SAILING INSTRUCTIONS 1.0 RULES 1.1 The regatta will be governed by the ‘rules’ as defined in the Racing Rules of 2017- 2020. 1.2 The International Etchells Class Association Rules shall apply, for Etchells.

1.3 The Farr MRX Yachting Rules and Addendum C, Handling the Yachts as attached, shall apply, for MRX Ladies.

1.4 For the purposes of Rule 49.1, crew using the mounted safety rail to position their bodies upwind shall keep their waists inside the rail. However sitting on the rail temporarily whilst manoeuvring, is permitted. By way of clarification, working sheets (mainsheet, ) will not be considered hiking devices, but lazy sheets and tails (, , vang & outhaul) will be, for MRX Ladies.

1.5 For the MRX Ladies sailing crews shall consist of seven including the skipper.

1.6 Before the starting signal the Race Committee may postpone, when in their opinion, on any part of the course area the wind is too variable, or too light, or a constant 23 knots or greater, or the sea is too rough to reasonably conduct a race.

1.7 Attention is drawn to Rule 75.2 where Yachting New Zealand prescribes that for National Championships all crew members shall be members of a Yacht Club recognised by the National Authority.

1.8 If there is any conflict between the Notice of Race and the Sailing Instructions (SIs) then these SIs shall prevail. This changes Rule 63.7.

1.9 Appendix T (Arbitration), and the Appendix T penalty (30%), shall apply. This changes rule 44.3(c).

2.0 NOTICE TO COMPETITORS Notices to competitors will be posted on the official notice board located in the RNZYS foyer. Also on the Etchell New Zealand Website.

3.0 CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 0830 hours on the day it will take effect, except that any change to the schedule of races will be posted by 1800 hours on the day before it will take effect.

4.0 SIGNALS MADE ASHORE Signals made ashore will be displayed on the main flag pole at the RNZYS Clubrooms.

5.2 Number of races: Class Number Number per day Etchells 8 5 MRX Ladies 8 5 5.3 The scheduled time of the warning signal for the first race each day is 1025. 5.4 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made. 5.5 No race shall start after 1500 hours on Sunday 2nd April 2017.

7.0 ELIGIBILITY and ENTRY For the MRX Ladies division 7.1 To remain eligible the skipper shall have paid the entry fee of NZ$1000 by 1700hrs Friday 24th March 2017. Late entries may be accepted by the OA until 1200hrs Friday 31st March 2017. 7.2 When a registered skipper is unable to continue in the event, the OA may authorise an original crew member to substitute. 7.3 When a registered crew member is unable to continue in the event, the OA may authorise a substitute, a temporary substitute or other adjustment.

7.4 DAMAGE DEPOSIT: a) The skipper shall pay the Damage Deposit of NZ$1000 on Friday 31st March 2017 to the RNZYS Sailing Office between 0900hrs and 1800hrs unless extended by the OA. b) An at fault skipper(s) limit of liability in each incident is the sum of $1000 per boat involved in the incident. c) In the event that a deduction from the damage deposit is decided by the OA it will require that the deposit be reinstated to its original amount before the skipper will be permitted to continue in the event. d) Any deposit remaining after the event will be refunded within 10 days of the finish of the event.

8.0 RACING AREAS 8.1 Addendum D shows the location of the racing area, which will be in the Waitemata Harbour in the area centred around Northern Leading. 8.2 Should conditions not be favourable the Race Officer may choose another area nearby. This change will be notified by displaying Code Flag L from the Committee boat.

8.3 Before the starting signal the Race Committee may postpone, when in their opinion, on any part of the course area the wind is too variable, or too light, or a constant 23 knots or greater, or the sea is too rough to reasonably conduct a race.

9.0 THE COURSES

9.1 The diagrams in Attachment A show the courses. The approximate course length will be 1 nautical mile.

9.2 No later than the warning signal, the race committee signal vessel will display the approximate compass bearing of the first leg.

10.0 BOATS & SAILS For the MRX Ladies division 10.1 The regatta will be sailed in the Farr MRX Yachts allocated by ballot at a briefing to be held at RNZYS Friday 31st March at 1800hrs. Competitors shall not make any alterations to the boats and may only use the equipment and sails as supplied by MRX Yachting. 10.2 The sail combination to be used will be signalled from the RC boat with or before the attention signal. The signals shall have the following meanings: (a) Signal Sail Combination to be used (b) NO FLAG , #1, Spinnaker (c) Flag R Mainsail, Jib #2, Spinnaker (d) Flag Z Mainsail, Jib #2.

10.3 V flag may be displayed on the signal boat at windward Mark 1 during a race and will be accompanied by a repetitive sound signal. No spinnakers are to be hoisted on the next downwind leg.

11.0 MARKS

11.1 Marks are shown in Attachment A.

112 New Marks, as provided in SI 12.1, will be a GREEN inflatable buoy.

11.3 A race committee vessel signalling a change of a leg of the course is a mark as provided in SI 12.2.

12.0 THE START

12.1 Races will be started by using Rule 26 with the warning signal made 5 minutes before the starting signal.

12.2 The starting line will be between a staff displaying an ORANGE flag on the committee boat at the starboard end and the RED mark port end. 12.3 The warning signal for a subsequent race on the same day will be made as soon as practicable after the finish of the last boat in the preceding race.

12.4 A boat that does not start within 5 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5.

12.5 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 17. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes RRS 62.1(a).

13.0 CHANGE THE NEXT LEG OF THE COURSE

13.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

13.2 Except at a gate, boats shall pass between the race committee vessel signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee vessel to starboard. This changes RRS 28.

14.0 THE FINISH

14.1 The finishing line will be between a mast displaying an orange flag on the Race Committee boat at the one end and the finishing mark at the other end.

14.0 PENALTY SYSTEM

For the Etchells and MRX Ladies classes RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

15.0 TIME LIMITS AND TARGET TIMES 15.1 Time limits and target times in minutes for the first boat are as follows: Class Time Limit Mark 1 Time Target Time Limit Course 1 Etchells & 120 mins 30 mins 90 mins MRX Ladies Course 2 Etchells & 120 mins 30 mins 90 mins MRX Ladies Course 3 Etchells & 120 mins 30 mins 90 mins MRX Ladies 15.2 If no boat has passed Mark 1 within the Mark 1 time limit, the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes Rule 62.1(a). 15.3 Boats failing to finish within 15 minutes after the first boat finishes will be scored Did Not Finish without a hearing. This changes Rules 35, A4 and A5.

16.0 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the race office, located at the RNZYS clubroom. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 16.2 For each class, the protest time limit is 90 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later.

16.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at the RNZYS beginning at the time posted. 16.4 Notices of protests by the race committee, technical committee or protest committee will be posted to inform boats under RRS 61.1(b). 16.5 Breaches of SIs 11.3, 18, 21, 23, 25, 26 and 27 will not be grounds for a protest by a boat. This changes RRS 60.1(a). 16.6 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2. 16.7 Immediately after finishing a boat intending to protest shall, in addition to the requirements of Rule 61.1 (a), inform the race committee at the finish line of her intention to protest and the identity of the boat (s) protested against. The protesting boat must receive an acknowledgement from the race committee. This changes Rule 61. 17.0 SCORING 17.1 The Low Point System will be used. A total of 8 races are scheduled. 17.2 Five (5) races are required to be completed to constitute a series. 17.3 When fewer than six (6) races have been completed a boat series score will be the total of her race scores. 17.4 When from six (6) to eight (8) races have been completed boats series score will be the total of her race scores excluding her worst (1) score.

18.0 SAFETY REGULATIONS A boat that retires from a race should notify the race committee as soon as possible, either directly or via VHF channel 17.

19.0 REPLACEMENT OF CREW OR EQUIPMENT Any request for changes in the crew shall be submitted in writing to the RNZYS Principle Race Officer in writing prior to the race in which the change is to take place. Any change must be approved by the Race Committee.

20.0 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee appointed measurer or representative to proceed immediately to a designated area for inspection.

21.0 BREAKDOWN and TIME FOR REPAIRS For the MRX Ladies division 21.1 Before the warning signal of a race or within two minutes of finishing, or within five minutes of changing into a new boat, whichever is later, a boat may display a Green Flag to signal breakdown or damage to the boat, her sails or injury to her crew and request a delay to the next start. She shall proceed as soon as possible to close to leeward of the RC boat and remain there, unless otherwise directed. 21.2 The time allowed for repairs shall be at the discretion of the PRO. 21.3 After the warning signal of a race, a race will not be postponed or abandoned due to breakdown unless the breakdown signal was displayed as required by SI 21.1. 21.4 Except when Rule 62.1(b) applies, failure to effect repairs in the time allowed, or breakdowns after the warning signal shall not be grounds for redress. This changes Rule 62.

22.0 EVENT ADVERTISING Boats shall display event advertising supplied by the organizing authority if supplied. If this rule is broken, Regulation 20.9.2 applies.

23.0 SUPPORT BOATS 23.1 Team Leader, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 23.2 Support boats shall be marked with the boats Sail Number. This supersedes the Notice of Race. 24.0 TRASH DISPOSAL Boats shall not discharge trash in the water but may be placed on support boats.

25.0 HAUL – OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

26.0 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

27.0 RADIO COMMUNUCATION 27.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 27.2 All radio communications between competitors and the Race Committee shall be through VHF Channel 17, unless the Race Officer advises otherwise.

28.0 PRIZES 28.1 Prizes are as follows: Class Number Etchells 1st, 2nd & 3rd MRX Ladies 1st, 2nd & 3rd

28.2 Five (5) boats must start the first race in each division for a second prize to be awarded. Eight (8) boats must start the first race in each division for a third prize to be awarded.

28.3 Prize giving will be at the RNZYS Clubrooms no earlier than 1600 hours after racing on Sunday 2nd April 2017 or as soon as practicable after the completion of racing.

29.0 DISCLAIMER OF LIABILITY 29.1 All those taking part in RNZYS races or any other sailing events controlled by the RNZYS, as between the RNZYS and each of those so taking part, do so at their own risk and responsibility. The RNZYS and any sponsor associated with the event has no liability for any damage, loss or any penalty suffered by any boat crew or any other person taking part in such events. The RNZYS is not responsible for the sea-worthiness of a boat whose entry is accepted and/or the sufficiency and/or adequacy of its equipment or the competence of its skipper or crew. The RNZYS reserves the right in its sole and uncontrolled discretion to refuse any entry.

29.2 As all owners are aware competitive racing inevitably carries with it an increased risk of collision between boats and resultant damage and expense. The Organising Committee urges all owners to carry full racing insurance and believes that at the very least third party insurance should be held. It is not, however the responsibility of the Organising Committee to police or enforce insurance; it is a matter of choice for individual owners and skippers. The Organising Committee shall not be responsible for losses arising during the regatta (insured or otherwise). All owners and skippers are advised that it is the responsibility of owners and/or skippers to ensure that they carry the relevant insurance. Boats race at their own risk.

APPENDIX C - HANDLING THE YACHTS

1.0 GENERAL While all reasonable steps are taken to equalise the boats variations will not be grounds for redress. (Amends Rule 62). The boats must be used as presented and no modifications may be made to the boat or attached equipment (including sponsor flags). Sails as supplied must not be re-cut or altered.

2.0 PROHIBITED ITEMS and ACTIONS Except in an emergency or in order to prevent damage or injury, or when directed by an umpire otherwise, the following are prohibited. 2.1 Any additions, omissions or alterations to the equipment supplied. 2.2 The use of any equipment for a purpose other than that intended or specifically permitted. 2.3 The replacement of any equipment without the sanction of the RC. 2.4 Sailing the boat in a manner that it is reasonable to predict that significant further damage would result. 2.5 Moving equipment from its normal stowage position except when being used. 2.6 Boarding a boat without prior permission. 2.7 Taking a boat from its berth without having paid the required damage deposit or having permission from the RC, or, on race days, while “AP” is displayed ashore. 2.8 Hauling out a boat or cleaning surfaces below the waterline. 2.9 Using a flattener as a reef. 2.10 Attaching lines to the fabric of spinnakers. 2.11 Perforating sails, even to attach tell tales. 2.12 Use of VHF Radios and mobile phones from the warning signal of a race until a boat carrying them has finished. 2.13 Adjusting or altering the tension of standing rigging, excluding the backstay. 2.14 Using a winch to adjust the mainsheet or backstay or vang. 2.15 Using a reef line as an outhaul. 2.16 Cross winching foresail sheets. 2.17 Omitting any headsail car or turning block before sheeting onto a winch. 2.18 The use of electronic instruments other than compass and watches. 2.19 Marking directly on the hull or deck with permanent ink. 2.20 Changing the number of mainsheet purchases.

3.0 PERMITTED ITEMS and ACTIONS 3.1 Taking on board and making use of the following: (a) basic hand tools (b) adhesive tape (c) line (elastic or otherwise of 4mm diameter or less) (d) marking pens (e) tell-tale material (f) watch timers hand held compass (g) shackles and clevice pins (h) velcro tape (i) bosun’s chair (j) spare flags 3.2 Fixing a spinnaker sheet catcher at the bow, providing that it does not extend the length of the boat more than 100 mm and does not require any repair after removal.

4.0 MANDATORY ITEMS and ACTIONS The following shall be mandatory: 4.1 The completion of a written damage report before leaving a boat and submitting it to the MRX Fleet Manager, even if no damage or loss is recorded. Reports shall include any evidence of matters which could cause damage or disadvantage to the boat in future matches. 4.2 At the end of each sailing day: (a) folding, bagging and placement of the sails as directed. (b) leaving the boat in the same state of cleanliness as when first boarded that day. (c) releasing backstay tension. 4.3 At the end of the each day the crew shall clean the boat (cabin and decks), remove all trash and remove all tape marks. 4.4 Any request to alter, in any way, the equipment on a boat shall be in writing and worded to permit a yes/no answer. 4.5 Compliance with any regulations, including speed restrictions and navigation marks, while leaving or returning to the berth or mooring. 4.6 Leaving the engine gear lever in the reverse position while racing. 4.7 Infringement of items 4.2 and 4.3 will be considered as damage and the cost of rectification will be deducted from the damage deposit. 4.8 Competitors must be familiar and comply with the Safety Management Policy and Operations Manual located on the aft side of the starboard quarter berth bulkhead. 4.9 Completing the actions on the on-board MRX Yachting Check List on the back of the toilet modesty panel including filling out the log book.
