United States of America) Arkansas Model United Nations (AMUN) November 20-21, 2020 Teeter 1 Historical Context For years, there has been a consistent struggle between the State of Israel and the State of Palestine led by the Palestine Liberation Organization (PLO). In 2018, United States Secretary of State Mike Pompeo announced that the U.S. embassy located in Tel Aviv would be moving to the city of Jerusalem.1 Palestine, angered by the embassy moving, filed a case with the International Court of Justice (ICJ) in 2018.2 The history of this case, U.S. relations with Israel and Palestine, current events, and why the ICJ should side with the United States will be covered in this research paper. Israel and Palestine have an interesting relationship between war and competition. In 1948, Israel captured the west side of Jerusalem, and the Palestinians captured the east side during the Arab-Israeli War. Israel declared its independence on May 14, 1948. In 1949, the Lausanne Conference took place, and the UN came to the decision for “corpus separatum” which split Jerusalem into a Jewish zone and an Arab zone.3 At this time, the State of Israel decided that Jerusalem was its “eternal capital.”4 “Corpus separatum,” is a Latin term meaning “a city or region which is given a special legal and political status different from its environment, but which falls short of being sovereign, or an independent city-state.”5 1 Office of the President, 82 Recognizing Jerusalem as the Capital of the State of Israel and Relocating the United States Embassy to Israel to Jerusalem § (2017). -

U.S. decisions concerning air and ground conventional forces for NATO are, however, tied closely to, and must be assessed in terms of, the capabilities of our NATO allies. This paper outlines the increasing importance of mobility and logistics in NATO defense. It compares U.S. and allied capabilities in those areas and presents options regarding U.S. decisions on logistics and mobility. The paper is part of a CBO series on the U.S. military role in NATO. I- EXECUTIVE SUMMARY ; , Declining tank production rates and lower defense spending caused the 1995 Base ' Realignment Closure Commission to recommend that the Detroit Arsenal Tank Plant i , (DATP), a Government Owned Contractor Operated (GOCO) facility, be shut down. For I the years that General Dynamics Land Systems (GDLS) has produced tank systems at DATP (since 1982), tank production operations were specific to Building 4 of the plant, Bays K & L. Extensive radiological wipe testing was conducted in these areas in an I effort to quantify any removable radiological contamination that may have been present as a result of GDLS's use of sealed tritium (H-3) sources in the tank's fire control system; ! specifically the Muzzle Reference Sensor (MRS). Results by liquid scintillation analysis 4 indicate a level of removable tritium contamination much lower than (by a factor of | approximately ten (10)) the NRC's unrestricted release limit (1000 disintegrations per ' minute (dpm) per 100 cm2 ). ' Four (4) areas showed levels of removable contamination near or at the Department of the Army's release limit (100 dpm/100 cm'). -

PHILIP SHIMAN USACERL Special Report 97/77 July 1997 A Study Jointly Sponsored by: United States Air Force Department of Defense Legacy Air Combat Command Program, Cold War Project FOREWORD The Department of Defense (DOD) Legacy Resource Management Program was estab- lished in 1991 to “determine how to better integrate the conservation of irreplaceable bio- logical, cultural, and geophysical resources with the dynamic requirements of military missions.” One of Legacy’s nine task areas is the Cold War Project, which seeks to “inven- tory, protect, and conserve [DOD’S] physical and literary property and relics” associated with the Cold War. In early 1993, Dr. Rebecca Hancock Cameron, the Cold War Project Manager, assisted by a team of DOD cultural resource managers, formulated a plan for identifying and documenting the military’s Cold War era resources. They adopted a two-pronged approach. The first phase was to conduct a series of studies documenting some of the nation’s most significant Cold War era sites. The second step had a much broader focus. Recognizing the need to provide cultural resource managers and historians with a national framework for future Cold War studies, the Cold War Project recommended con- ducting a series of theme and context studies that would examine the impact of promi- nent military weapon systems and missions on the American landscape. -

It includes a review of past aid programs, data on annual assistance, and analysis of current issues. For general information Jeremy M. Specialist in Middle Eastern Affairs Israel is the largest cumulative recipient of U.S. foreign assistance since World War II. To date, the United States has provided Israel $142.3 billion (current, or noninflation-adjusted, dollars) in bilateral assistance and missile defense funding. Almost all U.S. bilateral aid to Israel is in the form of military assistance, although from 1971 to 2007 Israel also received significant economic assistance. In 2016, the U.S. and Israeli governments signed a new 10-year Memorandum of Understanding (MOU) on military aid, covering FY2019 to FY2028. Under the terms of the MOU, the United States pledges to provide $38 billion in military aid ($33 billion in Foreign Military Financing grants plus $5 billion in missile defense appropriations) to Israel. This MOU replaced a previous $30 billion 10-year agreement, which ran through FY2018. Israel is the first international operator of the F-35 Joint Strike Fighter, the Department of Defense’s fifth-generation stealth aircraft, considered to be the most technologically advanced fighter jet ever made. To date, Israel has purchased 50 F-35s in three separate contracts. -

Dod Fiscal Year 2009 Budget Request Summary Justification
U.S. Department of Defense FISCAL YEAR 2009 BUDGET REQUEST Summary Justification February 4, 2008 On behalf of the President, I am pleased to transmit to Congress this volume that presents the Department of Defense’s budget request of $515.4 billion for Fiscal Year 2009. This is the first Defense summary justification volume of its kind. Its purpose is to inform Congress and provide the American people a clear understanding of how their tax dollars are being invested to provide for our Nation’s defense. It includes: • An explanation of the Department’s missions, accomplishments, and priorities; • A summary of the request by Military Department and Defense agency; • Information on special areas of interest and emphasis for Fiscal Year 2009; and • Details on the Department’s major weapons programs. The Military Departments and Defense agencies will provide Congress with additional detailed justification materials on this request. The requested funds would: provide military pay, benefits, and world-class healthcare for 2.2 million Soldiers, Sailors, Marines, and Airmen ($149.4 billion); support military operations and force readiness ($158.3 billion); invest in strategic modernization ($183.8 billion); and support family housing and facilities ($23.9 billion). In addition to the $515.4 billion request, the Administration requests $70 billion for an emergency allowance for the Global War on Terror. Details will be provided to Congress once the specific needs of our troops on the ground are better known. However, it remains imperative that Congress complete action on the remaining $102.5 billion Fiscal Year 2008 Global War on Terror request.
