Camp Blanding Multiple At-Risk Species: Candidate Conservation Candidate Conservation Agreement with Assurances for Multiple At-Risk Species in North Florida Camp Blanding Joint Training Center Clay County, FL © Kevin Enge © Peter Canavan © FWC © Andy Wraithmell Prepared by the U.S. Fish and Wildlife Service, Florida Armory Board, and the Florida Fish and Wildlife Conservation Commission in cooperation with the Army National Guard March 28, 2017 EXECUTIVE SUMMARY In the Southeast Region of the U.S. Fish and Wildlife Service, there are 470 Federal candidate species and other at-risk species ranging from narrow endemics to wide-ranging mammals and birds. Given the number and diversity of these species, it is clear that a monumental effort is needed for their conservation. Approaching such a task with a single-species mindset would be both ineffective and inefficient. The need to develop Candidate Conservation Agreements with Assurances that cover large geographic areas and address the needs of multiple species was emphasized in the Southeast Region’s Ecological Services Work Plan for fiscal year 2013 and beyond (Service 2013). To further the Work Plan’s “Desired Future Condition of At-Risk Species Conservation,” this Candidate Conservation Agreement with Assurances is designed to deliver conservation at the habitat scale. The premise of this strategy is that most candidate and at-risk species face threats associated with loss and/or degradation of habitat (a description of the substantive habitats addressed in this CCAA is discussed in the Description of the Enrolled Lands section below). Through this Candidate Conservation Agreement with Assurances, the State of Florida Armory Board will implement conservation actions on portions of the Camp Blanding Joint Training Center to effectively protect, restore, and manage the candidate and at-risk species’ (Covered Species) habitat so as to eliminate or reduce threats to a level that precludes or removes the need to list a species under the Endangered Species Act of 1973, as amended (16 U.S.C. § 1531 et seq.). Three conservation objectives and multiple conservation actions are presented in this Agreement to accomplish this goal. Where threats other than habitat loss and degradation are known, this Candidate Conservation Agreement with Assurances addresses specific actions to reduce or eliminate them. This Candidate Conservation Agreement with Assurances is unique in that the Covered Species are Federal candidates and/or species that are listed by the Florida Fish and Wildlife Conservation Commission (Commission) as State-threatened species or species of special concern. After the terrorist attacks on September 11, 2001 and the wars in Iraq and Afghanistan began, American pride and displays of homeland loyalty created a unique event in American history.

The taxon Euphyes dukesi calhouni Shuey, new subspecies endemic to FIOlida, is described. This subspecies is amply differentiated from Euphyes dukesi dukesi and the two taxa are allopatric. In northeaste rn F lorida and sout eastern G eorgia, whe re their known ranges closely approach one another, there is almost no evidence of inte r­ gradation. Euphyes dukesi calhouni is limited to swamp habitats that support large stands of the sedge hostplants, various Rhynchospora and Carex specie:; (Cype raceae). Additional key words: biogeography, we tlands, conservation. The southern Atlantic and Gulf Coastal Plains are rich regions for wetland butterflies, especially for genera such as Euphyes, Poanes, and Problema. For example , as currently known, eight named Euphyes spe­ cies or subspecies occur in the wetlands of these coastal plains. Four of these taxa are restricted to the coastal plain: Euphyes palatka palatka (Edwards), Euphyes palatka klotsi Mille r, Harvey and Miller, Euphyes berryi (Bell), and Euphyes bayensis Shuey. Just as interesting as their limited coastal distributions is the presence in these wetland skippers of well differentiated p eripheral populations, many of which have only recently bee n recognized and described. These peripheral populations are most probably the end result of allopatric diffe rentiation. For example, Euphyes palatka klotsi repre sents its spe­ cies on a few of the lower Florida Keys, separated from the nominate mainland subspecies by just tens of miles.

Purpose: The Kip Tokuda competitive grant program supports the intent of RCW 28A.300.405 to do one or both of the following: 1) educate the public regarding the history and lessons of the World War II exclusion, removal, and detention of persons of Japanese ancestry through the development, coordination, and distribution of new educational materials and the development of curriculum materials to complement and augment resources currently available on this subject matter; and 2) develop videos, plays, presentations, speaker bureaus, and exhibitions for presentation to elementary schools, secondary schools, community colleges, and other interested parties. 2. Description of services provided: Grants were provided to the following individuals and organizations: Bainbridge Island Japanese American Community (BIJAC): BIJAC offered workshops featuring four oral history documentary films of the Japanese American WWII experience and accompanying curricula aligning with OSPI-developed Assessments for use in distance-learning lessons during the COVID- 19 pandemic, and developed online interactive activities to use with the oral history films in online workshops. Erin Shigaki: In the first phase of the grant Erin used the funds to revise the design of three wall murals about the Japanese American exclusion and detention located in what was the historic Japantown or Nihonmachi in Seattle, WA. The first and second locations are in Seattle’s Chinatown-International District in “Nihonmachi Alley” and the third location is the side of the Densho building located on Jackson Street. Erin spent time working with a fabricator regarding material options and installation. Atlanta, Georgia. ii EXECUTIVE SUMMARY Black Creek crayfish (Procambarus pictus) are small to medium sized crayfish endemic to four northeastern Florida counties (Clay, Duval, Putnam, and St. Johns) in the Lower St. Johns River Basin. Black Creek crayfish rely on cool, flowing, sand-bottomed, and tannic-stained streams that are highly oxygenated. Locations that fulfill the species’ habitat requirements are typically headwater sections of streams that maintain a constant flow; however, they are found in small and large tributary streams. Within these streams, Black Creek crayfish require aquatic vegetation and debris for shelter with alternation of shaded and open canopy cover where they eat aquatic plants, dead plant and animal material, and detritus.

    by Mike Prero Over 55 years ago, the United States entered World War II. To most Americans, now, it’s something that happened “over there” and is far removed from home. We frequently read books and see movies about our soldiers in Japanese or German prisoner-of-war camps, but few members of the younger generation realize that between 1942 and 1946, the United States held almost 400,000 German, more than 50,000 Italian, and 5,000 Japanese soldiers in P.O.W. camps right here in the United States. I’ve been a Military collector ever since I entered the hobby, but my interest was really drawn to P.O.W. camps during a game of bridge a number of years ago. Our opponents, an elderly couple, had actually met and fallen in love in a Japanese P.O.W. camp in the Philippines. Fascinating! And so are P.O.W. camp covers. There were over 500 such P.O.W. camps in America during the war. One of them was right down the road from here, in Stockton, CA. Not surprisingly, most were located in the western and central states that had wide-open spaces: California, Texas, Idaho, Arizona, Nebraska, Kansas, Wyoming, etc. Although, there were a few in places like Maryland, Wisconsin, and Michigan. As with most World War II U.S. installations, there are a variety of covers from these P.O.W. camps, although they are definitely scarce compared to the number of camps that existed. I currently have 6,842 U.S. Military covers, but Major P.O.W.
