SAIOACG/6 and SEACG/23− WP11 29/02/2016 – 04/03/2016 International Civil Aviation Organization Sixth Meeting of the South As SAIOACG/6 and SEACG/23− WP11 29/02/2016 – 04/03/2016 International Civil Aviation Organization Sixth Meeting of the South Asia/Indian Ocean ATM Coordination Group (SAIOACG/6) and the Twenty-Third South East Asia ATM Coordination Group (SEACG/23) Bangkok, Thailand, Thailand, 29 February – 04 March 2016 Agenda Item 7: ANSP Coordination and Civil/Military Cooperation FUA MANUAL TEMPLATE (Presented by India) SUMMARY This paper presents a Template Manual on Flexible Use of Airspace which may suitably be modified by States which intend implementing FUA and publishing a mother document which guides all stake holders involved in the flexible and optimal use of airspace. 1. INTRODUCTION 1.1 The Manual on FUA in India was prepared by a specially constituted subcommittee of India’s National Airspace Management Advisory Committee (NAMAC), which included the Lead Member from the ANSP, and three members from the Indian Air force, Indian Navy and DGCA, India. The drafting committee took into consideration the body of knowledge contained in various ICAO Documents and Manuals, especially ICAO Cir 330, CAR SAM Guidance Material, Euro Control Documents and FAA Documents. 1.2 The main challenges were to ensure that the document should neither be too narrow nor too broad, aligned with processes and procedures internationally accepted, whilst providing a perfect fit into the Indian Context and within the Indian Safety and Security paradigm. The Manual was drafted to contain a historical perspective, which builds trust, a current perspective so that there may be a pragmatic management of Basic FUA and a futuristic perspective to address the evolution of the system, accounting for Civil Military System Interoperability. 2. DISCUSSION 2.1 In the 26th meeting of APANPIRG, the Chairman of the APANPIRG ATM SG, presented the “Outcomes of ATMSG/3 meeting”, held between 3rd to 7th August 2015, in which he mentioned that “India provided an overview on the development and validation of a Manual on Flexible Use Airspace (FUA), which was based on ICAO Circular 330. The Manual on FUA, India, V1.0 was adopted at the second meeting of the National High Level Airspace Policy Body meeting, which demonstrated an effective strategic decision-making process. The ATM/SG noted with appreciation the generic version based on the FUA Manual would be presented by India at a forthcoming planned ICAO civil/military seminar/workshop, so it could be used as a resource by Asia/Pacific States”. 2.2 In APANPIRG/26 in another Working Paper presented by the ICAO APAC Secretariat on “FUA Activities and Support by ICAO APAC Regional Sub Office” identified the following activity “Assist in the establishment of a National CMAC Committee, including developing its Terms of Reference and drafting State FUA Manual”. SAIOACG/6 and SEACG/23− WP11 29/02/2016 – 04/03/2016 2.3 In the Fifth meeting of the ICAO APAC Air Traffic Flow Management Steering Group, held between the 30th March and 3rd April, 2015, AAI presented the Manual on FUA, India as an attachment to its working paper for the perusal of all participants. The meeting was informed that the Manual on Flexible Use of Airspace, India is available on public domain and uploaded in two of its websites. The States were requested to access the information on www.aai.aero/public_notices/FUA_Manual_V1_230315.pdf and www.aaians.org. 2.4 In order to make a generic material available for ICAO APAC States, so that the home State specific details are excluded and a framework for inclusion of text, suggestive and indicative, FUA Secretariat, India has prepared a Template, which is provided as Attachment A to this Working Paper. 2.5 India is also willing to assist any State in drafting their Manual on FUA, in close coordination with ICAO APAC Office and ICAO APAC RSO. 3. ACTION BY THE MEETING 3.1 The meeting is invited to: a) note the information contained in this paper; and b) make good use of the FUA Manual template c) discuss any relevant matters as appropriate. …………………………. 2 TEMPLATE MANUAL ON FLEXIBLE USE OF AIRSPACE (NAME OF THE STATE) VERSION X.x FOREWORD Air space is a finite sovereign resource which is to be optimally and equitably shared by all the Airspace Users. This can be effectively achieved through Flexible Use of Airspace which is an Airspace Management concept based on the principle that Airspace should be treated as a continuum in which all user requirements are accommodated to the greatest possible extent, well-articulated and detailed in ICAO Circular 330. Implementation of FUA will result in dynamic flight planning, reduced fuel consumption & operating cost, along with consequent reduction in carbon footprint. Considering the benefits of implementation of FUA, Government of (State XYZ) has set up an apex body called National High Level Airspace Policy Body for Airspace use (NHLAPB) for identifying the requirements of various users and ensuring that the airspace is equitably shared among all the Airspace users. As envisaged by NHLAPB, preparation of FUA Manual is a vital and an important step in ensuring timely and smooth implementation of FUA, considering the magnitude of the task and the number of stakeholders involved in the process. Accordingly, this FUA Manual for (State XYZ) has been developed for use in the (XYZ) FIRs taking into account the operational improvements and airspace optimization initiatives in the short and medium term and in accordance with ATS route network optimization in the region. The Manual takes into consideration the National background on Civil Military cooperation, security requirements, Global best practices on FUA and the principles of FUA enshrined in various ICAO Documents. The FUA Manual will uniformly apply to all Civil and Military use of Flexible Airspace structures and conditional route networks. The comprehensive FUA Manual, through a systematic guidance for all the stakeholders, will go a long way in ensuring timely implementation of FUA in (State XYZ) and guiding all the stakeholders in realizing the intended benefits. II Global background a) Annex 2 - Rules of the Air, contains rules concerning flight and aircraft maneuvering within the scope of Article 12 of the Convention, and provisions for coordination with military authorities for reasons of integrity and territorial sovereignty of a State, whereas Annex 11 - Air Traffic Services, contains provisions concerning the need to coordinate with military authorities or units, mainly to the extent that State aircraft activities may affect civilian operations and vice versa. b) In addition, the Procedures for Air Navigation Services - Air Traffic Management (PANSATM, Doc. 4444) contain procedures applicable to other in-flight contingencies,

Henderson ABSTRACT The busiest regions of airspace in the U.S. are congested during much of the day from traffic volume, weather, and other airspace restrictions. The projected growth in demand for airspace is expected to worsen this congestion while reducing system efficiency and safety. This dissertation focuses on providing methods to analyze en route airspace congestion during severe convective weather (i.e. thunderstorms) in an effort to provide more efficient aircraft routes in terms of: en route travel time, air traffic controller workload, aircraft collision potential, and equity between airlines and other airspace users. The en route airspace is generally that airspace that aircraft use between the top of climb and top of descent. Existing en route airspace flight planning models have several important limitations. These models do not appropriately consider the uncertainty in airspace demand associated with departure time prediction and en route travel time. Also, airspace capacity is typically assumed to be a static value with no adjustments for weather or other dynamic conditions that impact the air traffic controller.

It further stated that 80 percent of the commercial market for drones eventually will be for agricultural uses. Thus, the emerging civil drone sector across the globe has a wide application and will have a significant impact on jobs, the economy, how business is carried out and the aviation industry.
