroulera du 29 juin au 1er juillet à Rome. Le développement de notre sport, tout particulièrement au niveau de base et en étroite collaboration avec les Fédérations Nationales, est notre mission principale. Nous croyons au modèle de la pyramide: des Championnats Nationaux, via les Championnats Conti- nentaux, aux Championnats du Monde. Nous devons nous assurer que les jeunes talents puissent bénéficier des meilleures conditions possibles pour atteindre le haut niveau dans notre sport. L’harmonisation des règlements, aussi bien sportifs que techniques, et des sy- stèmes de Jury et de Direction de Course à tous les niveaux représente un défi permanent. En dépit de la situation économique mondiale toujours difficile, nous avons tous travaillé très dur pour atteindre nos objectifs communs. Le rapport très attendu du Groupe de Travail sur “l’âge minimum dans les sports méca- niques au niveau international” a été présenté. De nombreux experts, dont des représen- tants de différentes Fédérations Européennes et de différentes régions, ainsi que des entraîneurs expérimentés, ont contribué au résultat final. Nous remercions tout particuliè- rement le Prof. Dr. Fabio Pigozzi, Recteur de l’Université du Sport de Rome "Foro Italico" et président de la Fédération Internationale de Médecine Sportive, ainsi que le Prof. Dr. Marjan Olfers, Professeur en droit du sport à l’Université Libre d’Amsterdam: tous deux ont apporté une très précieuse valeur scientifique à cette étude. En résumé: le Groupe de Travail n’a pas identifié en Europe de législation à caractère obligatoire imposant un âge minimum pour la pratique d’un sport; les limites d’âge pourraient être en conflit avec d’autres droits, tels que la non-discrimination, l’autonomie de l’enfant et le droit au déve- loppement. Les textes scientifiques ne mettent pas en évidence de contre-indications mé- dicales à la pratique du Motocross en compétition internationale pour les moins de 12 ans. Par contre, de nombreuses données montrent que les compétences requises pour le Motocross peuvent très bien être développées avant l’âge de 10 ans. Il est toutefois indi- scutable que les Fédérations Nationales jouent un rôle important dans l’entraînement et la formation des jeunes coureurs, puisque la délivrance de l’autorisation de sortie relève de leur responsabilité. Les chiffres sont impressionnants, puisque 38 Championnats ont été organisés en 2016, ainsi que 20 Coupes. Dans l’ensemble, pas moins de 360 courses se sont disputées. Les 6 - FIM EUROPE ANNUAIRE 2017 www.fim-europe.com Annuario pagine bianche 2017.qxp_Layout 1 31/03/17 10:15 Pagina 7 WELCOME FROM THE FIM EUROPE PRESIDENT Dear Presidents of the European Federations, Ladies and Gentlemen! 2016 has been a year full of activities in the areas of sport as well as beyond sport, of training as well as education – all carried out by the European Federa- tions. It was also the year of the 20th anniversary of FIM Europe (after the foundation of UEM in 1996). The FIM Europe Congress in Kavala, Greece was most suc- cessful, as 36 Federations and more than 220 delega- tes have been present. For the first time there was a live stream of the General Assembly, giving the chance to watch the meeting via internet - a strong signal not only for transparency but also a service for those who were not able to attend. An extraordinary General Assembly has been organized in November in Berlin, in connection with the FIM General Assembly. There was the necessity to approve some changes to the Sporting Code for continuing the process of harmonization with the FIM regulations. An important information was the new venue of the 2017 FIM Europe Congress, which will be held from 29 June to 1 July in Rome, organized by the FIM Europe General Secretariat. The developm ent of the sport, especially on grassroots level and in close cooperation with the National Federations is our core business. We believe in the model of the py- ramid: from National Championships via Continental Championships to World Cham- pionships. We have to ensure that talents get the best possible conditions to develop to the top of the sport. The harmonization of rules, sporting as well as technical, and of the Jury and Race Direction systems on all levels are a permanent challenge. Despite an ongoing difficult situation in global economy there was a need for all of us to work very hard to achieve our common goals. The highly anticipated report of the Working Group on “Minimum Age Limit for Inter- national Motorsport” has been presented. A big number of experts, consisting of re- presentative from various European Federations and different regions as well as experienced trainers and coaches have contributed to the final result. A special thank goes to Prof. Dr. Fabio Pigozzi, Rector of the Sport University in Rome “Foro Italico” and President of the International Sports Medicine Federation as well as to Prof. Dr. Marjan Olfers, Professor of Sports and Law at the Free University in Amsterdam: both have added most valuable scientific value to the study. In a nutshell: the Working Group has not identified binding European legislation of setting minimum ages in sport; age limits might conflict with other rights like non-discrimination, the autonomy of the child and the right of development. Scientific literature does not evidence medi- cal contraindications to practice Motocross Internatio nal Competition earlier than 12 years old. Moreover, there is a lot of evidence that skills for Motocross can well be de- veloped before 10 years old. However, it is an undisputed fact that National Federa- tions play an important role in training and education of young riders, as it is within their responsibility to issue the starting permission.

    THE MONSTER ENERGY MXGP OF THE USA MAKES THE CURTAIN CALL GLEN HELEN (United States), 16 September 2015 – It has been an epic season so far and this weekend one of the most famous motocross tracks in the world, Glen Helen Raceway in San Bernardino, California will host the final round of the FIM Motocross World Championship. The first time the FIM Motocross World Championship tackled the beast that is Glen Helen was back in 1990 where Belgian Eric Geboers was victorious. The motocross grand prix then returned again for the two years that followed, in 1991 and 1992, where French legend Jean-Michel Bayle headlined. Eighteen years after Bayle’s victory in ’92, MXGP returned where both world champions at that time Red Bull KTM Factory Racing’s Antonio Cairoli and Marvin Musquin won in their respective classes. What is exciting is that both Cairoli and Musquin will be racing this weekend while the winners of the most recent grand prix at Glen Helen, in 2011, Clement Desalle and Ken Roczen will not be onsite as they are both recovering from injuries. Yamaha Factory Racing Yamalube’s Romain Febvre has never raced in the USA and will be looking forward to put in some laps out here in Southern California. It will be interesting to see how he goes on the unfamiliar territory and with a lot of new names and faces on the gate. Hitachi Construction Machinery Revo KTM’s Shaun Simpson is one name that is recognized in the USA. Simpson, who raced a round of the American Nationals back in August, has been open about how pumped he is to return to the US for a grand prix.

In the first heat victory went to Slovenian Tim Gajser (KTM) in front of Norwegian Magne Klingsheim (KTM) and Latvian Pauls Jonass (KTM). The victory of the second heat went to British James Dunn (KTM), followd by French Nicolas Dercourt (Yamaha) and Slovenian Tim Gajser (KTM). The provisional rankings see the leadership of Tim Gajser with 195 followed by Magne Klingsheim with 133 points.     WORLD LONGTRACK FINALS 1971 – 1996 Tracy Holmes Pre 1971 Before we look at the first World Longtrack Final in 1971, we must take a peek at its prototype, the European Final. The first of these was held in 1957 and won by the Norwegian legend Leif "Basse" Hveem. The term 'legend' is often thrown about like confetti but in this case, it is well earned ! The next 3 Finals were all won by West Germany's Josef Hofmeister. No-one was ever able to achieve the 'Triple Crown' in the World Finals, but 2 riders did it in its forerunner. Hofmeister was joined by another West German, Manfred Poschenrieder winning in '66, '67 and '68. The closest anyone got in the World Final was England's Simon Wigg who won the Finals of '93 and '94, only to be beaten in the Gold Medal run-off in '95 by his England team-mate, Kelvin Tatum! Swedish riders excelled in the Euro Finals, 1954 World Speedway Final bronze medalist, Olle Nygren took the bronze in the '59 Final. Ove Fundin, reigning World Speedway Champion at the time, was 2nd in the '61 Final behind Timo Laine of Finland. Just over a week later, Fundin won his 3rd World Speedway Final. Bertil Strid was Sweden's first Euro Champion, winning the Finals of '62 and '63. The Swedes were interupted in '64 by Denmark's Kurt W. Petersen. On the 12th of September 1965, Swedish star Bjorn Knutson won the Euro Final. A week later, he won the World Speedway Final as well.
