Tammam SALAM Depuis 1992 le Salon du livre francophone de Beyrouth affirme le rôle essentiel du Liban au cœur de la francophonie. Par le talent de ses auteurs, par le dynamisme de ses éditeurs et libraires, par la fidélité du grand public à cette manifestation, le Liban participe pleinement aux échanges d’idées, aux débats culturels, à la circulation des œuvres qui font vivre la francophonie. Je suis heureux d’accueillir à Beyrouth les auteurs et les professionnels du livre qui viennent y rencontrer le public libanais. L’étroite coopération avec l’Ambassade de France dans laquelle sont engagés tous les participants pour défendre et illustrer la vitalité de la langue française au Liban est fructueuse. Le Salon du livre en est l’une de ses plus belles réalisations. Je souhaite le meilleur succès à cette vingt et unième édition du Salon, succès qu’il nous revient à tous collectivement d’assurer. M. Patrice Paoli Ambassadeur de France au Liban Pour le plus grand plaisir du promeneur, Beyrouth résonne en permanence des mots qui fusent et des histoires que l’on se raconte, au carrefour des rues, mais aussi des cultures qui convergent depuis toujours en ce lieu d’échange et de partage. Des histoires, le Liban en contera toujours, mais quel événement est plus propice que le Salon du livre francophone pour les réunir ? A l’image du Liban et de sa remarquable richesse culturelle, le Salon du livre a su s’imposer comme un des lieux de rencontre privilégiés des amoureux de la littérature qui y trouveront de quoi étancher leur soif de nouveauté, de dialogue et de partage. Le thème de cette année, « Des mots, des histoires », est l’occasion de rappeler combien le livre reste un moyen formidable de narrer des histoires, de transmettre des sentiments, des idées et de rendre compte de l’histoire et de son cours souvent dramatique. En permettant à des auteurs venus de tous horizons de venir présenter leurs ouvrages autour de rencontres, de débats et de manifestations diverses, le Salon du livre défend les valeurs de tolérance et de partage d’une francophonie ouverte sur le monde et sur la diversité des usages de la langue française. Pour autant, le Salon du livre ne fait pas seulement le pont entre les auteurs et leurs lecteurs mais aussi entre les professionnels du livre, libraires, éditeurs, bibliothécaires ou animateurs d’associations qui font vivre les libertés de création et d’expression. Comme chaque année, le Salon du livre de Beyrouth est l’occasion pour tous de se réunir autour d’une même passion pour la littérature, transcendant les clivages politiques, les communautés et même les langues puisque le Salon présentera une variété d’ouvrages français traduits en arabe pour permettre à tout un chacun de découvrir la richesse et la diversité de la littérature francophone. C’est aussi dans cette perspective qu’est cette année reconduit le prix littéraire « La Liste Goncourt / Le Choix de l’Orient », dont le jury d’étudiants s’est ouvert à quatre nouveaux pays : Djibouti, les Emirats Arabes Unis, le Soudan et le Yémen. Grâce à nos partenaires et aux exposants, grâce aux nombreux auteurs présents sur le salon et grâce à vous, le Salon du livre devient pendant dix jours l’épicentre de la francophonie et de la vie culturelle de Beyrouth, une place de choix qu’il nous revient à tous d’honorer. Plus que jamais, alors que le bruit et la fureur menacent de couvrir la voix des écrivains, je vous invite à célébrer la diversité, l’échange et le dialogue, des valeurs que partagent nos deux pays, au Salon du livre francophone ! 4 ÉDITORIAL M. Sami Naufal Président du Syndicat des Importateurs de livres Vingt et unième salon du livre francophone. Des mots, des histoires : des mots pour combattre les maux. Les mots ne sont pas de simples fragments de phrases. Ces lettres et syllabes qui s’immiscent les unes dans les autres ont un réel pouvoir, une force extraordinaire. Pouvoir et ses conséquences sur la personne qui prononce le mot et pouvoir et ses conséquences sur celle qui l’écoute, le reçoit, l’absorbe et le vit. Les mots nous dirigent, nous font mal ou nous confortent, nous habitent… Mais en aucun cas, ces mots ne peuvent laisser indifférents. Notre vingt-et-unième salon du livre francophone est cette année encore placé sous le signe des mots. Après les mots de la liberté, les mots de la Méditerranée, et ceux des autres, les mots de cette année décrivent l’histoire, décrient les histoires. Les histoires que l’on lit dans les livres, les histoires que l’on invente, celles que l’on écrit, et celles que l’on vit… Les mots des maux, ces maux causés par la souffrance, par les guerres qui nous entourent et que les écrivains ont choisi d’exorciser à travers l’écriture. A travers ce rendez-vous immuable avec la culture et la francophonie, un rendez-vous tant attendu par les amoureux de la littérature, le syndicat des importateurs de livres, en association avec l’Institut français, réitère sa mission: celle de diffuser le livre, de veiller à maintenir sa place au sein de ce monde en crise et de lui conférer un statut à part. Vive le livre, vive la culture et vive les mots des histoires. Il contribue au rayonnement de celle-ci à l’étranger à travers un dialogue renforcé avec les cultures étrangères. Présidé par Xavier Darcos, l’Institut français se substitue à l’association Culturesfrance sous la forme d’un EPIC (établissement public à caractère industriel et commercial). L’INSTITUT FRANÇAIS DU LIBAN L’Institut français du Liban dispose, quant à lui, du réseau le plus dense d’implantations dans le monde avec neuf sites régionaux pour un territoire de 10 452 km². On trouve deux sites dans la plaine de la Bekaa, à Baalbeck et à Zahlé, trois dans le Sud, à Tyr, Nabatieh et Saïda, une antenne dans le Chouf à Deir el Qamar, une dans le Nord du pays à Tripoli et deux dans la région de Beyrouth (Jounieh et Beyrouth). A Beyrouth, l’Institut français est situé au sein l’Espace des Lettres dans le quartier du Musée National de Beyrouth, et coordonne l’ensemble des opérations menées dans le pays. Il a connu plusieurs appellations successives : Centre Culturel Français, Mission Culturelle française au Liban puis Institut français du Liban depuis le 1er octobre 2011. Working with a regional Arab context, I define crisis as an endemic situation of political paralysis and cultural stagnation, one historically connected to the Arab world’s failure to obtain the political freedom, economic independence, and social reform aspired to in anti-colonial nationalism. This dissertation focuses on literature that has developed out of three of the most salient crises since the late 1960s: the Israeli occupation of Palestine, sectarian strife in Lebanon, and the nexus between comprador capitalism and the police state in Egypt. The texts I read for this purpose are: from Palestine, the poems “Moans at the Permits Window” (1969) and “A Hurtful Wish” (1973) by Fadwa Tuqan, the poetic memoir The Siege (1982) by May al-Sayigh, the experimental novella All That’s Left to You (1966) by Ghassan Kanafani, and the sociological novel The Inheritance (1997) by Sahar Khalifeh; from Lebanon, Rashid al-Daif’s arguably “post-modern” novel Dear Mr Kawabata (1995) and Jabbur al-Duwayhi’s historical novel The Rain of June (2006); and from Egypt, Sonallah Ibrahim’s Kafkaesque novel The Committee (1981).

Rather, the Arab-Israeli conflict has both brought external conflict to Lebanon’s doorstep and taken Lebanon’s domestic affairs hostage. While this paper will acknowledge that the Lebanese political system of consociationalism is indeed a root cause of much of Lebanon’s instability, it will argue against the point that Lebanon’s system of government is currently the biggest hurdle to reconciliation. This paper will argue that although Lebanon’s system of consociational government has played a major role in hampering domestic political stability and national reconciliation, the most significant factor that has hamstrung the formation of a stable, sovereign, reconciled Lebanon is the Arab-Israeli conflict. The Arab-Israeli conflict gave Syria both the compelling motive—strengthening its position against Israel—and the opportunity—the Lebanese Civil War, for which the catalyst was the presence of Palestinian refugees resulting from Israel’s inception—to force itself into a position of control over Lebanese politics.

C’est le plus horrible à vivre. Ça donne lieu à une anxiété, à des symptômes dépressifs, à un stress parfois incontrôlable. Ils sont vivants, sans l’être. » Psychologue intervenant en prison. Ce rapport est issu d’une mission d’enquête réalisée au Liban de juin à septembre 2018 par les travailleurs sociaux, juristes et avocats œuvrant avec l’AJEM. Il se fonde sur les entretiens réalisés avec 53 condamnés à mort dont LIBAN quatre femmes dans familles prisons, mais aussi avec des membres de leurs familles, des codétenus, des agents pénitentiaires, des magistrats, des avocats et des anciens condamnés à mort. L’anonymat des détenus rencontrés a été préservé. La LACR a largement contribué, de par son expertise, à la réalisation de ce rapport. Carole Berrih, directrice de Synergies Coopération et rédactrice de ce rapport, MISSION D’ENQUÊTE et son co-rédacteur Karim El Mufti ont très justement repris les témoignages recueillis par les enquêteurs pour les intégrer dans une analyse historique, juridique et politique de l’application de la peine de mort au Liban.

    Lebanon’s ‘age of apology’ for Civil War atrocities: A look at Assad Shaftari and Samir Geagea1 Nayree Mardirian University of Melbourne Abstract: From 1975 to 1990, Lebanon experienced a civil war that devastated the country. Approximately 100,000 people died during the 15-year conflict, and thousands of others were left displaced, injured or missing. The end of the war did not lead to reconciliation between grieving parties, especially among the rival sectarian groups that had tormented one another. But in 2000, Lebanon entered into its own ‘age of apology’, a movement that had been widespread around the world in the 1990s but less prevalent in Lebanon until the new millennium. This article examines two of these apologies in detail, those of Assad Shaftari and Samir Geagea. Both men were prominent members of Lebanon’s Christian community and their apologies led to a considerable amount of debate and controversy. By exploring Shaftari’s and Geagea’s prewar lives as well as the public response to their apologies, this article considers some of the ways Lebanon has sought to confront the violent legacy of the Civil War in the immediate postwar period. Both Assad Shaftari and Samir Geagea were leaders of Lebanon’s Christian militias during the Lebanese Civil War (1975–90). They were also the highest-ranking members of the community to publicly apologise for their actions during the conflict. The context of their apologies, the events that led to them and the responses they garnered will form the basis of this article. The Lebanese Civil War was much more than an interconfessional conflict for political domination.
