Azerbaijan emerged as an independent country in 1991 with the breakup of Soviet Union, along with five other Central Asian states. Pakistan recognized it shortly after its independence and opened diplomatic relations with resident ambassadors in the two capitals. -

La liberté d’expression des parlementaires s’inscrit dans la tradition juridique de tous les États membres. Elle se traduit par le fait que les parlementaires doivent être protégés, en leur qualité d’élus, dans l’exercice de leurs fonctions au sein de l’enceinte parlementaire. 2. Cependant, cette protection ne signifie pas qu’un parlementaire, n’ayant pas respecté les règles de conduite au sein de son assemblée, ne puisse être sanctionné disciplinairement pour son comportement perturbateur. 3. La présente note vise la liberté d’expression des membres des Parlements nationaux des États membres sous deux aspects distincts. D’une part, le régime de sanctions disciplinaires infligées par ces Parlements à leurs membres pour les propos tenus dans leurs fonctions parlementaires et la mise en œuvre effective de celui-ci. -

Despite hopes that the Eastern Partnership (EaP) would SSN I act as a transformative tool to strengthen democracy, stability, security and regional cooperation, this has not happened. Rather the EaP has produced limited results, with the region today more fragmented than it was five years ago. Russia’s war against Ukraine has further exacerbated the situation RY 2015 RY A as it raised concerns over the extent to which the South Caucasus countries could genuinely rely on the West. Today, Armenia, Azerbaijan and Georgia have different geostrategic trajectories. While Georgia has stuck to the Euro-Atlantic track, Armenia joined the Russian-led Eurasian Union in January 2015. Meanwhile Azerbaijan has the luxury of choosing not to choose. Developments in the region have demonstrated that a one size fits all approach does not work and a more ERs 15 | 06 - FebrU ERs differentiated policy is required. “CAVIAR DEMOCRACY” By Paolo Mondani With the assistance of Cataldo Ciccolella NICOLAS SARKOZY Democracy means having a multiparty system, free elections, freedom of expression, and of course, human rights. MATTEO RENZI – PRIME MINISTER OF ITALY For me, democracy is a serious matter, and does not change in accordance with who wins or who loses an election. FRANÇOIS HOLLANDE Democracy is more powerful than war. ANGELA MERKEL We need an independent judiciary. Independent media. And we need a strong parliament. VLADIMIR PUTIN Democracy is not subject to the same rules across the world. It cannot be seen as one, stereotypical thing, whether it be American, European, Russian or Indian. RECEP TAYYIP ERDOGAN We have redefined democracy. It’s like a tram. You go as far as you need to, and then you get off. ILHAM ALIYEV Freedom of the press is one of the greatest assets of modern Azerbaijan. And we are proud of this. MILENA GABANELLI IN THE STUDIO Good evening. Democracy is always what it appears to you, the individual. It is most certainly not an acquired right, something that remains fixed and immutable over the centuries. If you let your guard down because "they do what they want anyway", it will eventually shed its skin. The focus of today's investigation is an Italian politician, accused of corruption and money laundering, and our story takes place in the Council of Europe -not the same thing, by the way, as the European Council. What is the Council of Europe? It is an international organisation that was established in 1949, in order to protect and defend the pillars of democracy: freedom of expression, human rights, and the succession of democratically-elected governments.
