1 Operation. Preferred Alternative B2M passes 2 directly in front of the Winters House in a lidded 3 trench. The eastern edge of the Preferred Alternative 4 B2M right-of-way measures approximately 5 feet 5 from the edge of the Winters House but located 6 below grade and lidded to prevent visual effects on 7 the Winters House historic context. The guideway is 8 within the 50-foot boundary for the property 9 established by the NRHP nomination.

10 Exhibit 3-8 depicts the Winters House with the 11 proposed project, and Exhibit 3-9 shows the cross- 12 section for Preferred Alternative B2M with the 13 existing cross-section. The perspective and cross- 14 section views illustrate minimization and avoidance 52 15 designs incorporated into the project to maintain 53 EXHIBIT 3-6 16 historic integrity during light rail operation. These 54 Winters House, 2102 Bellevue Way SE 17 elements include placing the light rail in a lidded 18 trench for the property length, and a landscape plan 19 will be designed that is sensitive to the historic 20 nature of the building and setting.

21 Whereas the Winters House continues to fully 22 convey its significance as outlined in its NRHP 23 registration form, the 50-foot boundary around the 24 house, which is now reduced due to the widening of 25 Bellevue Way SE, and the landscape no longer retain 26 integrity and are not historic or character-defining. 27 Further, although the presence of land surrounding 28 the property has been a feature since it was 55 29 constructed, the setting of the residence as it relates 30 to Bellevue Way SE is not a character-defining 56 EXHIBIT 3-7 31 feature given the roadway’s loss of integrity. 34 Due to the proximity of the covered trench and light 35 rail guideway to the Winters House, the potential 36 for noise, settlement, and vibration impacts during 37 operation was analyzed and is described in more 38 detail in the Noise and Vibration section above. The 39 project would likely have ground-borne noise 40 impact at the Winters House. As described in the 41 Noise and Vibration section, resilient fasteners or 42 ballast mats would reduce the ground-borne noise 43 levels, and such measures are incorporated into the 44 project. Ground-borne noise will still be over the 45 impact criteria at one location, but the building 46 could continue to be used as it is currently.
