A COUNTRY AT WAR THE ORIGIN, EVOLUTION, AND FUTURE OF CIVIL-MILITARY RELATIONS IN THE UNITED STATES by Joseph Luis Harper Viñas A thesis submitted to Johns Hopkins University in conformity with the requirements for the degree of Master of Arts in Government Baltimore, Maryland December 2018 © 2018 Joseph Luis Harper Viñas All Rights Reserved ABSTRACT The purpose of this research is to study the erosion of civil-military relations in the United States in order to determine whether it affects national security. The overall construct is regarding civil-military relations, not only between civilian and military government officials, but also those relationships with the citizenry in the United States. In order to study this, civil-military relations will be looked at through three different lenses. First of all, it is important to learn about the origins of civil-military relations in the United States and what the Founding Fathers thought of these relations. In order to do this, a look at the separation of powers between the Executive and Legislative branches of government will be examined, as well as what the Founding Fathers felt regarding having a standing army in the United States during times of peace. The second point regarding these relations will be studied by looking at the evolution of civil-military relations with regards to the civil-military gap. Accession numbers provided by the Department of Defense will be analyzed in order to determine if the US military is representative of its citizens. Accession numbers from the post-Vietnam all volunteer force up until recent times will be used. -

EISENHOWER, DWIGHT D.: POST-PRESIDENTIAL PAPERS, 1961-69 1961 PRINCIPAL FILE Series Description Dwight D. Eisenhower’s Post-Presidential Papers reveal the wide range of contacts and the busy schedule which he maintained during the 1960s. A large volume of mail kept his small secretarial staff busy, and he was in great demand as a public speaker. Correspondence in the Post-Presidential Papers offers some interesting insights into Eisenhower’s thinking on numerous issues. No longer burdened by the responsibilities of public office, he felt freer, perhaps, to express himself on various topics. Among the issues discussed in documents found within the 1961 Principal File are the space program, the Berlin situation, Republican party politics, the U.S. economy and monetary policy, and the 1960 elections. Additional topics discussed include Cuba and the Bay of Pigs disaster, foreign aid, taxes, the alleged missile gap, the 1952 campaign, the U.S.I.A.’s mission, the Electoral College, Laos, Latin America, and public housing. Eisenhower’s correspondence in the 1961 Principal File reflects a virtual Who’s Who of both foreign leaders and prominent Americans. Konrad Adenauer of Germany, John Diefenbaker of Canada, Anthony Eden, Harold Macmillan, and Queen Elizabeth of Great Britain, Prime Minister Menzies of Australia, President Mateos of Mexico, and King Saud of Saudi Arabia are among the foreign leaders who stayed in touch with the ex-president. Many prominent Americans maintained contact with the former president as well. He corresponded with numerous former members of his administration, including Dillon Anderson, Ezra Taft Benson, Arthur F. Burns, Andrew Goodpaster, James Hagerty, Bryce Harlow, Gabriel Hauge, C.D. -

Armies and Influence: Public Deference to Foreign Policy Elites Tyler Jost⇤ and Joshua D. Kertzer† Last modified: January 20, 2021 Abstract: When is the public more likely to defer to elites on foreign policy? Existing research suggests the public takes its cues from co-partisans, but what happens when co-partisans disagree? Drawing on research on the social origins of trust, we argue that the public prioritizes information from elites who signal expertise through prior experience. However, di↵ering social standing of government institutions means the public values some types of experience more than others, even when the experience lies outside the policy domain of the cue. Using a conjoint experiment, we show that the American public defers to cue-givers with experience — but that it is especially deferential towards military experience, even on non-military issues. We replicate our findings in a second conjoint experiment showing that the same dynamics hold when considering partisan candidates for cabinet positions. On issues ranging from the Iran deal, to the ban on immigrants from a set of Muslim-majority countries, to US defense policy toward Russia, the nominees o↵ered policy assessments and recommendations that not only di↵ered from President Trump, but also from one another.1 Long after these confirmation hearings ended, commentators continue to note that the Trump cabinet has been filled with an array of dissenting voices. -

EISENHOWER, DWIGHT D.: POST-PRESIDENTIAL PAPERS, 1961-69 1963 PRINCIPAL FILE SERIES DESCRIPTION The 1963 Principal File served as the main office file for Dwight D. Eisenhower’s Gettysburg office. It is divided into two subseries--a subject file and an alphabetical file. The subject subseries contains such categories as appointments, autographs, endorsements, gifts, invitations, memberships, messages, politics, publications, statements, and trips. This subseries is comprised of a little over thirty-one boxes, and it is arranged in alphabetical order by name of subject category. Invitations generated the greatest volume of correspondence, followed by appointments, gifts, and messages. The alphabetical subseries consists of nearly thirty-nine boxes of materials arranged in alphabetical order by names of individuals and organizations. Though primarily a correspondence file, it also contains other types of documents, including speeches, published materials, lists, statements, minutes of meetings, and transcripts of interviews. This series reveals that the volume of Eisenhower’s correspondence continued to grow. It placed an increasing burden on his staff, who answered most inquiries, and on friends such as Bryce Harlow, who often drafted letters for Eisenhower on politically sensitive subjects, and on Dwight Eisenhower himself, who continued to edit correspondence with friends and acquaintances. The increased strain on Eisenhower and his staff is revealed in the many letters which turned down requests for appointments, autographs, speeches, endorsements, and special messages from the former president. The bulk of this series consists of routine correspondence and related materials. However, there are numerous letters and memoranda which discuss national and international events, issues, and personalities. This dilemma revolves around the problem of articulating a strategic concept for a military alliance in the nuclear era. NATO was born of a perceived need to defend Western Europe from a Soviet onslaught. It was an imperative of the early alliance to develop a military strategy and force posture to defend Western Europe should such a war break out. It was not long after the first iteration of strategy took shape than the imperative for a military defense of Europe receded under the looming threat of thermonuclear war. The advent of thermonuclear arsenals in both the United States and Soviet Union brought with it the potential destruction of civilization should war break out. This realization made statesmen on both sides of the Iron Curtain undergo what has been referred to as an ongoing process of nuclear learning. -
Vietnam Escalation and Global Army Readiness, 1965-1968
ABSTRACT DEMPSEY, CHRISTOPHER MARTIN. The Other Side of the Story: Vietnam Escalation and Global Army Readiness, 1965-1968. (Under the direction of Nancy Mitchell.) From 1965-1968, the United States Army bore the brunt of President Lyndon B. Johnson’s military escalation of the Vietnam War, while attempting to maintain its Cold War deterrent responsibilities around the globe. While scholars have exhaustively researched the varying aspects of the former, fewer have studied the implications of these decisions on the latter. This paper examines the devastating effects of escalation in Southeast Asia on the army’s ability to remain ready to fight another war should one have arisen anywhere else in the world.
