The opportunity for an issue to move onto the decision agenda and capture the attention of decision makers occurs with the opening of a policy window which provides a policy entrepreneur (PE) an opportunity to couple the streams. PEs must seize the opportunity to initiate action during this critical period because windows are open for only a short time. Once a window is closed, the three streams separate, signaling that interest in the issue has dissipated, and the opportunity for action is lost. The MSF's transformation from a descriptive framework to a full fledged theory according to critics has been hindered by a lack of explicit hypotheses. This study attempts to contribute to its transformation by subjecting hypotheses generated from the MSF concerning a key component of the MSF—PEs—to testing. Although the MSF accords PEs a central role in policy making, its operationalization of PEs and their actions in the context of the agenda setting process as depicted by the MSF have been neither formally articulated nor tested. This study utilizes a quantitative approach as a method of inquiry. Theoretical propositions generated from the MSF serve as the general analytical strategy for the study as well as structure the research design. Drawing upon the experience, knowledge and efforts of individuals to influence US-Cuba policy ii between 1989 and 2006, a survey consisting of standardized questions is used as the principal method of data collection. Raw survey data are analyzed using various statistical procedures and tests to either confirm or reject hypotheses generated from the MSF. The results are compared with the empirical evidence to determine whether there is a good fit between fact and theory. The results of the study provide weak evidence to support the MSF's characterization of PEs and their actions in the agenda setting process as depicted by the framework, suggesting that further refinement of the MSF's entrepreneurial concept is necessary. However, Flake tacked right during the Senate primary, following the playbook of Senator John McCain in his transformation between the push for comprehensive reform in 2007 and the Republican presidential primary in 2008. Flake went so far as to vote against the DREAM Act in 2010. But the Congressman might not have gotten the memo: in the two years since the Arizona legislature passed SB 1070, voters have begun to realize that immigrant- bashing is distracting and destructive. SB 1070’s lead sponsor, State Senate President Russell Pearce, was kicked out of office in an unprecedented recall election in 2011—then defeated again in 2012. Furthermore, advocates and community leaders are working hard to ensure that Latinos (who measure 30.1% of Arizona’s population and 18.4% of its voter base) and immigrants in Arizona show resilience in the face of anti-immigrant bullying by showing up at the polls. If Carmona is able to beat Flake, it will be due to turnout of Latino voters. Jan Brewer and Joe Arpaio will be represented in the Senate by a vocal supporter of comprehensive immigration reform and the DREAM Act—and it might prove that the head-in-the-sand anti-immigrant fad of the last few years has finally worn out its welcome.

Bill Nelson’s approval rating has slipped since PPP last polled Florida in September, but he maintains double-digit leads over all his potential opponents. That is even true when matched against the highest-profile Republican, Connie Mack IV, whose family name instantly shot him to the top of the primary race when he recently announced he had reversed his original decision not to run. Nelson leads Mack by eleven points (46-35), Adam Hasner by 15 (48-33), George LeMieux and Mike McCalister also by 15 (47-32), and Craig Miller by 19 (49-30). Two months ago, Nelson led McCalister by 13 points, Hasner and LeMieux by 14, and Miller by 17. When Mack was last tested in March, he trailed by 13 points. After bumping his overall job performance rating to a 40-32 spread in September, Nelson has declined to barely even (38-37). At 51-27, he continues to be weak with his own party, but he is unusually strong across the aisle, with 22% of Republicans approving. Meanwhile, with 51% aware enough of him to form an opinion, Mack is the most recognized Republican; the others are known to only 23-33% of voters. Because of that, more Republicans and independents are undecided than Democrats in all the matchups, so the race will get closer once the GOP settles on a nominee next year.

In a statement, Mr. Scarnati denied the link between monetary contributions to his campaign and legislative support for additional gambling, calling the report “appalling.” “I have not advocated for members of the Senate to support video gambling legislation,” the statement read. “In fact — in the past I actively worked against legislation that had been proposed for VGTs [video gaming terminals].” The article, which appeared in Friday’s Post-Gazette, which is a journalism partner with Spotlight PA, said that Mr. Scarnati and lobbyists for deep-pocketed video gaming companies, many from out of state, were pushing for the legislation. Spotlight PA and The Caucus defended their story in a tweet Friday. “We @SpotlightPA and @CaucusPA stand firmly behind our reporting on this story. Our reporters remain undeterred in their commitment to fearless journalism that serves Pennsylvania citizens and holds their elected leaders accountable.” The legislation in question would allow bars, restaurants, clubs and other establishments with liquor licenses to have VGTs. As current legislation stands, only truck stops are allowed to have VGTs in them. In his statement Mr. Scarnati noted that Spotlight PA accepts donations from individuals and organizations as one method of funding the publication. Mr. Scarnati closed his statement by saying that he would meet “any further false media statements” with legal action. Bill Nelson has middling approval numbers, with only 35% of voters approving of him to 42% who disapprove. Usually an incumbent in that kind of position would be doomed for defeat. And yet Nelson has a 7 point lead over Connie Mack IV, 45-38, representing a 5 point increase in his lead compared to our last poll in late July. The reason Nelson's ahead despite being unpopular is that Mack is even more unpopular. Only 27% of voters have a favorable opinion of him to 45% with an unfavorable one. Just 17% of independents have a positive opinion of Mack to 48% with a negative one, and much of Nelson's lead comes thanks to a 45-29 advantage with that group. “Bill Nelson is the clear favorite in the Florida Senate race,” said Dean Debnam, President of Public Policy Polling. “Voters aren’t exactly in love with him but they like Connie Mack IV even less.” Charlie Crist isn't a particularly popular figure in Florida anymore. After his endorsement of President Obama only 36% of voters in the state now have a positive opinion of him to 44% with a negative one. He's lost most of his remaining appeal to Republican voters- he was at 34/49 with them a month ago and now he's dropped a net 21 points to 24/60.

The literature review will develop an understanding of realignment theory and its application to Southern and Florida politics. The data analysis will analyze Presidential, Gubernatorial and Senate Election Results from the six counties, compared with census data for each of the six counties to show voting trends at a county-level basis.

Amer Specialist in American National Government Government and Finance Division Women in the United States Congress: 1917-2008 Summary A record 91 women serve in the 110th Congress: 75 in the House (55 Democrats and 20 Republicans) and 16 in the Senate (11 Democrats and 5 Republicans). A record 94 women have served during the 110th Congress, but three died during the first session, Juanita Millender-McDonald (D-CA), Jo Ann Davis (R-VA), and Julia Carson (D-IN). The first woman elected to Congress was Representative Jeanette Rankin (R- MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 246 women have served in Congress, 158 Democrats and 88 Republicans. Of these women, 211 have served only in the House, 28 only in the Senate, and seven in both houses. The figures include one Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Of the 218 women who have served in the House, 38 were elected to fill vacancies caused by the death of their husbands. Sixteen of the 38 were subsequently elected to additional terms. Twenty-five women have been elected to fill other vacancies. Edith Nourse Rogers (R-MA), who served in the House for 35 years, holds the record for length of service by a woman in Congress. Margaret Chase Smith (R- ME), the first woman elected to the House and Senate, holds the record for Senate service by a woman with 24 years.
