It represents an intensive study, interrupted by World Wars I and II and now since my retirement from the Army, it has been full time. In my first book there were three points of dispair, all of which have now been resolved. (I) The name of the vessel in which Andrew Hannay came to America. (2) Locating the de­ scendants of the first son James and (3) The names of Andrew's forbears. It contained a record of Andrew Hannay and his de­ scendants, and information on the various branches in Scotland as found in the publications of the "Scottish Records Society", "Whose Who", "Burk's" and other authorities such as could be located in various libraries. Also brief records of several families of the name that we could not at that time identify. Since then there have been published two books on the family.

    NOW OUT OF NEVER The Element of Surprise in the East European Revolution of 1989 By TIMUR KURAN* I. UNITED IN AMAZEMENT UR jaws cannot drop any lower," exclaimed Radio Free Eu- rope one day in late 1989. It was commenting on the electrify- ing collapse of Eastern Europe's communist regimes.' The political land- scape of the entire region changed suddenly, astonishing even the most seasoned political observers. In a matter of weeks entrenched leaders were overthrown, the communist monopoly on power was abrogated in one country after another, and persecuted critics of the communist sys- tem were catapulted into high office. In the West the ranks of the stunned included champions of the view that communist totalitarianism is substantially more stable than ordinary authoritarianism.2 "It has to be conceded," wrote a leading proponent of this view in early 1990, "that those of us who distinguish between the two non-democratic types of government underestimated the decay of Communist countries and expected the collapse of totalitarianism to take longer than has actually turned out to be the case."3 Another acknowl- edged her bewilderment through the title of a new book: The Withering Away of the Totalitarian State.     Presentation at Jewish Rescuers panel, Boston conference, 2009 George Mandel-Mantello Judith Cohen, USHMM Thank you for allowing me to address you. I would like to talk today about a remarkable man and the rescue effort he led – the Romanian/Hungarian Jewish businessman Gyorgy Mandl, aka George Mandel-Mantello. The main parts of the story have been known for sometime, largely owing to David Kranzler’s important work The Man who Stopped the Trains to Auschwitz. However over the past year, since receiving a significant collection of documents from his son Enrico (himself a survivor born in Cluj in 1930), The United States Holocaust Memorial Museum is discovering previously unknown aspects to this history. Let me preface my remarks by stating explicitly that our work is still ongoing, and there is much that needs further research and explication. George Mandel was a wealthy Romanian Jewish businessman who became friendly with a Salvadoran colonel, José Arturo Castellanos before the war. In 1939 Castellanos appointed Mandel to be honorary attaché of El Salvador in Bucharest, Yugoslavia and Czechoslovakia, and Mandel changed his name to Mantello to sound more Latino. After Castellanos became El Salvador’s Consul General in Geneva, he appointed Mandel as his first secretary in August 1942. With the acquiescence of Castellanos, George Mandel-Mantello used his diplomatic position to launch a major rescue operation within months of his appointment. Soon after arriving in Switzerland, Jewish friends affiliated with the ultra-Orthodox Agudat Yisrael asked Mantello for money to purchase South American passports for their relatives, primarily in France and Poland.
