WITHOUT PARISH COUNCIL Minutes of Parish Council Meeting 5th March 2012

2 Public Speaking Derry Hil Management Committee Peter Prater spoke on behalf of the Derry Hill Management Company. As part of Clerk the Queens Jubilee they wish to plant a tree for the stone island in Chapel Street. The parish council need to request a section 96 agreement from Council for permission to plant a tree, which if accepted would be management company responsibility for the next ten years. It was proposed by Councillor Aylen, seconded Lord Lansdowne that council should support, agreed unanimously.

Trevor Jenkins spoke on behalf of the Calne Community Campus Project and Calne Community Area Partnership. Calne Community Campus Project, to maximise community services in three easy to access locations. Lord Lansdowne asked on capital for the proposals, Councillor Crisp explained that facilities would be dependant on the sale of existing property. Wiltshire Council would provide administration and financial support when any proposals agreed. Calne Community Area Partnership to bring everyone together by working on local projects, promoting community events. Creating a two year plan gathering information on facilities for Calne community. Lord Lansdowne asked how this would fit with the Calne Neighbourhood Plan and was advised that both teams were working closely.

3 Chairman Announcements There were no announcements. Councillor Jones thanked Councillor Miller for taking the chair at the last meeting.

4 Minutes of Previous Meetings Minutes of meeting 6th February were agreed unanimously as a true record and signed by the chairman. There were no matters arising.

5 Actions Brought Forward 1 A4 Speed Measures Councillor Aylen advised that the Guinness Trust proposed funding had been reduced creating a shortfall of £125. After discussion Lord Lansdowne proposed, seconded Councillor Bell that council increase funding by £125 to £625, agreed unanimously (Highways Act 1980 s.274A).

2 Community Speed Watch Six people were needed for training to commence; only two possible volunteer All names have been received. It was agreed that councillors need to continue to actively seek further people in order that training can commence. Resources are needed for Sandy Lane which has been confirmed as an area for CSW.

3 Calne Development Workshops Councillor Aylen updated council on his attendance.

4 Electric Pole - Replaced

5 Church Road Dog Fouling - Reported to Wiltshire Council dog warden.

6 Back Lane Embankment - Reinstated

7 Derry Hill Pathway Survey Councillor Aylen and French updated Council that the survey had been completed. It was agreed unanimously that details collected should be forwarded to Highways. Clerk

6 Accounts It was resolved to accept the monthly balance / expenditure statement.

7 Planning 1 Councillor Satchell asked if update could be given on Bay Tree Cottage Clerk development by Wiltshire Council.

2 Councillor Miller advised recent applications for Lower Compton had been Clerk identified as Quemerford and Calne. Advise Wiltshire Council.

3 Discussion on the Station Road applications determined that the planning application status for 11/04119/REM should read Land at Sandpit Road not Station Road

4 Wiltshire Council advised that applications 11/03628/OUT and 11/03524/OUT are Clerk both going to strategic planning committee. It was agreed unanimously that council should respond to both applications with the detail supplied to Wiltshire Council detailing concerns with large scale developments in and around Calne.

8 Other Business 1 Councillor Aylen updated council on changes in mobile library services for Derry Hill and Sandy Lane.

2 Council had received copy of Wiltshire Council response to Hills Waste detailing their concerns and questions with their recent application. It was agreed council would discuss this issue further when new planning applications were submitted to Wiltshire Council by Hills Waste.
