Iraq and International Terrorism
Artur WEJKSZNER Institute of Political Science and Journalism Adam Mickiewicz University, Poznañ Iraq and international terrorism Introduction Terrorism, most generally understood as killing in order to achieve political gain, has accompanied humanity since the dawn of history.1 This simplified definition, which is only one of many, does not aim at explaining its essence. Over more than two centuries of attempts at fully explaining it, the idea has turned out to be very difficult to grasp and, to make matters worse, due to ideological reasons, has acquired contradic- tory connotations.2 To date several hundred definitions have been formulated, defini- tions which, in all cases, do not describe the phenomenon satisfactorily.3 For the sake of this article, however, it is worth making one more attempt. Terrorism is intimately con- nected with three matters: violence, terror and politics. If these elements are considered central to this phenomenon, then the definition proposed by Bruce Hoffman is fairly important and useful. According to his definition, terrorism is the conscious creation of terror and the use of violence or threats of violence when striving to attain political change. Terrorism is conceived purposefully so that it would have a long term psycho- logical impact, going considerably beyond the immediate victim. By means of public- ity, accomplished as a result of violence, terrorists hope to achieve influence and power in order to bring about changes at a local or international level.4 Across its existence, the phenomenon has gone through various evolutionary phases. One of the latest phases is the era of international terrorism. Gelvin, Chair This dissertation explores the transnational dimensions of the Syrian Revolt of 1925-1927. By including the activities of Syrian migrants in Egypt, Europe and the Americas, this study moves away from state-centric histories of the anti-French rebellion. Though they lived far away from the battlefields of Syria and Lebanon, migrants championed, contested, debated, and imagined the rebellion from all corners of the mahjar (or diaspora). Skeptics and supporters organized petition campaigns, solicited financial aid for rebels and civilians alike, and partook in various meetings and conferences abroad. Syrians abroad also clandestinely coordinated with rebel leaders for the transfer of weapons and funds, as well as offered strategic advice based on the political climates in Paris and Geneva. Moreover, key émigré figures played a significant role in defining the revolt, determining its goals, and formulating its program. By situating the revolt in the broader internationalism of the 1920s, this study brings to life the hitherto neglected role migrants played in bridging the local and global, the national and international. -

ABSTRACT Title of dissertation: TELEVISION NEWS AND THE STATE IN LEBANON Jad P. Melki, Doctor of Philosophy, 2008 Dissertation directed by: Professor Susan D. Moeller College of Journalism This dissertation studies the relationship between television news and the state in Lebanon. It utilizes and reworks New Institutionalism theory by adding aspects of Mitchell’s state effect and other concepts devised from Carey and Foucault. The study starts with a macro-level analysis outlining the major cultural, economic and political factors that influenced the evolution of television news in that country. It then moves to a mezzo-level analysis of the institutional arrangements, routines and practices that dominated the news production process. Finally, it zooms in to a micro-level analysis of the final product of Lebanese broadcast news, focusing on the newscast, its rundown and scripts and the smaller elements that make up the television news story. The study concludes that the highly fragmented Lebanese society generated a similarly fragmented and deeply divided political/economic elite, which used its resources and access to the news media to solidify its status and, by doing so, recreated and confirmed the politico-sectarian divide in this country. In this vicious cycle, the institutionalized and instrumentalized television news played the role of mediator between the elites and their fragmented constituents, and simultaneously bolstered the political and economic power of the former while keeping the latter tightly held in their grip. The hard work and values of the individual journalist were systematically channeled through this powerful institutional mechanism and redirected to serve the top of the hierarchy. -

Gender and NDCs: Country Progress and Key Findings 24-26 APRIL 2019 | NAIROBI, KENYA ABOUT UNDP UNDP’s work on climate change spans more than 140 countries and USD $3.7 billion in investments in climate change adaptation and mitigation measures since 2008. With the goal to foster ambitious progress towards resilient, zero-carbon development, UNDP has also supported the implementation of the Paris Agreement on Climate Change by working with countries on achieving their climate commitments or Nationally Determined Contributions (NDCs). THE UNDP NDC SUPPORT PROGRAMME The NDC Support Programme provides technical support for countries to pursue a “whole-of-society”, integrated approach that strengthens national systems, facilitates climate action and increases access to finance for transformative sustainable development. The programme helps countries address these financial barriers by deploying a structured approach for scaling up sectoral investments and putting in place a transparent, enabling investment environment. Beyond direct country support, UNDP facilitates exchanges and learning opportunities on NDC implementation at the global and regional level by capitalizing on our close collaboration with the UNFCCC and other strategic partners. GENDER INITIATIVE Coordinating and connecting the interlinked processes of climate change and gender equality, by using NDCs as a platform, offers an opportunity to promote inclusive and successful development outcomes.
