INTRODUCTION For the past ten years China has been carrying out an ambi- tious program to keep its population under 1.2 billion by the year 2,000 by limiting most couples to one child.' The program is his- torically one of the most extensive exercises of state control over fertility and is especially significant in a society where the state has traditionally intervened in family matters only rarely and with much reluctance. Not surprisingly, the policy has encountered great resistance, particularly from rural areas, where roughly eighty percent of China's population lives. Pronatal norms have been tra- ditionally strong in the countryside, and these norms have been re- inforced by the recent introduction of economic policies that tend to encourage large families. Government policies have thus placed much of rural society in a dilemma. Couples may either reject the one-child limit and at- tempt to have more children, thereby increasing their net household income (but subjecting them to government sanctions); or they may obey the one-child limit and suffer the economic consequences of a smaller income. [THIS PAGE INTENTIONALLY LEFT BLANK] THE CHINA MODEL Debates on Political Meritocracy in China A Historical Perspective Pei Wang n his satirical novel The rise of the meritocracy, Michael Young, suggests that political hierarchies in meritocratic regimes may I become frozen and undermine social mobility. Daniel Bell has argued against this position in his book The China Model.1 We will support and deepen this rebuttal from the perspective of the history of ancient Chinese political thought. In fact, every political hierarchy may become frozen; every society may face the problem of the decline of social mobility. However, the problem may not be the concrete political institutions but the weakness of human nature. Meritocracy is precisely the only treatment of such political bottlenecks, which had been proved repeatedly in the history of ancient Chinese political history. The debates about political meritocracy tend to reappear, with new iterations and interpretations, precisely when the old political hierarchies become ossified. Bell·s book should thus be viewed as the latest critical intervention. History of Chinese Philosophy: Antiquity to 1200
Winter 2017 Tues. and Weds 9:00-10:40 Location TBA HISTORY OF CHINESE PHILOSOPHY: ANTIQUITY TO 1200 Tracing its beginnings back to the time of the pre-Socratics, the Chinese philosophical tradition is marked by a diversity and sophistication that makes it interesting not only in its own right, but also as a point of comparative reference: it offers an alternative conceptual and moral space from which to think about basic ideas and questions, and to interrogate the very foundations of philosophical inquiry. This course introduces the maJor texts of the Chinese philosophical tradition from its beginnings c. 6th century BCE to around 1200 CE. The first half will be devoted to key early texts – those connected to the figures of Confucius, Mozi, Mencius, Xunzi, Laozi, Zhuangzi, Han Feizi and others. We will learn about the distinctive concerns and approaches of each of these texts, and the positions they represented within the cosmological, ethical and political debates that ensued during the period of the Warring States (4th-3rd centuries BCE). In the second half of the course, we will learn about new styles of inquiry that accompanied the rise and consolidation of the first empires in China, as well as those that emerged in the wake of imperial collapse in the 3rd century CE. In this part we will study texts connected to the cosmological synthesis of the Han empire; Buddhist hermeneutics and metaphysics; the “Learning of the Mystery”; medieval Daoist self-cultivation; literary theory; and Neo-Confucianism. Han Fei and the Han Feizi
Introduction: Han Fei and the Han Feizi Paul R. Goldin Han Fei 韓非 was the name of a proli fi c Chinese philosopher who (according to the scanty records available to us) was executed on trumped up charges in 233 B.C.E. Han Feizi 韓非子, meaning Master Han Fei , is the name of the book purported to contain his writings. In this volume, we distinguish rigorously between Han Fei (the man) and Han Feizi (the book) for two main reasons. First, the authenticity of the Han Feizi —or at least of parts of it—has long been doubted (the best studies remain Lundahl 1992 and Zheng Liangshu 1993 ) . This issue will be revisited below; for now, suffi ce to it to say that although the contributors to this volume accept the bulk of it as genuine, one cannot simply assume that Han Fei was the author of everything in the Han Feizi . Indeed, there is a memorial explic- itly attributed to Han Fei’s rival Li Si 李斯 (ca. 280–208 B.C.E.) in the pages of the Han Feizi ( Chen Qiyou 陳奇猷 2000 : 1.2.42–47); some scholars fear that other material in the text might also be the work of people other than Han Fei. Second, and no less importantly, even if Han Fei is responsible for the lion’s share of the extant Han Feizi , a reader must be careful not to identify the philosophy of Han Fei himself with the philosophy (or philosophies) advanced in the Han Feizi , as though these were necessarily the same thing. -
An Explanation of Gexing

Since ancient times, the understanding of the prosody of gexing has remained in debate, which focuses on the relationship between gexing and yuefu 乐府 (collection of ballad songs of the music bureau). The points-of-view held by all sides can be summarized as a “grand gexing” perspective (defining gexing in a broad sense) and four major “small gexing” perspectives (defining gexing in a narrow sense). The former is namely what Hu Yinglin 胡应麟 from Ming dynasty said, “gexing is a general term for seven-character ancient poems.” The first “small gexing” perspective distinguishes gexing from guti yuefu 古体乐府 (tradition yuefu); the second distinguishes it from xinti yuefu 新体乐府 (new yuefu poems with non-conventional themes); the third takes “the lyric title” as the requisite condition of gexing; and the fourth perspective adopts the criterion of “metricality” in distinguishing gexing from ancient poems. The “grand gexing” perspective is the only one that is able to reveal the core prosodic features of gexing and give specification to the intension and extension of gexing as a prosodic style. The results show that a proportion of the BB plume was blocked and compressed at the windward side of CMR. High-altitude BB plume is shown to influence air quality on the ground via three mechanisms: (1) the subsidence in the anticyclone, (2) the downward motion in the cold surge, and (3) the vertical mixing of the boundary layer over land. -

Dynamics of Disintegration: The Later Han Empire (25-220CE) & Its Northwestern Frontier Abstract As a frontier region of the Qin-Han (221BCE-220CE) empire, the northwest was a new territory to the Chinese realm. Until the Later Han (25-220CE) times, some portions of the northwestern region had only been part of imperial soil for one hundred years. Its coalescence into the Chinese empire was a product of long-term expansion and conquest, which arguably defined the egionr 's military nature. Furthermore, in the harsh natural environment of the region, only tough people could survive, and unsurprisingly, the region fostered vigorous warriors. Mixed culture and multi-ethnicity featured prominently in this highly militarized frontier society, which contrasted sharply with the imperial center that promoted unified cultural values and stood in the way of a greater degree of transregional integration. As this project shows, it was the northwesterners who went through a process of political peripheralization during the Later Han times played a harbinger role of the disintegration of the empire and eventually led to the breakdown of the early imperial system in Chinese history. -

The Seven Warring States known as Qin, Qi, Chu, Yan, Han, Wei and Zhao have successively changed their laws and set the foundation for the country. The national strength hovers between the valley and school’s doctrines have accelerated the historical process of the Great Unification. The legalists laid a political foundation for the big country, constructed a power framework and formulated a complete policy. On the rule of law, the strategist further opened the gap between the powers of the country. In other words, the rule of law has created conditions for the cross-border family to seek the country and the activity of the latter has intensified the pursuit of the former. This has sparked the civilization to have a depth and breadth thinking of that period, where the need of ideology and research are crucial and necessary. This article will specifically address the background of the legalists, the background of these two generations, their historical facts and major achievements as well as the research into the practical theory that was studies during that period.
