    CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2020 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution of the People’s Republic of China (PRC), which cites the leadership of the Chinese Communist Party (CCP), states that citizens “enjoy freedom of religious belief” but limits protections for religious practice to “normal religious activities” without defining “normal.” CCP members and members of the armed forces are required to be atheists and are forbidden from engaging in religious practices. National law prohibits organizations or individuals from interfering with the state educational system for minors younger than the age of 18, effectively barring them from participating in most religious activities or receiving religious education. Some provinces have additional laws on minors’ participation in religious activities. The government continued to assert control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions: Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to one of the five state-sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices.

Frontier Politics And Sino-Soviet Relations: A Study Of Northwestern Xinjiang, 1949-1963 Abstract This is an ethnopolitical and diplomatic study of the Three Districts, or the former East Turkestan Republic, in China’s northwest frontier in the 1950s and 1960s. It describes how this Muslim borderland between Central Asia and China became today’s Yili Kazakh Autonomous Prefecture under the Xinjiang Uyghur Autonomous Region. The Three Districts had been in the Soviet sphere of influence since the 1930s and remained so even after the Chinese Communist takeover in October 1949. After the Sino- Soviet split in the late 1950s, Beijing transformed a fragile suzerainty into full sovereignty over this region: the transitional population in Xinjiang was demarcated, border defenses were established, and Soviet consulates were forced to withdraw. As a result, the Three Districts changed from a Soviet frontier to a Chinese one, and Xinjiang’s outward focus moved from Soviet Central Asia to China proper. The largely peaceful integration of Xinjiang into PRC China stands in stark contrast to what occurred in Outer Mongolia and Tibet.

Written Testimony for the Hearing of the Congressional Executive Commission on China 1. Introduction After recruiting a hundred or more thousand police forces, installing massive surveillance systems, and interning vast numbers of predominantly Turkic minority population members, many have been wondering about Beijing's next step in its so- called "war on Terror" in Xinjiang. Since the second half of 2018, limited but apparently growing numbers of detainees have been released into different forms of forced labor. In this report it is argued based on government documents that the state's long-term stability maintenance strategy in Xinjiang is predicated upon a perverse and extremely intrusive combination of forced or at least involuntary training and labor, intergenerational separation and social control over family units. Much of this is being implemented under the heading and guise of "poverty alleviation". Below, the author identifies three distinct flow schemes by which the state seeks to place the vast majority of adult Uyghurs and other minority populations, both men and women, into different forms of coercive or at least involuntary, labor-intensive factory work. This is achieved through a combination of internment camp workshops, large industrial parks, and village-based satellite factories. While the parents are being herded into full-time work, their children are put into full-time (at least full day-time) education and training settings.

Some problems with breast-feeding in the area are explained. Methods: A longitudinal study of infant feeding practices was undertaken. A total of 1219 mothers who delivered babies during 2003 and 2004 were interviewed in five hospitals or institutes, and after discharge were contacted in person or by telephone at approximately monthly intervals to obtain details of infant feeding practices. Multivariate logistic regression analysis was used to explore factors associated with breast-feeding initiation. Results: ‘Any breast-feeding’ rates at discharge and at 0.5, 1.5, 2.5, 3.5, 4.5 and 6 months were 92.2, 91.3, 89.9, 88.8, 87.7, 86.0 and 73.0%, respectively. ‘Exclusive breast-feeding’ rates at discharge and at 0.5, 1.5, 2.5, 3.5, 4.5 and 6 months were 66.2, 47.6, 30.1, 25.8, 22.1, 13.0 and 6.2%, respectively.
