Assessorato Sviluppo del Territorio Settore Progetti Strategici DELIBERA DELLA GIUNTA COMUNALE DI APPROVAZIONE DELLA VARIANTE ALLA LINEA 5 METROPOLITANA E DEGLI ACCORDI PERIL COORDINAMENTO CON IL PROGETTO PORTA NUOVA – GARIBALDI-REPUBBLICA La Giunta ha approvato un provvedimento di grande rilevanza che consentirà di dotare Milano di una nuova linea metropolitana che dal nord della città ai confini con Sesto San Giovanni, senza interruzioni, collegherà l’area Bicocca, il quartiere Isola, l’area Garibaldi-Repubblica, il Cimitero Monumentale, il Progetto Citylife e il Portello, lo stadio di San Siro e la prevista nuova Città dello Sport Assessorato Sviluppo del Territorio Settore Progetti Strategici La linea 5 della metropolitana, già approvata dal Comune di Milano, che collegherà Bignami a Garibaldi-Repubblica, percorrendo l’intero asse Testi-Zara, con una variante di tracciato nel tratto terminale Isola-Garibaldi, potrà consentire il prolungamento verso ovest a partire da Garibaldi-Repubblica. Ciò anche grazie ad un Accordo Trilaterale tra Comune, Gruppo Caprera-Hines- IMCO, sviluppatore del progetto urbanistico Porta Nuova, e Società Metro 5 s.p.a., concessionaria per la realizzazione e gestione in project financing della Linea 5, composta da Astaldi S.p.A. (capogruppo, mandataria), Ansaldobreda S.p.A., Ansaldo Trasporti Sistemi Ferroviari S.p.A., Alstom Ferroviaria S.p.A., Azienda Trasporti Milanesi S.p.A. e Torno Internazionale S.p.A. L’Accordo, particolarmente complesso e articolato, sostituisce un Analogo accordo sottoscritto nel luglio 2005 e prevede il coordinamento dei cantieri e della realizzazione delle opere. Il nuovo tracciato della linea 5 interessa infatti il sottosuolo del Progetto Porta Nuova, un progetto già approvato e definito nella progettazione degli edifici. Assessorato Sviluppo del Territorio Settore Progetti Strategici Il Progetto Porta Nuova, ossia la complessiva riqualificazione dell’ area Garibaldi-Repubblica, vede così ulteriormente rafforzata la sua dotazione di trasporto pubblico e il suo carattere di moderno quartiere a prevalente mobilità pedonale; un enorme isola pedonale che collega, senza attraversamenti viabilistici, il quartiere Isola con Corso Como, Corso Garibaldi e Porta Nuova verso sud, e con Piazza Repubblica verso sud-est. Fondamental l’apporto della Metropolitana Milanese che aveva elaborato uno Studio di fattibilità per la realizzazione di una nuova linea metropolitana da Garibaldi a San Siro-Settimo, e che ha coordinato il tavolo tecnico per la definizione del progetto preliminare della variante alla linea 5 La Variante non assume rilievo sotto l'aspetto localizzativo, non comporta modificazioni sostanziali rispetto al progetto approvato e non richiede l'attribuzione di nuovi fondi a carico dello Stato Assessorato Sviluppo del Territorio Settore Progetti Strategici E’ inoltre stato sottoscritto un Accordo plurilaterale tra Comune di Milano, Metro 5 e soggetti sviluppatori del P.I.I. Isola De Castillia e P.I.R. Isola, che disciplina la realizzazione delle opere e i cantieri dei diversi interventi nel tratto della linea 5 tra Via Confalonieri e l’area Garibaldi Particolare disponibilità e senso di responsabilità hanno dimostrato i soggetti privati firmatari dell’Accordo. Gli sviluppatori del Progetto Porta Nuova, che hanno accettato un anno di ritardi nella programmazione dei lavori, e la società Metro 5, che ha dovuto modificare i progetti e il piano finanziario dell’operazione Con la delibera si dà attuazione alla volontà già espressa dall’Amministrazione Comunale con l’aggiornamento del Piano Urbano della Mobilità approvato il 22 maggio 2006, che prevedeva la realizzazione di una nuova linea metropolitana in luogo di una metrotranvia di superficie, nonché della Regione Lombardia e del Ministero dei Trasporti che, nell’ ambito della Conferenza di servizi convocata per l’istruttoria sul progetto definitivo della Line 5, hanno confermato e rafforzato l ’indicazione di trovare una soluzione tecnica che consenta il prolungamento della linea oltre la stazione Garibaldi. Anche il Ministero delle Infrastrutture ha richiesto al Comune di Milano di voler rappresentare le prescrizioni necessarie alla variante. Assessorato Sviluppo del Territorio Settore Progetti Strategici La nuova linea interscambierà con le tre linee metropolitane (M3 a Zara, M2 a Garibaldi e M1 a Lotto), il passante ferroviario e le linee FS nella stazioni Garibaldi e nella fermata FNM a Domodossola La delibera approva tutti i provvedimenti necessari alla concreta realizzazione del proseguimento della linea metropolitana: - la Variante alla Linea 5 sulla base del relativo progetto preliminare - l’Atto integrativo della Convenzione della Linea 5 e il relativo Piano economico e finanziario, nonché l’autorizzazione della copertura finanziaria complessiva - l’Accordo Trilaterale tra Comune di Milano, Gruppo Caprera-Hines-Imco e Società Metro 5 - l’Accordo plurilaterale tra Comune di Milano, Metro 5, Hines Italia, IMCO.

Despite the construction of a 4-line heavy Metro system (soon to be 5), it still retains the status of being one of the favorite cities of trolley enthusiasts world wide, especially Americans. This is probably because it still operates a remarkable number of Peter Witt streetcars from the late 1920s over a network of 18 routes that stretches for almost 80 miles (see http://www.urbanrail.net/eu/it/mil/tram/milano-tram.htm). In fact 5 of Milan’s tram lines are still exclusively served by the iconic Peter Witts.

    FACTORS AFFECTING INTERCONNECTIVITY 7 MILAN RAILWAYS NODE 7.1 THE KEY ISSUES ADDRESSED BY THIS CASE STUDY The present case study points out the main issues related to the integration and interconnectivity among the different levels of the rail infrastructures in the city of Milan. In detail, the analysis focuses on the description of the strategic role of the Milan node infrastructure in comparison with the national and international railway network, with particular regard to connections, accessibility and passenger information at the railway stations. Deeper analysis of this study will be provided in a second phase of the INTERCONNECT project, when it will be used as a test bed for potential solutions. In that phase, the outcomes of the multi- modal transport model will be helpful to analyse the current level of interconnectivity and to assess the impacts of planned future connections with the high-speed national rail network, the improvement of connections with airports, a possible integration of fares and the need for reduced interchanges among different public transport networks. 7.2 GENERAL DESCRIPTION OF THE CASE STUDY 7.2.1 Overview The railway node of Milan is characterised by a radial structure converging towards the city centre. Such a scheme does not fully satisfy anymore the demand of mobility in the district, where the industrial and production system is now scattered into several small local units located within the peripheral and suburban areas of the city. Over the last decades, a significant part of the population moved from the city centre to the small towns within the metropolitan area.

As an expat, I expected to find an English language publication to help me ease into life in Italy. Similarly my partner, returning to his hometown after close to a decade spent abroad, felt the need to stay connected to like-minded people with international experiences. What we discovered was surprising--there was no such publication. There were thousands of expats living in Milan, but there was no Community. English speakers would congregate at work related groups, revolve around the occasional Consulate event or meet to share and swap books in English. There were a multitude of micro-communities comprising of a few dozen clubs and a cluster of small groups, all essentially disconnected from Amie Louie and Aaron Pugliesi, Easy Milano founders one another.
