In the last few years Portugal has had the opportunity to contribute importantly to the work of the United Nations, especially during its recent term as a member of the Security Council.
With the inauguration of a democratic regime, the adoption of an open foreign policy and a close attachment to the principles contained in the Charter of the United Rations — all of which has been reaffirmed in the programme of the present government — there is every reason to expect a continued and close co-operation between Portugal and the United Nations. On the other hand I greatfully acknowledge the attention Your
Excellency has paid to Portuguese matters before the United Nations or matters in which Portugal is an interested party.
For the reasons above Your Excellency was invited to visit Portugal in 1979, which was unfortunately not possible to be implemented at that time. I now have the greatest pleasure in reiterating the invitation for an official visit to Lisbon, on a date that you may agree upon with the Portuguese Government, and which could be in the near future. GENERAL GENERAL A/35/712 ASSEMBLY 5 December 1980 ENGLISH ORIGINAL: ENGLISH/FRENCH GENERAL ASSEMBLY SECURITY COUNCIL Thirty-fifth session Thirty-fifth year Agenda items 2^ and 26 QUESTION OF PALESTINE THE SITUATION IN THE MIDDLE EAST Letter dated h December 1980 from the Permanent Representative of ' Luxembourg to the United Nations addressed to the Secretary-General I have the honour to inform you that the Heads of State and Government and the Ministers for Foreign Affairs of the nine States members of the European Community, meeting in the European Council, issued at Luxembourg on 2 December 1980 the following statement concerning the situation in the Middle East: "1. The*European Council reviewed the action taken by the Nine since the adoption of the Venice Declaration on the Middle East. "2. The Council heard the report of Mr. Thorn on the mission which he carried out on behalf of the Nine in accordance with paragraph 11 of the Venice Declaration. It noted that the mission had highlighted the great interest aroused by the position taken by Europe and that, in that respect, it had been a success. "3. The results of the mission confirmed that the principles of the Venice Declaration incorporated the essential elements for a comprehenisve, just and lasting settlement to be negotiated by the parties concerned. They reinforced the Nine's determination to contribute to the search for such a settlement. "U. In that spirit, the European Council approved the decision of the Ministers for Foreign Affairs to undertake consideration of the matter with the aim of clarifying and giving substance to the Venice principles. That consideration had resulted in the drafting of a report on the principal problems .relating to a. comprehensive settlement under the following headings - withdrawal, self-determination, security in the Middle East and Jerusalem. "5. The report emphasized that the measures envisaged under those four headings should form a coherent whole and should therefore be co-ordinated carefully. 80-32890 A/35/712 S/1U285 English Page 2 "6. The European Council indicated its agreement on that approach. "7. It noted that various formulas were possible to give substance to some of the Venice principles, in particular on the duration of the transitional period leading up to the electoral procedure for self-determination, the definition of the provisional authority for the vacated territories, the conditions and modalities for self-determination, the security guarantees and Jerusalem. "8. With a viev to a more thorough exploration of those formulas and in the desire to encourage a climate more favourable to negotiations, the European Council considered it necessary that new contacts should be established with the parties concerned, side by side with continued discussions within the Cov unity. "9. The European Council accordingly instructed the current Presidency to undertake those contacts, in consultation with the Ministers for Foreign Affairs. "10. The Council also invited the Ministers to continue their discussions with due regard for developments in the situation and to report back to the Council. "11. The European Council has laid down this action programme in order to provide a more consistent platform designed to bring the parties concerned closer together." The maintenance of international peace and security, co-operation among nations, the defence of fundamental human rights and justice and the promotion of social progress are reasons and objectives which must be regarded as the cornerstone of relations between States and are cherished by the Portuguese people. As these are the goals which led to the founding of the Organization, it is only right for us to bear in mind that the United Nations system, in spite of the impediments which have arisen at certain times of international crisis, has enabled highly praiseworthy and encouraging results to be achieved, of which I would single out, because of its importance, the decisive impetus given to the self-determination of peoples. I should also like to emphasize the enormous contribution which the specialized agencies of the United Nations are making in the many fields of their activity. The social, scientific and cultural progress of mankind and the defence of human rights are priceless achievements of these agencies, and a tribute is also due to them for the role they play in the sectors of the world economy and in the battle against under-development. Special mention should be made of the High Commissioner for Refugees, whose work, carried out almost always in arduous conditions, makes an outstanding contribution towards relieving the sufferings of thousands and thousands of human beings. Kittani Mr. A.A. Farah The Secretary-General welcomed President Costa Gomes and expressed satisfaction that he had been able to visit United Nations Headquarters. He said events in Portugal over the past six months have been a turning point not only in Portugal itself but also in Portugal's relations with the United Nations. Portugal's decision to grant self-determination and independence to its overseas terri- tories had been applauded by the United Nations. He paid tribute to the efforts of Foreign Minister Scares in negotiating and accelerating the decolonization programme. The 'secretary-General was glad to learn from Minister Scares that negotiations with the liberation movements of Angola were working out well and hoped that the time would not be long before Mozambique, Angola and the remaining Portuguese territories would become members of the United Nations. He hoped that the transition to independence would be with a minimum of difficulties and said that the United Nations was aware of the need for substantial economic assistance for the new states in the pre- and post-independence period. President Costa Gomes expressed satisfaction with the progress which had been made by his Government with regard to decolonization. He said that as far back as 1962 he had been urging a political solution to the colonial situation rather than a military one. He had called for such an approach in the case of Portugal.*s quarrel with India over Goa and had later urged the same solution with regard to the African territories. Unfortunately, neither the Salazar nor the Caetano regimes accepted that approach, and consequently Portugal was plunged into colonial wars. "" <• *" Minister Scares added that an agreement had recently been reached between India and Portugal for the resumption of cultural and diplomatic relations, and that the Portuguese constitution had been changed to facilitate those devel- opments. On the question of Angola, the Foreign Minister said that contacts had been made with two of the liber- ation movements in Angola with the object of working out a timetable and the modalities for self-determination and independence. He said talks had taken place with President Holden Roberto of FNLA and David Chippenda of MPLA. A meeting has also been arranged in Algiers between Dr. Neto, President of MPLA, and Portuguese representatives. The discussions held so far appeared favourable. The Secretary-General raised the question of the Cape Verde Islands and the recent charges made by PAIGC of Portuguese repression. He said one of the charges alleged that Portugal was seeking to retain political ties with the Islands. President Costa Gomes replied saying that the people -.of the Islands would be given a free choice to determine their future. There were differences between the isalnders and the people of Guinea Bissau. The islanders would have the choice of any kind of political status they desired, including independence, association with Guinea- Bissau, or any other form of federation or confederation. Portugal, he said, was willing to conduct a referendum or plebiscite under the auspices of the United Nations to ascertain the wishes of the people. PAIGC, however, opposed any involvement by the United Nations, and wished to be recognized as the sole political party for the Islands. Referring to the Angolan situation, President Costa Gomes explained that the problems of the territory were compounded by the fact that there were three liberation movements to be dealt with. On 16 October, the President of Portugal and party will arrive at 8:15 p.m. at the Secretariat Entrance and will be escorted by special elevator to the Second Floor, where he will be met by the Secretary-General. The Secretary-General will then escort the President to the South Lounge where the guests invited to the dinner will have gathered.
