Chairman's Remarks 2.1. There were no Declarations of Interest. 2.2. The Chairman welcomed to the meeting Suzanne Allen, the new Chairman of Tavistock, who would be attending future EC meetings as an observer. He also welcomed Ruth Neal, Holsworthy, who would be standing for the role of DBKA Vice-Chairman at the forthcoming AGM. 2.3. There had been a considerable turnover of Branch Delegates to the EC/DBKA Trustees following the recent Branch AGMs. So the Chairman welcomed new delegates Peter Weller (East Devon), Brian Dixon (Holsworthy), Shaun Sperinck (Plymouth), and Tammy Skinner (T&K); and, in his absence, Malcolm Crook (Tiverton). 2.4. The Chairman also tabled a vote of thanks for all the hard work done by retiring delegates John Badley (East Devon), Eunice Goodwin (Holsworthy), and Terry McAuliffe (Plymouth). 3. Minutes of the previous meeting - the minutes of the 14th September 2019 EC meeting were approved with 2 minor amendments to paras 8 & 9; proposed CS, seconded VT; 12 votes for, 4 abstentions (new delegates). 4. Treasurer’s Report; Paper EC(19) 21 referred - there were different ideas discussed about what are Branch assets. The Treasurer reminded delegates that Branch Assets are defined in the DBKA Finance Policy & Procedures Policy Doc. 5. Devon Beekeepers’ Day (DBD)/AGM; Paper EC(19) 22 referred - the AGM Agenda was agreed; a Raffle co-ordinator would be needed; and CS requested that Branches forward to him the names of deceased members over the last 12 months. 6. BBKA ADM 2020; Paper EC(19) 23 referred - Enclosure 1 to these minutes refer. 7. Amendments to the DBKA Governing Document; Papers EC(10) 24a&b referred - the amendments incorporating the Schools/Educational Establishments membership category were agreed, proposed CS, seconded BD; unanimous. The amendments to the Finance Policy & Procedures were agreed unanimously; Clauses 5.4, 6.5, 7 & 24a; proposed AB, seconded CS; Clause 3.12.5 proposed AB, seconded PS. EC Mins, Nov 19 1 of 2 8. Training & Education Policy; Papers EC(19) 25a&b referred - it was agreed that DBKA education material & resources should reside on the DBKA website. The DBKA Education Sub-Committee TORs were agreed; proposed VT, seconded SS; 15 votes for, one abstention. 9. DBKA Honorary Membership Nominees - nominations for 2 long serving members of DBKA were presented by the Chairman. The names would be kept confidential until presented for approval at the DBKA AGM. Nominee A - proposed LW, seconded BD; 15 votes for, one against. Nominee B - proposed CS, seconded GS; 15 votes for, one against. 10. EC Co-Options - the DBKA Member Directory Editor, Jean French, had resigned from the post, and had recommended that the post be dis-established as there is no need for it now, as MT creates the Member Directory direct from eR2. The Gen Sec recommended dis-establishing the posts of DBKA Spray Liaison & Microscopy Co-ordinator as they had been vacant for several years now and the roles were better fulfilled at Branch level. The DBKA Member Directory Editor, DBKA Spray Liaison, and DBKA Microscopy Co-ordinator were agreed to be dis-established; proposed Gen Sec, seconded AB; 14 votes for, 2 abstentions. The changes would be put into effect after the DBKA AGM. Action - Gen Sec (Post-Meeting Note - action complete) 11. Branch Activity - East Devon would be hosting the 2020 DBD on 12th December, possibly at Tiverton. The food would probably be underwritten by East Devon. - East Devon had suggested changing the name “Chairman” to “Chair”. It was agreed to see what happened at the BBKA ADM with a similar proposition. - Torbay would be participating in the Torbay Council Xmas Fair at Cockington Manor. - North Devon would be celebrating its Centenary on 26th January 2020. - the AHAT would be meeting next on 14th January 2020 at Whiddon Down Village Hall. AOB - a SWBKF Convention on 25th January 2020 at Bridgewater Canal Site, 10.00 am to 5.00 pm, had been proposed by Working Together. The costs would be spread across the SWBKF, and it was agreed to put a limit of £250 on DBKA’s contribution; proposed AB, seconded VT, unanimous. - VT tabled a vote of thanks to the retiring DBKA Chairman, Tony Lindsell, for the huge effort and amount of work that he had put into the role during his tenure. 13. Dates of Next Meetings - 25th January 2020, 14th March, 27th June, 12th September all at a venue TBC; 28th November at Betty Cottles Inn. Recommendations: That Cabinet (a) approves the submission of the Full Business Case for the North Devon Link Road (“The Scheme”) to the Department for Transport (subject to satisfactory acquisition of land) with any minor changes agreed by Head of Planning, Transportation and Environment in consultation with the Cabinet Member for Infrastructure, Development and Waste; (b) Delegates to the Chief Officer for Highways, Infrastructure Development and Waste, the authority to award the following contracts, subject to them being within the overall budget of £93 million: - The Main Works contract; - The additional contracts for the construction of Westleigh, Buckleigh and Heywood Road using the minor works framework; and - The tender and award of a contract to construct Bishop’s Tawton Roundabout widening and underpass. (c) approves the design (drawing P_08_ST_07) for a new pedestrian and cycling bridge at Landkey and the footprint required for land acquisition with any minor changes being agreed by the Chief Officer for Highways, Infrastructure Development and Waste in consultation with Cabinet Member for Infrastructure, Development and Waste; and (d) approves serving of notices, land entry and the construction of The Scheme, beginning at the earliest in October 2020 for mobilisation and advance works, with any minor changes being agreed by the Chief Officer for Highways, Infrastructure Development and Waste in consultation with Cabinet Member for Infrastructure, Development and Waste.

The builders are aiming to complete the project by March 2015. Disruption to the normal day-to-day running of the college should be minimal, although there will be less field space for students to use during PE lessons. In addition to the new AGP, the college will be improving existing field facilities such as the long jump, discus and rugby / football pitches. It is inspiring to see the wealth of extra curricular activities celebrated in each issue of The Update.
