Asia-Pacific Regional Scout Committee / Sub-Committee 1st MALAYSIA OPEN ROVERS CHALLENGE CAMP Recreational Center JPS Iboi, Baling, Kedah, Malaysia 27th to 30th August 2015 General Information Venue: Recreational Center JPS Iboi located in Baling District in States of Kedah, Malaysia Date and Duration: 27th to 30th August 2015 Rovers crews are expected to arrive on 27thAugust and may leave on 31stAugust onwards. 31st August is National Day in Malaysia. Participant may enjoy celebration in Kuala Lumpur. Airport Reception: Participants will be met by PPM Scouts at Penang International Airport(PEN) and will be transported to the coursevenue. Please wear your Scout uniform, or least a Scout scarf, so that you can be easily recognized, by Malaysian Scout Leaders, when you arrive at Penang International Airport (PEN). The host association has assigned Liaison Officers who will assist each participating countries from their arrival until they reach the venue. Kindly notify our Head of International Liaison Officer prior to departure (MrMeor +6012 578 6982). It is 6 hours journey from Kuala Lumpur. Those who wish to commute by bus, kindly proceed to UTC Kuala Lumpur (also known as Puduraya) and take direct bus to Baling. It is 6 hours journey from Kuala Lumpur. Once arrive in Baling Town, kindly notify our International Liaison Officer (MrMeor +6012 578 6982 or Mr. Hilmi+6017 745 0802) Participants: Rover scout crew age 18 to 26 years old.Rover scout leaders and commissioners are welcome to accompany their crew. Aim To provide young adult with opportunities to undertake their personal development through outdoor challenges which will helping the transition from adolescence to adulthood. In this rovers challenge, they will serve local community by helping them build facilities such as bridges, bus stand, hut etc. In the same time, testing their survival abilities via various outdoor challenges Registration Fee: The fee is USD 80.00 which will cover inland transportation, food, accommodation and camping kits Working Language: The working language of this camp is Bahasa Malaysia. Most of local rovers and organizer have intermediate level of English. Visa: Malaysia has a flexible visa policy but inquire locally if you require entry visa. If you need, please send your passport details well in advance for a visa request letter to the host organizing committee. Apply for your visa well ahead of your travel date to avoid last minute rush and disappointment. Further, NSOs are expected to coordinate with PPM in the facilitation of visas. Weather: One constant in Kedah is the equatorial climate all over the year. It has consistently warm day time temperatures, balmy evenings and afternoons that are often punctuated by thunderstorms, usually passing quickly to leave the evenings cool and rain free. The temperature normally varies from 30°C to 34°C during the day and 25°C to 28°C during the night. However, as soon as rain showers drench the rural area, the temperature falls down. The average humidity exceeds 82%. Although there is rain throughout the year, March to April and September to November are the wettest months. Whenever there is a heavy rainfall, flooding is a regular affair in the city, particularly in the city centre and downstream areas. Currency: The name of Malaysia currency is Ringgit. Current conversion to USD1.00is around MYR3.72(as of 23rdJune 2015) Currency exchange is not possible atthe course venue. Participants are therefore requested to change their currency at the Airport. What to bring& accommodation: Participants are recommended to bring scout uniform, personal clothing,personal medicines, slippers, light clothes like t-shirts, short pants and bermudas. Rain showers are common in Kedah, so it's better to wear light clothes that can dry up easily. To shield yourself from the bright sun, bring a head gear and sunglasses. Kindly bring your own camping kits (sleeping bag, tent, etc.). All participants will be directed to designated sub camp upon registration. Please bring your own toiletries (towels, toothbrush, toothpaste, soap, etc.); sun block or sun screen lotion; Camera! Some badges for swapping. Bring small gifts that is unique to your country, when you go to home hospitality. Internet & Sim Card Internet may be limited since campsite located in rural area.The GSM mobile network works in Malaysia. You can buy a local SIM card and install it in your un-locked GSM mobile phones. SIM card price varies from as low as MYR6.00 to MYR20.00. There are few local sim-card providers able to provide good coverage and reception such as Celcom and Maxis. Alternatively, you can rent mobile phone from the mobile shops at the airport. Phone from Korea and Japan, under a non-GSM system, may not work in Malaysia. Check your local mobile company if they can provide you with a mobile phone, which can work in Malaysia. Food Food from lunch of 27-Aug-15 to dinner of 30-Aug-15 is included in the fee. If you are arriving earlier than the expected date because of flight availability, you need to arrange this individually with the host association. Food will be of international menu and will try to cater to the needs of participants, especially those who have restrictions (vegetarian or those with allergies). Each food will be identified in English. Electricity: Electricity is 240 volts, 50Hz. Electrical plugs are of Type G (British 3-pin rectangular blade plug). This plug and receptacle is technically known as the BS 1363 (British 13 A/230-240 Volts 50 Hz earthed and fused).     The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria. This district is also being made as an agro-tourism area by the Kedah State Government. However, the effectiveness of tourism development in Sik has not reached its optimum level. This article is focusing on the level of exploration and involvement (Butler, 1980) of tourism development in Sik. The research method involved fieldwork and interviews. The samples of this study are Sri Lovely Organic Farm, Pesisir Sungai Sik, and Ulu Muda Eco Park. The findings show the community involvement level is still low. By identifying the barriers that influences enforcement actions would lead to efficiency in managing organisational resources. This study employed semi-structured interview with 13 top management officers to gain insight on enforcement execution. The Nvivo application was used to identify the most relevant theme as informed by the data. The finding indicates that the internal resource management, specifically Human Resources and Information Technology greatly influences the effectiveness and successfulness of enforcement action in local governments. The study indicated that the lack of Human Resources and Information Technology are among the barriers to the effectiveness of the enforcement action in selected Malaysian local government.
