Chapter I Project Overview

Section 1 Implementation of project works

Tacheng Border Cities and Counties Development Project (referred to as

“Tacheng Project”) is financed by ADB loan (ADB-financed project) with an effective date on March 16, 2016 and the closing date of the project on June 30, 2021. Project

IAs is the Project Management Office in Tacheng Prefecture, and the clients are

Housing and Urban-Rural Development Bureaus of Tacheng City, Emin County,

Yumin County and Tuoli County, as well as related sub-project agencies. The total investment of the project was US$302.87 million (equivalent to RMB1.8172 billion based on the rate of exchange 6.2 at the time), including US$150 million in ADB loan and US$152.87 million in domestic support funds. See Table 1-1 and Con.Table 1-1 for Urban Infrastructure and Municipal Services Improvement Construction of

Tacheng Project 2019.

Section 2 Monitoring purpose and basis

1. Purpose of Monitoring and Evaluation

As required by the EMDP, the purpose of monitoring is that EM can benefit equally from the project during construction, enhance and strengthen the economic status of EM groups and mitigate or reduce the negative impacts of the project on EM residents.

2. Basis for Monitoring and Evaluation

2019 Monitoring Assessment is based on the EMDP; for Tacheng City, it is the

Plan updated in May 2018, and for the other sub-project areas, they are based on the original ones. See details in Table 1-2.

Section 3 Monitoring content and objects

1. Contents of monitoring and evaluation

The main contents of monitoring are:

 The setting and efficiency of the organization responsible for EM development;

 The action plan in EMDP, including mitigation measures and positive- impact enhancement measures to solve social environmental risks;

 Skill training;

 The local EM employed by the contractor during construction;

 Adequacy and rationality of public consultation and participation;

 Hear and resolve the complaints of affected EM people;

 The aid received by vulnerable groups;

The monitoring object

The objects of external monitoring are EMDP IAs and affected EM residents. See details in Table 1-3.

Section 4 Monitoring Methods and Workflow

1. The monitoring method

(1) On-site investigation. On-site observation of the roads under construction and completed

(2) Household survey. Questionnaire survey on the basic situation, production, living, compensation for land acquisition and demolition, and resettlement of affected

EM households.

(3) Workshop. Meeting with PMO, township government and village committee staff in each project area to understand the impact of the project on EM residents and related measures taken.

(4) Check the information. Check the files related to the EMDP and the measures taken in the PMOs of Tacheng Prefecture, Tacheng City, Emin County,

Yumin County and Tuoli County.

2. The monitoring workflow

In order to ensure that this report is objective, accurate and timely, we have formulated a detailed work process:

The first stage: preparation. Improve the survey plan and understand the social and economic conditions in the project area.

The second stage: field investigation and data compilation. In-depth inspection and follow-up investigation of the implementation status and progress of EMDP in the project area, and listen to the opinions of EM residents on project implementation

The third stage: report preparation and submission. Prepare the monitoring report on EMDP implementation progress in accordance with ADB's monitoring requirements.

Section 5 Sample Distribution and Size

A follow-up survey was conducted to the sample households in 2019, see details in Table 1-4. Note: in the next monitoring report, a follow-up survey will be made to

31 sample households living in 14.1km rehabilitated urban alleys in Tacheng City and

2.1 Staffing

2.2 Technical equipment

Tacheng Prefectural PMO is fully equipped with technology to meet the needs of the project. PMO has a separate office with one laptop for each staff member, in addition to a printer and a phone; for transportation, Tacheng Prefectural DRC has a car available for use upon request, see Fig. 2-1.

2.3 Public services

The project villages (communities) are located in the urban-rural junction around

Tacheng City, and the children there go to school runned by the government. The transportation is convenient; each project village has a health clinic with 1-2 medical staff having basic capabilities of disease prevention and treatment; the project village has set up designated garbage bins for garbage disposal in a timely manner; for other public service stations, see Fig. 3-1.

3. Measures to strengthen institutional capacity

In order to strengthen institutional capacity, Tacheng City ADB project management staff attended 2 trainings in 2019. See Table 3-19.

4. Evaluation of work carried out by EMDP Ias

The staff of ADB-financed project in Tacheng City was adjusted in 2019 and the

PMO staff are all part-time, but they are able to provide EMDP-related information to the external monitoring agency.

5. Evaluation of EMDP internal monitoring

The EMDP Internal Monitoring Report on Tacheng City ADB Project 2019 is

Section 4 Analysis of project impact on EM and measures implementation in Tacheng City

There are 10 measures in Tacheng City's EMDP (updated in May 2018). As of the end of December 2019, 10 measures have been implemented, and the implementation rate of the measure plan is 100%. See details in Table 3-20.

1. Negative impact mitigation measures (A)

1.1 Income recovery for involuntary immigrants (A1)

1) Optimize the design plan, reduce the land acquisition and house demolition

The specific measures for optimizing the design scheme in Tacheng City 2019 to reduce land acquisition and house demolition are:

(1) In the process of project planning and design, try to make full use of the original roadbed and pavement, without affecting or affecting less cultivated land and grassland, buildings or structures and trees, minimize the impact on EM residents along the line, and minimize the negative impact of project construction. See Fig. 3-2.

(2) In the process of demolition and resettlement, the IAs negotiated with residents in accordance with the relevant national and local policies strictly, hired consulting companies to conduct evaluation and guidance, and determined relevant compensation and subsidy standards as well as resettlement program based on full consultation with affected households and relevant parties.

2) Provide compensation, livelihood and income restoration measures for affected people/households

The project-purpose land acquisition and housing demolition in Tacheng City

2019 have affected households, and monetary compensation is the main measure adopted to restore livelihoods and income.

(1) A total of 1117.17 mu agricultural land was acquired by Tacheng City project in 2019, and the number of households affected by the project-purpose land acquisition is 445, of which 312 are EM households, and the actual payment of compensation funds is 30 million yuan. Actual funds in place accounted for 34.35% of funds payable.

(2) In 2019, the demolition area of greenhouse under Tacheng City project is

14341.52 m2, and 16 households are actually affected, including 12 EM HHs, and the demolition compensation fund is RMB 1.2907 million.

(3) In 2019, the housing demolition area under Tacheng City project is 13559.94 m2, the area of homestead acquisition is 81.69 mu, with 81 affected households and the compensation fund of 80.175 million yuan.

(4) The compensation fund for the demolition of project attachments in 2019 is

3.0179 million yuan.

3) Compensation and resettlement under the RP

The land acquisition and demolition under Tacheng City project in 2019 will be compensated and resettled according to the compensation standard of the RP (updated in May 2019).

4) Ensure that the corresponding life and income restoration measures are implemented

In 2019, Tacheng City will pay compensation funds for the affected households of the project, provide employment opportunities and other measures to ensure the restoration of life and income.

5) Ensure the use of local languages for livelihood recovery and training

At least one person from the affected HHs under Tacheng City project has participated in the skill training organized by Tacheng City. In 2019, Tacheng City carried out 57 vocational skills training sessions, training 2305 person-times of people, including 787 person-times of males and 1518 person-times of females; 1369 person- times of EM people accounting for 60.56% of the total people receiving the training sessions, including 380 person-times of males and 989 person-times of females. The trainee’s Mandarin (Chinese) level is sufficient for daily communication. Therefore,

Mandarin is used during the training.

1.2 Strengthen security measures (A2)

(1) Regular notice (bilingual)

The construction work of roads under Tacheng City project in 2019 are all in the suburbs, and there is no water cut due to construction. And if there is a water cut, the relevant departments will notify each village/community, and the village cadres will notify the residents through WeChat group.

(2) Project construction is carried out in sequence

The construction of the road project in Tacheng City 2019 adopts a combination of segmented and closed construction, and is far from the residential area of EM residents. No complaints about the impact of noise and garbage caused by construction were received.

1.4 Reduce infectious diseases, drug use and human trafficking (A4)

(1) Awareness-raising campaigns in local languages on the prevention and control of AIDS, STDs and other communicable diseases for contractor/ construction workers and local residents; dissemination of information materials on HIV/AIDS, STDs and communicable diseases in line with traditional cultural

In 2019, Tacheng City's CDC and relevant departments intensify dissemination of AIDS knowledge by placing AIDS knowledge panels, distributing brochures and condoms etc., especially for migrants and project construction staff, and distribute the manual to the construction staff, see Fig. 3-5. In 2019, a total of more than 8,000 condoms and 1,500 copies of promotional materials were distributed. By the end of

2019, Tacheng City found 0 new cases of AIDS.

Project contractors strictly follow the standards of the Construction Site

Environment and Hygiene Standards (JGJ146-2013), save energy resources, protect the environment, create a clean and civilized construction site, ensure the health and life safety of the construction personnel, and improve the working environment and living conditions at the construction site.

(3) Awareness campaigns for other communicable diseases

In the implementation of the project, Tacheng Urban Development Corporation and Tacheng CDC vigorously promote the control of infectious diseases, and raise the awareness of construction workers and the general public of infectious diseases control. As of the end of 2019, Tacheng City is free of Type-A communicable disease,

(4) Drug prevention activities

In Tacheng City, the authorities of public security, health and family planning, food and drug supervision etc. closely monitor drug abuse, timely inclusion of substances that facilitate the spread of HIV into the scope of synthetic drug control, crack down on the production, circulation and use of those substance according to law.

Anti-drug brigade comrades carry out anti-drug publicity activities in a number of communities, distributing a total of more than 2500 information leaflets, and more than 3000 people receiving the information education. See Fig. 3-6.

No human trafficking cases occurred in Tacheng City in 2019. Tacheng City government, together with the public security and other law enforcement agencies, severely cracked down on drug trafficking and human trafficking, and through household inspections in towns, villages amd communities, severely cracked down on criminal behavior.

Relevant departments organize personnel to carry out "enter the community, visit the site" activities, mainly to promote the prevention of drugs and human trafficking, to create a safe and peaceful social environment in Tacheng City.

(7) Ensure the use of local languages during training/capacity-building

The affected households of Tacheng City project all know Mandarin and can communicate fluently in Mandarin. Therefore, Mandarin is mainly used for training and other aspects.

1.5 Reduce the impact on the EM communities (A5)

(1) During construction, the contractor provided bilingual temporary safety signs

See Fig. 3-8 for the temporary safety signs provided by the contractor during construction period.

(1) Contractor needs to separate non-halal canteen from halal canteen

In order to respect the eating habits of EM, contractor only opened a halal canteen, which can satisfy all the staff.

(2) Workers are well dressed and cannot be shirtless

Contractors are equipped with construction uniforms and are required to wear safety helmets and other safety protective equipment, emphasizing that workers must be well-dressed on the construction site and should not be shirtless.

(3) The contractor’s construction arrangements should comply with the relevant time regulations

The contractor’s construction staff is prohibited from construction after 10 pm at the construction site closer to the residential area according to the 8-hour shift system.

During the Muslim worship service every Friday, construction must be stopped within

500 meters of the mosque.

(4) At the construction site of the project, set road safety prompt signs and corresponding protective measures

Residents in Tacheng City construction area have a relatively high level of

Mandarin, and on the national flag-raising ceremony every Monday, safety and protection measures at the construction site were emphasized. Therefore, only road signs in Mandarin were set up.

(5) Provide translators (Kazakh or other languages) to enhance communication between contractors

During the construction of the project, the local EM can communicate in

Mandarin without the need for translators. The contractor can negotiate, communicate and contact with local EM residents to reduce the interference of the construction to the EM community.

2. Positive impact enhancement measures (B)

2.1 Measures to promote traffic safety (B1)

(1) Establish temporary and permanent road safety bilingual signs

During the construction period, contractors erect temporary road safety signs in front of the construction area in advance, reminding the affected people to get out of the way , ensuring construction safety. In total, the contractors erected more than 50 temporary road safety signs in 2019.

(2) Promote road safety awareness education

In 2019, through interpretation of laws and regulations, broadcast of warning films, analysis of typical cases, distribution of publicity materials, etc., the police officers from the Legal Publicity Section of the Traffic Police Brigade under Tacheng

City Public Security Bureau have conducted more than 30 awareness lectures on road

There was no major traffic accident in the jurisdiction of Tacheng City. As of the end of 2019, the traffic police brigade has carried out more than 100 awareness campaigns on traffic laws and regulations, released more than 50 publicity manuscripts, 25 news reports, replaced 20 township publicity boards, distributed more than 15,000 publicity materials, and provided more than 800 tips via WeChat and

Webo. There are more than 30 exhibition boards and more than 20 banners; at the same time, traffic safety advisory service stations are set up in each village, see Fig. 3-

10.

2.2 Strengthen public participation (bilingual) (B2)

(1) Organize community meetings on environmental hygiene awareness, focusing on EM cultural characteristics

During the construction, the contractors consciously respected the religious habits of EM, and did not receive any complaints that the construction caused interference to the EM community. Taking Daur culture in Tacheng City as an example, in order to actively promote Daur's unique ethnic culture and promote the development of Daur homestay tourism, the following measures are taken: (1) Erect tourist traffic signs, engage ethnic cultural tourism experts, and formulate the development plan of Daur Ethnic Museum. The Tacheng City Daur Customs Garden was renovated in 2013 and includes two major viewing areas, one of which is the

"Daur Folklore Exhibition Hall". Combined with the development path of"making people rich through tourism" proposed by Municipal CPC Committee of Tacheng City, the original "Monument Park" was re-planned and built, the history of the such as garrison the frontier, folk customs and other history were collected, excavated and sorted out, and the facilities in Daur Customs Garden were carried out.

For the new construction and renovation, a folk exhibition hall was set up in the

Garden. The hall is divided into four sections: "Hall of punitive expedition to the west", "Hall of garrison the frontier", "Folk Hall", and "Achievement Hall". As of

2019, a total of 52 batches of hundreds of Xinjiang artists have been welcomed into

Tacheng for collecting folklore, with more than 10,000 person-times of people visiting Tacheng. (2) brochures or promotional leaflets with Daur cultural practices

Daur-characteristics ethnic custom such as sacrificial ceremonies, exquisite ethnic embroidery, delicious ethnic cuisine, and cheerful ethnic dances. Tacheng Tourism

Bureau designed Daur custom posters focusing on Daur-characteristic cultural customs. In 2019, more than 1,000 posters were printed. On Daur’s “Woqibe Festival”

33 External Monitoring & Evaluation Report on EMDP of Xinjiang Tacheng Border Cities and Counties Development Project 2019 on June 8th every year, nearly a thousand Daur people from Tacheng Prefecture gather in front of the garrison memorial in the Asur Daur Township (see Fig. 3-11).

In 2019, 4 public participation meetings were organized. The demolition office, village committee and 292 villager representatives participated in the consultation meetings. In addition, public consultations were conducted on the placement of garbage bins, garbage collection stations, and other sanitary equipment.

(3) For water tariffs, hearings were held (EM 50%, female 40%)

No hearings were held for water tariffs in 2019.

2.3 Employment during project implementation and operation (B3)

(1) Local EMs employed shall account for at least 40% of total employees, including female EM at least 20%

The projects implemented in Tacheng City in 2019 are road works and water supply and drainage works, employing 38 skilled workers and 410 unskilled workers.

In terms of women’s technical training, all villages in Tacheng City have an “Agricultural and Herdsmen Night School”, and 4-5 trainings are arranged every week. The training includes national policy training, animal husbandry, planting technology training, embroidery, and pastry making, which provides guarantee for women to increase employment opportunities. (2) At least 40% operational positions for EM, including at least 20% for

EM women.

In 2019, Tacheng City Road works is in the construction stage, no fixed operation posts provided and all are temporary employment. (3) Other local employment information and related requirements are provided in bilingual; Social Security Bureau is responsible for the review of labor security contracts

The employees of contractors in Tacheng City can communicate in Mandarin. The labor contracts are signed with the Contractor. The contracts are formal labor contracts provided by the Social Security Bureau. (4) Improve employment skills of vulnerable groups

The land acquisition and demolition work under Tacheng project in 2019 has been carried out, and the vulnerable groups are mainly the disabled. Depending on the level of disability, the disability subsidy is also different; Tacheng City adopts a unified subsidy method to grant subsidies to all disabled people. For example, in

Shangergong Village, Ergong Town, Tacheng City, 10 persons in the land acquisition households of the project are disabled, all of whom are entitled to Tacheng City's unified disability subsidy (160 RMB/month for level-1 disability, 80 RMB/month for level-2 disability).

3. Project management, monitoring and evaluation (C)

Section 5 EMDP Monitoring conclusions and recommendations inTacheng City

1. Conclusions

(1) The design and implementation of the project ensure the living standard of

EM, and EM benefits from various development measures.

(2) The leading organization of EMDP is basically sound. The PMO staff have a good understanding of the plan and can provide relevant information. The staff has good coordination ability and high efficiency.

2. Problems and suggestions

(1) Project participating departments do not work closely together. Strengthen communication among the participating departments, share project information, and feedback timely to PMO on relevant issues.

There is no land acquisition and house demolition in Emin County in 2019. In order to improve the knowledge level and skills of local residents, the Social Security

Bureau organized activities such as skill training and farmer and herdsman school etc.

2.2 Reduce restrictions on access to shops on both sides of Roads in Emin

The construction work in 2019 did not cause water outages and other disturbances in the community. If there is any impact during the later construction, the contractor would issue a notice in bilingual form three days in advance to remind the affected people to make preparations.

2) Public announcement for project construction sequence

During the construction period in 2019, no complaints were received from residents in the construction area. Before the construction of the project, the construction sequence and construction period of the project have been publicized

(see Fig. 4-3) to avoid affecting residents as much as possible.

2.4 Reduce infectious diseases, drug use and human trafficking (A4)

1) AIDS awareness raising among staff and communities (HIV/AIDS)

In 2019, Emin County CDC staff strengthen the publicity of AIDS awareness to migrants and project construction workers through the display of AIDS knowledge boards, distribution of brochure, condoms etc. See Fig. 4-3. In 2019, a total of 2,000 condoms were distributed, in addition to more than 500 copies of publicity materials.

By the end of 2019, Emin County found 0 new cases of AIDS.

As of the end of 2019, there were no Class-A infectious diseases within the jurisdiction of Emin County, and there were no suspected cases of unexplained pneumonia and neonatal tetanus.

3) Drug use included in the section of disease prevention

The public security, health and family planning, food and drug supervision authorities in Emin County closely monitor drug abuse, post posters and distribute brochures in various communities, promoting the general knowledge of drugs, the harm of drugs, and relevant laws and regulations knowledge. See Fig 4-4. In 2019, a total of more than 1,800 leaflets were distributed, and the educated people reached

5,000 person-times.

No human trafficking cases occurred in Emin County in 2019. The Emin County government set up an anti-crime office to investigate drug and human trafficking activities through household survey by the working groups at level of townships, villages and communities, and severely crack down on various criminal behaviors, see

Fig. 4-5.

1) Respect EM culture

During the project construction in 2019, the contractors consciously respected

EM's religious habits and received no complaints that the construction caused interference to the EM community.

2) During construction, the contractor provided bilingual temporary safety signs

During the road construction in 2019, the contractors provide more than 20 temporary safety signs.

2.6 Respect EM culture and raise workers’ awareness of EM culture and customs (A6)

1) Contractor needs to separate non-halal canteen from halal canteen

During the project construction in Emin County in 2019, temporary construction workers are local EM residents who dine at their own homes. The contractor pays 20 yuan per person per day for food allowance and does not open a halal restaurant.

2) Workers are well dressed and cannot be shirtless

During the construction in Emin County in 2019, the contractor provided construction workers with work clothes and requested uniform dressing during construction.

3) Provide translators (Kazakh or other languages) to enhance communication between contractors

The bilingual level of EM residents in Emin County is relatively high, and some

Han people in the project management staff also understand the local EM language.

Therefore, there is no full-time bilingual translator during the project implementation.

3. Positive impact enhancement measures (B)

3.1 Increase public transport service coverage (B1)

As of the end of 2019, Guihuaqi Road and Guihuajiu Road were completed and opened to traffic in Emin County. Bus No.2 route was extended to this point, and two bus stops were added, see Fig. 4-6.

1) Establish temporary and permanent road safety bilingual signs

Guihuaqi Road and Guihuajiu Road in Emin County in 2019 were fully enclosed construction. More than 10 temporary road safety signs were established in the road construction area (see Fig. 4-7) to facilitate traveling of residents. As of the end of

2019, road infrastructure is still under construction, and permanent road safety signs have not been installed.

In 2019, road traffic safety knowledge lectures were held during the night school of farmers and herdsmen in various townships in Emin County. A total of 850 person- times participated, which enhanced the safety awareness of villagers, raised the level of traffic knowledge, and reached good effect of traffic safety education.

3, Strengthening the publicity of traffic safety laws and regulations

As of the end of 2019, Traffic Police Brigade of the Emin County Public

Security Bureau has carried out "Community Access" traffic laws and regulations publicity activities 3 times, and distributed more than 1,000 promotional materials, see Fig. 4-8. There were 0 road traffic accidents after the official opening of the newly constructed road section.

1) Organize community meetings on environmental hygiene awareness, focusing on EM cultural characteristics

Before the implementation of the project, PMO carried out publicity and education on environmental hygiene awareness to residents through community meetings, publicity panels and brochures; during the construction process, the contractor adopted measures such as laying dustproof cloth, watering regularly and cleaning up domestic garbage on site in a timely manner to avoid environmental pollution, see Fig. 4-9.

In 2019, road construction is a fully enclosed construction in Emin County.

There is no residential area near the construction site, and no garbage bins are placed; the garbage generated during the construction process is processed in time, and no community consultation meeting is held before resettlement.

3) Conduct hearings on the charges for water supply and heating (EM 50%,

Emin County did not hold a hearing on the water supply and heating charges because of no house demolition due to construction in 2019.

3.4 Employment during project implementation and operation (B4)

1) Among employed workers, the local EM ratio is at least 40%, including

In 2019, Emin County project construction employed 31 local non-technical personnel, of which EM accounted for 93.55%, EM women accounted for 32.25% of

EM people. See details in Table 4-19.

The Emin County project in 2019 is still in the construction stage and has not yet set up any operational post. 3) Providing other local employment information and related requirements in bilingual; Social Security Bureau is responsible for the review of labor security contracts

In Emin County, the Contractors' employees can communicate in Mandarin and need no bilingual training. The labor contract is provided by Social Security Bureau of Emin County, but is signed by the Contractor.

4) Improve employment skills of vulnerable groups

In 2019, the poor residents of the villages affected by Emin County project have all been lifted out of poverty, every family of vulnerable groups has family member(s) employed , and their living standards are effectively guaranteed. As of the end of 2019,

Emin County has carried out a variety of skill trainings for 2,245 people, of which

1830 women participated in the training, accounting for 81.48% of the total people trained; at the same time, in order to improve the technical level of EM residents, the project village has launched activities of learning skills and reading books, see Fig. 4-

10.

The project leading group's office of Emin County in 2019 is located in Housing and Urban-Rural Development Bureau. There are 7 staff members in the PMO, all of whom are part-time workers. Training, EM residents can communicate in Mandarin, one of them is proficient in Kazakh; the households of land expropriation are trained through the night school of farmers and herdsmen. EM residents can communicate in

Mandarin.

2) PMO and Office of Land Acquisition and Resettlement staff includes females

The number of PMO and land acquisition staff in 2019 is 23, of which 16 are male and 7 are female; 5 are EM staff.

Section 5 EMDP Monitoring conclusions and recommendations in Emin County

1. Conclusions

(1) The design and implementation of the project ensure the living standard of

EM people, and EM people benefit from various development measures.

(2) The leading organization of EMDP is basically sound, but the PMO staff are

part-time workers, and they do not have an in-depth understanding of EMDP

monitoring work.

2. Problems and suggestions

(1) There is no full-time staff in PMO of Emin County. It is recommended that

PMO of Emin County be equipped with full-time staff who fully understand the

4.1 EM population distribution characteristics

In 2019, the external monitoring agency conducted a follow-up survey of 15 affected residents in the Northern Habuhala Village of Yumin County, involving 50 people, including 6 EM households and 23 EM people. See Table 5-9.

3. Measures to strengthen institutional capacity

3.1 PMO staff

The staff members of Yumin County PMO are the staff of Housing and Urban- Rural Development Bureau, and all are part-time; In 2019, the PMO staffing is stable. See Table 5-20. 2.1 Affected people’s income recovery (A1)

1) Optimize the design plan, reduce the land acquisition and house demolition

In 2019, Yumin County has no impact caused by land acquisition and house demolition under the project.

2) Compensation and resettlement under the RP

In 2019, no compensation and resettlement was performed in Yumin County.

3) Livelihood recovery and training

There is no land acquisition and house demolition in Yumin County 2019. In order to improve the knowledge level and skills of local residents, the Social Security

Bureau organized activities such as skill training and learning activities for farmers and herdsmen.

2.2 Reduce restrictions on access to shops on both sides of the road (A2)

1) Advance notice of road construction deadline in bilingual

Only the installation works of road infrastructure were carried out in Yumin

County 2019, which did not affect the lives of surrounding residents. During the construction period, warning signs and safety notice boards were placed to ensure that residents travel smoothly. See Fig. 5-1.

The construction of the project in 2019 did not cause water cuts and power outages to the surrounding area.

2) Public announcement for project construction sequence

During the construction period in 2019, no complaints were received from the residents in the construction area. Before the project construction, the project contractor placed civilized construction signs, safety production boards and other indicative exhibition boards in the construction area, and consciously reminded local residents to pay attention to construction safety, see Fig. 5-3.

1) Anti-AIDS (HIV/AIDS) awareness raising among staff and communities

In 2019, Yumin County's CDC and relevant departments strengthened the promotion of anti-AIDS knowledge by placing anti-AIDS knowledge panels, distributing brochures and condoms etc. More than 1,000 condoms and more than 200 publicity materials were distributed (See Fig. 5-4). As of the end of 2019, there were 0 new HIV infections in Yumin County.

In order to promote the prevention of infectious diseases, Yumin County mobilized 120 person-times, including the persons in charge and medical personnel of infectious diseases control at various county-level medical institutions, directors of township health centers, epidemic prevention professionals, village doctors, and self- employed doctors to participate into the training programs, with 1500 promotional leaflets handed out, which laid the foundation for the control of infectious diseases.

3) Drug prevention activities

In Yumin County, the law enforcement agencies such as Public Security and

Border Force carried out activities jointly with the communities, such as posting promotional pictures to explain the dangers of drugs to the public, and call on everyone to boycott drugs. Community’s anti-drug volunteers also distributed more than 3,000 anti-drug publicity materials in the community, actively creating a good atmosphere of cherishing life and rejecting the drugs, see Fig. 5-5.

There were no human trafficking cases in Yumin County in 2019. Yumin County government combated drug trafficking and transporting as well as human trafficking through various channels to curb the occurrence of such cases.

2.5 Reduce interference with the EM community (A5)

1) Respect EM culture

During the implementation of the project in 2019, no complaints from EM residents was received. Contractors respect EM customs during the construction, and implement construction is 500 meters away from the mosque, and intensify staff training on respect for EM customs.

2) Contractor provides temporary safety signs in bilingual during construction

Only installation of road facilities were carried out in Yumin County 2019.

During the construction period, more than 10 bilingual temporary safety signs were set up to remind residents to pay attention to safety when traveling.

2.6 Respect EM culture and raise workers’ awareness of EM culture and customs (A6)

1) Contractor needs to separate non-halal canteen from halal canteen

During the construction of the project in 2019, there were no EM employees in the construction area needed to eat in the canteen, thus no halal canteen built in the

2) Workers are well dressed and cannot be shirtless

In Emin County, the Contractors uniformly distribute work clothes to workers, requiring construction personnel to dress uniformly, wear safety helmets, and set up civilized construction signs subject to public supervision.

3) Provide translators (Kazakh or other languages) to improve communication

Contractor hires staff to work in groups, and the team leader is a bilingual staff who can communicate with EM staff and act as a translator.

3. Positive impact enhancement measures (B)

3.1 Increase public transport service coverage (B1)

There are 3 buses in Yumin County, with 37 stops in total. The rebuilt roads have covered all the bus stops, and the newly built roads have no additional bus lines and bus stops.

3.2 Measures to promote traffic safety (B2)

1) Establish temporary and permanent road safety bilingual signs

During construction, in order to prevente accidents, the Contractors set up temporary road safety warning signs, 40 construction signboards, 3 sets of flashing lights, and 30 anti-collision barriers. After the road construction is completed, permanent road safety bilingual signs will be set up, see Fig. 5-6.

2) Promote road safety awareness education

Traffic Police Brigade of Yumin County Public Security Bureau has carried out more than 50 lectures on traffic safety education in the form of interpreting laws and regulations, playing educational vedios, analyzing typical cases, distributing promotional materials, etc., educating the public with more than 8,000 person-times students (see Fig . 5-7).

As of the end of 2019, the Traffic Police Brigade of Yumin Public Security

Bureau has carried out 25 lectures on traffic safety education totally, more than 5,000 person-times of people participating those lectures; no major road traffic accidents have occurred.

3.3 Strengthen public participation (B3)

1) Organize community meetings on environmental hygiene awareness, focusing on EM cultural characteristics

In the project implementation phase, PMO carried out publicity education activities on environmental hygiene awareness for residents through community meetings, publicity exhibition boards and publicity manuals. In 2019, three community meetings on environmental hygiene awareness publicity were organized,

2) Community consultation meetings are held prior to placement of garbage bins, garbage collection points and other sanitary facilities

During the construction period of the project, the placement of rubbish bins and the disposal of rubbish were maintained in their original state. No consultation meetings were held, but environmental health knowledge was promoted through various channels.

3) Conduct hearings on the charges for water supply and heating (EM 50%,

There is no house demolition or relocation in Yumin County in 2019, and the water supply and heating charges are all charged according to a unified standard, so no hearing was held.

3.4 Employment during project implementation and operation (B4)

Section 5 EMDP Monitoring conclusions and recommendations in Yumin County

1. Conclusions

(1) EMDP is progressing as planned in Yumin County2019, and the various

mitigation measures and benefit-enhancement measures under the EMDP are being

carried out in an orderly manner.

(2) The leading organization of EMDP is sound, and the PMO staff have a better

understanding of the plan, can provide relevant information with great coordination

ability and efficiency.

The ADB-funded project affected Tiesbahan Village and Bagtobie village in

Tuoli County 2019. The external monitoring agency has conducted a follow-up survey of 15 affected HHs and a population of 44 people, incl. 6 affected EM households and

Tuoli County PMO is fully equipped to meet project needs. All staff members are provided with computers, a small printer and an all-in-one printer, with office vehicles available.

In 2019, the EMDP of Tuoli County subproject was progressing smoothly; the staff was relatively familiar with EMDP and could coordinate the relevant departments and provide information; the external monitoring work was carried out smoothly.

5. Evaluation of internal monitoring work

In 2019, the PMO of Tuoli County provided relevant information for the external monitoring agency, which met the needs of external monitoring. The project progress report contains EMDP-related content.

2.1 Affected people’s income recovery (A1)

In 2019, 149.93 mu of collective land was acquired in Tuoli County, which was collectively-owned cultivated land, and there was no impact on farmers and herders.

2) Compensation and resettlement under the RP

In 2019, 149.93 mu of collective land was acquired in Tuoli County, and land compensation fees were not in place.

3) Livelihood recovery and training

In 2019, there was no requisition land and demolish houses in Tuoli County, thus no residents were directly affected.

2.2 Reduce the impact on the loss of income of herders in Tiesbahan Village,

Tuoli County (A2)

1) Establishment of bilingual signs and barriers to prevent cattle and sheep

In 2019, 2 km road foundation construction was conducted in Bagtobie village of

Tuoli County, which is 5 km away from Bagtobie village and has no impact on the production and life of local residents.

2) Establish a special safe passage for cattle and sheep

In order to facilitate the passing of cattle and sheep, Contractor has specially set up a detour near the residential area to facilitate the passage of cattle and sheep.

3) Traffic Police Brigade sends police officers to the affected villages for traffic safety education

Newly built roads are not officially opened in 2019, and the accident rate is 0.

2.3 Reduce water cuts in communities and other construction disturbances

(A3)

1) Regular notice (bilingual)

The construction of the project in 2019 did not cause water and power cuts, and did not affect the water supply and power supply lines for the residents.

2) Public announcement for project construction sequence

The project covers only road infrastructure in 2019, which has no impact on local residents.The complaint rate of residents in the construction area is 0.

2.4 Reduce infectious diseases, drug use and human trafficking (A4)

1) Anti-AIDS (HIV/AIDS) awareness raising among staff and communities

Before and during the construction of the project in 2019, the contractor and the community strengthened AIDS prevention education for staff and surrounding residents, and no cases of HIV infection occurred. In 2019, a total of more than 1,000 condoms and more than 500 publicity materials were distributed, see Fig . 6-2.

Tuoli County reports no Class-A infectious disease cases in 2019.

3) Drug prevention activities

In order to further strengthen the anti-drug publicity in Tuoli County, strengthen the anti-drug awareness of the people of all ethnic groups, and effectively strengthen the anti-drug work, the Public Security Bureau carried out anti-drug publicity and education activities of "Cherish Life, Stay away from Drugs" in schools. See Fig. 6-3.

There was no drug trafficking and human trafficking in Tuoli County in 2019.

The government of Tuoli County has taken various measures to crack down on human trafficking and drug trafficking through various channels.

2.5 Reduce interference with the EM community (A5)

The construction site of road works in Tuoli County 2019 is far away from the residential area, and no interference has been caused to the EM community during the construction of the project, and no complaints have been received.

2.6 Respect EM culture and raise workers’ awareness of EM culture and customs (A6)

1) Contractor needs to separate non-halal canteen from halal canteen

During the construction of Tuoli County subproject, the contractor staff were all

Han people, and the local workers hired were responsible for their own meals.The contractor provided food allowance for them and did not set up a halal canteen.

2) Workers are well dressed and cannot be shirtless

In the construction of Tuoli County subproject, uniforms are distributed for workers, requiring the builders to wear neatly during construction and comply with

Contractor's rules and regulations.

3) Provide translators (Kazakh or other languages) to enhance communication between contractors

The employees for Tuoli County subproject are basically technicians, such as drivers, who can communicate in Mandarin (Chinese).Therefore, the Contractors do not have a full-time bilingual translator.

3. Positive impact enhancement measures (B)

3.1 Increase public transport service coverage (B1)

The roads completed in 2019 were not connected to the newly constructed national roads, and were not officially opened to traffic in 2019, thus no new bus lines and bus stops were added.

3.2 Measures to promote traffic safety (B2)

1) Establish temporary and permanent road safety bilingual signs

The Outer Ring Road was completed in Tuoli County in 2018, with 7 permanent signs, 3 signal lights and 4 bilingual signs installed, see Fig. 6-4.

In 2019, all towns and villages in Tuoli County organized villagers to watch traffic safety educational videos at the Farmer and Herdsmen School and learn road traffic safety knowledge, which improved villagers’ road safety awareness. Total 8000 person-times were trained, see Fig. 6-5.

In 2019, Traffic Police Brigade of Tuoli County carried out more than 15 publicity activities on traffic laws and regulations, distributed 1,200 publicity materials and erected more than 20 banners, as shown in Fig. 6-6. As of the end of

2019, no major traffic accidents have occurred in Tuoli County.

In the project implementation phase, PMO carried out environmental hygiene awareness publicity and education activities for residents through community meetings, publicity boards and brochures. In 2019, 3 community meetings on environmental hygiene awareness publicity were organized, with participants of 1500 person-times, 5 exhibition boards, and more than 200 brochures distributed.

2) Community consultation meetings are held prior to placement of garbage bins, garbage collection points and other sanitary facilities

In 2019, the road construction site is far away from the residential area in Tuoli

County. The contractors set up garbage bins and other sanitary equipment according to the garbage disposal regulations for road works, and no community consultation meeting was held.

In 2019, the technical works for road works in Tuoli County are mechanical equipment used for leveling the road; the unskilled workers are temporary ones, responsible for the temporary work of road construction. Total 18 people, all of whom are EM, were employed, including 8 EM females, accounting for 44.44% of total employees. See Table 6-19.

Village) both have farming and herdsmen schools (see Fig. 6-7), and 4-5 teaching or training lectures will be provided every week, with 1 participant from each household. The training content mainly covers the relevant national policies, Mandarin training, agricultural technology and animal farming technology training etc.

Section 5 EMDP Monitoring conclusions and recommendations in Tuoli County

1. Conclusions

(1) The implementation of EMDP in Tuoli County has basically proceeded as

planned in 2019.

(2) The leading organization of EMDP is sound. PMO staff have some

knowledge of EMDP and can provide relevant information for the external monitoring

agency. The staff is of strong coordination ability and high efficiency.

2. Problems and suggestions

(1) The implementation of EMDP is fragmented. It is recommended that the

PMO of Tuoli County coordinates the various departments and carries out the

(2) There is no a full-time member in the PMO. It is recommended that the PMO of Tuoli County shall be equipped with full-time staff having an in-depth understanding of the project, systematically sorting the information, and doing EMDP internal monitoring work.
