    Manchester City Council Item 14 Executive 8 March 2016 Manchester City Council Report for Resolution Report to: Executive - 8 March 2017 Subject: Belle Vue Speedway: Update Report of: The Chief Executive Summary This report sets out the issues associated with the National Speedway Stadium at the Belle Vue Sports Village and to detail the matters which have affected the Stadium and its occupancy since late 2015. Specifically this report sets out: (a) the original arrangements the Council entered into with Belle Vue Arena Limited to underpin their occupancy at the stadium; (b) the actions taken by the Council to remedy the track failures which arose on the 19th March 2016; (c) the circumstances which contributed to Belle Vue (BV) Arena Ltd and Belle Vue Speedway Ltd going into administration; (d) the British Speedway Promoters Association decision to revoke the Promoters Licences of the owners of Belle Vue Speedway Limited; and (e) the arrangements, following detailed consultation with the Belle Vue Speedway Association (BSPA), which the Council has now entered into to support the occupancy of the new ownership of the Belle Vue Aces Franchise at the National Speedway Stadium to ensure the future of the historic Aces club. Finally, the report sets out the financial and other implications for the City Council in terms of dealing with the chain of events set out in this report. Recommendations The Executive is recommended to: 1) Note the contents of this report. 2) Authorise the City Treasurer to write off the bad debts of £224,000 in the event they are not recoverable from the Liquidator.

    The Speedway Researcher Promoting Research into the History of Speedway and Dirt Track Racing Volume 11 No.3 December 2009 Edition No.43 Nigel’s Natterings Nigel Bird looks at Speedway in China and the Philippines In April 1930 11 Australian riders travelled to the Philippines to compete in a Six week season of racing at the Nozeleda baseball ground Manila. By mid May they were on route for Shanghai, China. Shanghai was then a very cosmopolitan city and it had a large European population which also included military personnel. All the trappings of European culture were available including 2 dog tracks. The opening night of the Speedway was on the 1st of June, attendance is recorded as being 4,000. The diet of the same 11 riders (some would say low grade riders) soon palled and by the first week in July racing ceased. Talk now was of building a new track in French town close to the under construction cycling velodrome (board track), by the end of August there was still no sign of speedway racing. Stories in the press suggested 5 Chinese riders were on the way from Singapore, no doubt from the now defunct Alkaff Gardens Speedway. The new track may have been constructed but further research is required to find the details. The riders concerned are unlikely to be known to British fans, they include Billy Lunn, Les Levante, Mannie Scofell, Les Lawrence, Harry Radford, Tommy Tompkins, Bernie Rein. Len Street, Jack Allen, Harry Lillingstone and Arthur Yenson. Yenson had emigrated from Britain and did have some experience of motor cycle racing in GB.

    Dream Team : Jonathan Reddin My speedway obsession actually kicked-off at a football match in early '95, Glasgow's Mick Powell and Jesper Olsen rode around Fir Park for some half-time entertainment and, whack, I was addicted. Stancl Bowes James Grieves The Barry Ferguson of Glasgow Tigers speedway, Grievesy. I first attended a meeting at Shawfield in '95 and Grieves was Glasgow's second reserve, the kid of the side that oozed of passion for the club and a desire to fight (lol @ Eriksson) for victory. I remember that race against the experience of Collins and McKinna and I'll never forget that 18-point maximum at Armadale. I mean, you know that you're doing something right when the Monarchs' fans are having a go at you, eh? Sam Ermolenko 'Sudden Sam' was the best in the business when I first attended the sport and he showed why after just one race at the old Shawfield. The gate, the style, the speed, it was a joy. At Glasgow, we had to make do with his wee brother Charlie who was solid, but he wasn't Sam. Even now, stuck in the commentary box with Kelvin friggin' Tattum, 'Sudden Sam' continues to entertain the speedway world. George Stancl The first out-and-out number one that we had at Ashfield, someone that would roll-up to the line and have you thinking; "He's winning this". His gating is sublime and, in my completely fair and un-biased opinion, Stancl's last heat win at Armadale in '02 to snatch victory for the Tigers was the greatest individual spectacle seen in Edinburgh.

We would just like to add our sincere condolences to Lee’s wife and children and to his family and friends. Editors Speedway in Australia 1926 In 1926 Lionel Wills visited Australia and his thoughts on speedway in Australia was published in The Motor Cycle on November 25th of that year. We now reproduce that article. “Motor racing,” an Australian daily paper remarked recently, “has definitely become one of the major sports of Sydney.” In Australia, in other words, a motor race meeting often draws as big a crowd as does a football match, and the time is obviously approaching when it will rival horse racing, the Australians’ favourite pastime. Now even with the increasing popularity of the T.T. races, the same cannot be said of England, and it may therefore interest home readers to hear how it is done on the other side of the world. In cinder-track racing Australia has discovered a type of event which is as thrilling as the “T.T.,” and even more spectacular than sand-racing; in addition, it requires a not very great outlay of capital, and the track is easily accessible from the big city. Ten minutes on a tram, fact brings Sydney to the Speedway Royal, which is simply, a broad unbanked cinder track constructed round a football oval. Australian football is played on an oval field, and the track round it is about one-third of a mile, with huge stands all round, having accommodation for thousands of people.

    BELLE VUE BELLE VUE µ$&(6¶ 20 BELLE VUE 1982 Season Review Belle Vue comes first in the alphabetical list of tracks in this yearbook. It is also the first British speedway team that comes to mind for many of the great British public. And in 1982 the Belle Vue Aces came first in the British League too, 10 years afterthey last won this particular trophy and seven years since this famous Manchester club won any national ƐŝůǀĞƌǁĂƌĞ͘^ƵĐŚĂƌĞƐƵůƚĚŝĚŶ͛ƚůŽŽŬ on the cards early on as the Aces had a modest League Cup campaign, losing at home to Cradley Heath and managing just one win in their six away meetings on their way to third place in the Northern Section. From the start of May things improved. On the opening day of the month Belle Vue trounced Swindon 56-21. A couple of days later they lŽƐƚŶĂƌƌŽǁůLJĂƚ<ŝŶŐ͛Ɛ>LJŶŶďƵƚŚĂĚƚŚĞƌĞƐƵůƚŽǀĞƌƚƵƌŶĞĚĂƐŽůŝŶŽŽŬǁĂƐĚĞĞŵĞĚƚŽďĞŝŶĞůŝŐŝďůĞĨŽƌƚŚĞŚŽŵĞƐŝĚĞ͘dŚĞLJalso won at ^ǁŝŶĚŽŶĂŶĚǁĞƌĞŽŶĂƌŽůů͘/ŶĨĂĐƚŝƚǁĂƐŶ͛ƚƵŶƚŝůƚŚĞĞŶĚŽĨ:ƵŶĞǁŚĞŶƚŚĞLJǁĞŶƚƚŽƌĂĚůĞLJ,ĞĂƚŚƚŚĂƚƚŚĞĐĞƐƚĂƐƚed defeat in a league match, at the 10th attempt. That loss prompted something of a wobble though as they immediately went down at Wimbledon and lost at Leicester and at home to Ipswich a couple of weeks later. They also lost heavily at Sheffield before July had finished, albeit after home and away victories over Eastbourne. At the end of July Belle Vue were in a three-way tie at the top of the league but, significantly, they had ůŽƐƚĨŝǀĞƚŝŵĞƐƚŽƌĂĚůĞLJ,ĞĂƚŚ͛ƐŽne defeat. That loss at Sheffield proved to be the turning point. After that the Aces had 11 league fixtures remaining, and they won every single one ŽĨƚŚĞŵ͘/ƚǁĂƐŶ͛ƚĂůǁĂLJƐĞĂƐLJ͕ůŝŬĞƚŚĞƚǁŽƉŽŝŶƚŚŽŵĞǁŝŶĂŐĂŝŶƐƚ^ŚĞĨĨŝĞůĚŽƌƚŚe one point victory at Halifax.
