Coody Presentation In Hampton Roads Lane Closure Management Ken Coody Regional Traffic Operations Manager September 13, 2016 District Administrator Guidance • As a matter of District Policy, VDOT will not close or restrict travel at two major competing water crossings at the same time for scheduled work. • In the case of an emergency maintenance issue and there is an existing lane closure at the opposing water crossing, the emergency is dealt with appropriately. • Notification to the TOC and DDO is made immediately. • In the case of an urgent maintenance issue and there is an existing lane closure at the competing water crossing • Deputy District Administrator must approve the work, in writing. 2 District Administrator Guidance • Competing Water Crossings: • Hampton Roads Bridge Tunnel and Monitor Merrimac Memorial Bridge Tunnel • Downtown Tunnel and Midtown Tunnel • James River Bridge and Monitor Merrimac Memorial Bridge Tunnel • Berkley Bridge and High Rise Bridge • High Rise Bridge and Downtown Tunnel • High Rise Bridge and Gilmerton Bridge NOTE: Work within 2 miles of a facility is considered part of the facility. 3 District Administrator Guidance • Traffic Engineering will review traffic counts and complete a traffic analysis prior to approval of a complete closure • Requires 2-4 weeks advance notice • VDOT will coordinate with localities to ensure pending road work does not conflict with a major harbor crossing closure. • Example: Coordination with City of Chesapeake to ensure the Gilmerton Bridge is available during High Rise Bridge closures. • Managers need to ensure closures do not impact major holidays or local events such as Harborfest, Neptune Festival, or graduations amongst other events. • Regional Closures are shared via: [email protected] 4 District Administrator Guidance • Early coordination is the key to ensuring conflicts are resolved. • All lane closure requests for roadwork or water crossing closures must be coordinated using the Lane Closure Advisory Management System (LCAMS). • Significant closure conflicts are deconflicted during ERO’s weekly Significant Lane Closure meeting. • The Hampton Roads District will not execute an extended harbor crossing closing for construction or maintenance work without approval of the Regional Operations Director and the Deputy District Administrator. • Upon final approval, VDOT Communications will provide public notice with an outreach campaign, for at least two weeks prior to any significant closure or work occurs. 5 Planned Lane Closures 6 Points of Interaction Lane Closure – Work Zone Management . This work can and should be done immediately. • Urgent Work: Work that if not done “may result” in damage to the motorist vehicle or infrastructure. This work should be scheduled and accomplished as soon as possible, preferably within 24 hours. • Contractual Obligated Work: Work that if not accomplished “on-time, on- budget” will result in penalties. • Weather Dependent Work: Work that is dependent on the temperature and clear/dry conditions. • Routine Maintenance Work: Work that is routine in nature that can be rescheduled and moved around without undue risk. It should be noted that this work though considered routine is as important as other work and if not accomplished could result in severe consequences. 13 Lane Closure Precedence • Lane Closures entered that conflict with other work scheduled will show up as pending • Results in an automated email being sent to the requestor, the POC for the work in conflict and the System Administrator • Must then be de-conflicted before either is allowed to work • The de-confliction starts with the two requestors and moves up the management chain until it is resolved 14 Lane Closure Advisory Management System http://www.openlcams.com/ 15 Significant Lane Closure Participants 16 Significant Lane Closure Spreadsheet 17 Lane Closure Report 18 19 .

    TOLL REVENUE NEW BUILD / REPLACEMENT SOUTH NORFOLK PRIVATIZATION PRIVATE FINANCING UNSOLICITED BID JORDAN BRIDGE CHESAPEAKE, VA The South Norfolk Jordan Bridge (“SNJB”) is a 5,372 ft fixed bridge that connects the City of Chesapeake to the City of Portsmouth over the Elizabeth River in Virginia. The City of Chesapeake had decommissioned the original Jordan Bridge in November 2008. An unsolicited proposal submitted by United Bridge Partners (“UBP”) to replace the Jordan Bridge with a new, privately owned bridge was approved by the City of Chesapeake in January 20091 by executing an Acquisition and Development Agreement (“ADA”) between UBP and the City of Chesapeake. As part of the ADA, UBP assumed responsibility to demolish the existing Jordan Bridge, aquired the right of way and easments associated with the bridge, and the right to toll, design, construct, finance, operate and assume ownership of a new bridge and associated tolling facilities on the SNJB. The construction of the SNJB was reported to be privately financed. Project revenue on the SNJB comes from tolls, set by the private operator with no defined limit, which are collected electronically on the bridge2. Note: the facts of this case study were reviewed by UBP. We have provided Chesapeake footnotes to describe instances where UBP disputes information in the public domain.
