Preface

The Tingwall Airport Manual of Flight Information Service (MAFIS) provides information, procedures and guidance primarily related to Tingwall Airport.

The Flight Information Service is provided in accordance with CAP 670, CAP 1032, CAP 797 and CAP 774.

The MAFIS is to be used in conjunction with CAP 797.

Details of MAFIS amendment procedures are contained in the following pages of Section 1.

AFISOs may, in the interest of safety and when circumstances dictate, depart from MAFIS procedures. Any such actions, together with the reasons are to be recorded in the Watch Log.

The AFIS service at Tingwall Airport is primarily to provide an ATS to the Base Operator’s scheduled aircraft and other visiting / transiting aircraft during the operational hours of the airport. There is also a commitment to provide a service to ambulance and SAR aircraft operating outside these hours.

The AFIS and AFISOs should provide information to all aircraft wishing to participate in the AFIS service in the AFISOs area of responsibility. This will assist all pilots in the safe conduct of flight. AFISOs at Tingwall Airport are only permitted to provide a Basic Flight Information Service.

As a general principle and in the interest of sound document management, the duplication of local information and procedures is avoided. Information contained in the Tingwall Airport Aerodrome Manual will be cross-referenced in the MAFIS.

Any section of this document which is found to be at variation to the contents of CAP 797 must be brought to the immediate attention of the Aerodrome Manager and Accountable Manager.

A Supplementary Instruction must be issued as soon as possible to remedy any conflict that may cause ambiguity or confusion.

DOCUMENT ADMINISTRATION

The MAFIS is a living document and will be amended from time to time and distributed as described below. However, changes occur for a multiplicity of reasons and it will be necessary to bring such matters to the attention of all relevant recipients of the MAFIS.

All such changes to information and published procedures will be notified using the following systems.

MAFIS Supplementary Instructions will be issued from time to time and will be numbered consecutively from 1 January each year. They will contain the following:

 MAFIS Supplementary Instructions – will be used to notify all changes to existing information and procedures together with all new information and procedures. These will be issued as necessary and will be incorporated into the document proper at the next amendment. MAFIS Supplementary Instructions constitute an integral part of the MAFIS.

 MAFIS Temporary Instructions - will be used to notify all temporary changes to existing information and procedures. These will be issued as necessary but will not be incorporated into the document proper. MAFIS Temporary Instructions are a constituent part of the MAFIS during their period of validity.

Supplementary and temporary instructions will be filed at the front of the manual.

MAFIS ISSUE UPDATES

The MAFIS will be amended as required following an annual review.

MAFIS Supplementary Instructions will provide notification of permanent changes between reviews.

Period of validity: Each issue of the MAFIS will remain valid until a new version is issued.

 Any changes to the MAFIS should go to [email protected] with 30 days’ notice before the MAFIS amendment / revision comes into force. Likewise, 30 days’ notice is required for any SI that has a safety implication.

 The review period will commence at least one month prior to the CAA asddocs submission

AFIS Officers and the aerodrome Accountable Manager have a responsibility to follow the MAFIS and to highlight areas where the Manual is deficient.

As such, individuals may register their proposed amendments on a spreadsheet accessible via the Master Records Index on the O: Drive.

PART 2 - UNIT GENERAL OPERATING INSTRUCTIONS

Chapter 1 Altimeter Setting Procedures

1. Appropriate Altimeter Setting

Altimeter settings to be given to pilots are as follows:

Departing Aircraft AFISO to give Aerodrome QNH; AFISO must receive correct read back in hPa

Arriving Aircraft AFISO to give Aerodrome QNH; AFISO must receive correct read back in hPa

Transiting Aircraft through or AFISO to give QNH where aircraft is in the vicinity of the Tingwall at or below 3000 feet ATZ, Note 1. The QFE is to be provided only when requested.

Note 2. Aerodrome elevation is to be passed when requested by the pilot

All pressures settings and read backs must be given in Hectopascals

2. Transition Level

CAP 797 states: “Transition level is the lowest Flight Level available for use above the transition altitude and shall be located at least a nominal 1,000 ft. above the transition altitude to permit the transition altitude and the transition level to be used concurrently in cruising flight, with vertical separation ensured...... ”

The transition altitude for Tingwall Aerodrome is 3000ft.

The Table below shows the levels applicable to Tingwall QNH values.

2. Very Low Pressure Settings

During the winter period, very low atmospheric pressures, i.e. below 950 Hectopascals, are likely to occur occasionally. Some aircraft are unable to set pressures of less than 950 Hectopascals on the subscale of their altimeters.

Under these circumstances AFISOs should pass only the notified QNH or QFE. They must not attempt to pass or use any computed setting for the purposes of assisting an aircraft to make an approach.

3. Altimeter Setting Regions

Tingwall Airport lies within the Shetland ASR.[16]

Adjacent ASRs are:  North - Puffin [21]  East - Marlin [18]  South West - Skerry [01]  Orkney - South [17]  Petrel - S.East [19]

Chapter 2 Information on Outbound and Inbound Flights

1. Information on Outbound Traffic

The Rules of the Air Regulations require pilots to notify the aerodrome concerning flight intentions.

CAP 797 provides information concerning:

 When a Flight Plan is required  When a Flight Plan is advisable

Pilots flying over remote areas and involving sea crossings are advised to file a flight plan.

2. Information on Inbound Traffic

Information on inbound traffic may be received in any of the following ways:

 By flight plan & departure message via the AFTN / AFPEX  Inbound estimate from ScACC  Inbound estimate from Sumburgh Radar  Inbound estimate from Fire Crew  Pilot report by RTF  Prior notification from the pilot by telephone or email

Note. When information on inbound movements is received by telephone, the caller should be asked to inform Tingwall Information in the event of any change of intention e.g. flight cancelled; landed elsewhere etc.

3. Recording Flight Information

Details of all intended flights are to be recorded on the appropriately coloured Flight Progress Strips.

Chapter 3 Procedures for Inbound, Outbound & Transit Traffic

1. Visual Reporting and Entry / Exit Lanes

There are no notified visual reporting points or Entry / Exit Lanes established at Tingwall Airport.

Pilots may be requested to report when passing an easily identifiable geographical landmark e.g.

 Scalloway   Wind Turbines  Weisdale  Isle of Gletness

2. Re-join Calls

The above points may be used for joining traffic which will provide the AFISO and other pilots with their position and ETA. If the AFISO is in any doubt as to the pilot’s exact intentions, these should be ascertained for the benefit of other aircraft.

3. Separation of IFR Flights

AFISOs are not responsible for the provision of separation between IFR flights. Inbound IFR flights will be required to complete a Visual Approach to Tingwall.

The following paragraph is extracted from the ScACC MATS Part 2.

AFISO’s should note that it is not the responsibility of ScACC controllers to separate traffic in the vicinity of an aerodrome where an AFIS only is available. When arriving or departing aircraft are operating or intend to operate, on published Advisory Routes and to participate in the Air Traffic Advisory Service (with or without the use of Radar} procedural clearance can only be issued to AFISOs for traffic to join, cross, or leave Class F airspace. No inbound Releases can be given.

4. Inbound Aircraft

All inbound aircraft are to be informed about :

 Other aircraft entering and / or leaving the Tingwall ATZ  Traffic in the aerodrome circuit  Traffic transiting the Tingwall ATZ and known traffic in the vicinity of the Tingwall ATZ

AFISO’s should request positions reports (where appropriate) at:

 Overhead  Down wind  Long Final  Short Final

5. Transit Aircraft

Aircraft intending to transit the Tingwall ATZ are to be informed of known traffic within and in the vicinity of the Tingwall ATZ.

VFR flights should be asked to report at a suitable geographic position at which they can be offered the services of Sumburgh Radar or outside their published hours the ScACC.

E.g. ‘GABCD Flight Information available from Sumburgh Radar / Scottish Information on frequency ...... ’

6. Terrain Clearance

AFISOs are not responsible for the provision of terrain clearance.

However, in the event that pilots request the Minimum Sector Altitude, the minimum altitude over Shetland (based on the Regional QNH) which will provide an aircraft with at least 1000 feet of terrain clearance above the highest obstacle, is 2400ft.

7. Ambulance & SAR Aircraft

All known traffic is to be informed whenever Ambulance or SAR aircraft are expected to be entering the Tingwall ATZ or operating in the vicinity. Other aircraft should be advised to give priority to Ambulance and SAR aircraft.

8. Outbound Traffic

8..1. Start-up Approval

Start up approval is required and should the AFISO become aware of any on route delays he should indicate this to the pilot.

8..2. VFR Flights

VFR flights should be asked to report at a suitable geographic position at which they can be offered the services of Sumburgh Radar or the ScACC FIS.

E.g. ‘GABCD Flight Information available from Sumburgh Radar / Scottish Information on frequency...... ’

8..3. IFR Flights

IFR flights should be asked to report at a suitable geographic position at which they can be offered the services of Sumburgh Radar or the ScACC FIS.

E.g. ‘GABCD Flight Information available from Sumburgh Radar / Scottish Information on frequency...... ’

8..4. IFR Flights Joining Controlled Airspace

Clearance is to be obtained from Sumburgh Radar and passed to the aircraft prior to departure.

9. Booking Out

9..1. The majority of flights departing from Tingwall are operating on a booking out basis. The ATSU is to record the departure. No further action is required.

Chapter 4 Flow Regulation Procedures

1. General

Flow regulation procedures are intended to limit the flow of traffic into busy airspace and airfields.

Aircraft departing from Tingwall Airport are not normally subject to Flow Control and approval for engine start can be given when requested.

Current procedures for IFR / GAT flights, subject to ATFM measures, are notified in the UK AIP ENR Section and NOTAMs.

2. Central Flow Management Unit (CFMU) Slot Tolerances

An aircraft which requires a Calculated Take-Off Time (CTOT) a departing flight will have an accompanying slot time, the AFISO should note that the CTOT tolerance is -5 to +10 minutes.

Chapter 5 Noise Abatement

1. Requirements

There are no noise issues or areas to be avoided at Tingwall Airport.

2. Noise Complaint Procedures

Details of any noise complaints are to be recorded in the Watch Log for the attention of the Aerodrome Manager.

Details should include:

 Time  Contact details of complainant  Information on possible offending aircraft

Chapter 6 Aircraft Diversion Procedures

1. Aircraft Diverting into Tingwall Airport

AFISO’s shall obtain the following information from the Captain of the aircraft concerned and notify the agencies below as necessary:

 Aerodrome of departure  Aerodrome of intended landing  UK Border Force Officer if required  Total number of souls on board

The AFISO should ensure that an Arrival Message (ARR) is sent to:

 EGZYIFPS Flight Planning Service (IFR Flights)  EGZYUFRP Flight Planning Service (VFR Flights)

2. Aircraft Diverting out of Tingwall Airport

AFISOs if requested shall take the following action :

 Provide weather information for suitable alternates  Notify alternate aerodrome of diversion  Obtain clearance from ScACC if the aircraft intends to join advisory airspace  Notify Operating Company  Notify UK Border Force Officers (if applicable)  Record details of diversions in the ATC Watch Log.

Chapter 7 Meteorological Information

1. Meteorological Reports

All Meteorological Reports made by Tingwall AFISOs MUST be prefixed

“UNOFFICIAL observation from Tingwall at (time) UTC gives (observation)”

2. Information Available from the Met. Office

This is detailed in the Aerodrome Manual Part 3, Section 8

Additional Weather Warnings are received from SIC Emergency Planning Dept.

3. Availability of Met Information for Pilots and Operators

The information provided by the Met Office can also be made available to visiting pilots.

Pilots / Operators should be advised to contact the Met Office directly if additional information is required. Arrangements for pre-flight Met briefings are notified in the UK AIP GEN Section and NOTAMs.

SIGMETS may be requested from the Meteorological Database held at Belgocontrol in Brussels on the AFTN via AFPEx.

4. Local Weather Observations

All Weather observations are unofficial and reported as described in CAP 797 Section 10 Chapter 23.

All AFISOs with a current validation for Tingwall Airport are qualified to provide pilots upon request the following unofficial meteorological information

 surface wind direction (magnetic) and speed  QNH / QFE  air temperature and dew point  surface visibility  weather  cloud

Safe Working Procedure ‘SWP ATS 009 V2 MET equipment failure’ details the metrological equipment used on station and backup procedures in case of failure.

5. Altimeter Settings

Local altimeter settings are calculated by a Vaisala digital barometer.

An additional back-up Vaisala digital barometer is also available.

Special Reports in the event of Incidents/Accidents

AFISOs should make a Weather Observation as soon as possible after any Emergency, Accident or Incident situation and record the details in the Watch Log.

6. AFISO Action on Receipt of Weather Warnings:

Circulate Weather Warnings information to all relevant Tingwall Airport Personnel.

Reports of severe icing or turbulence from pilots must be reported by the duty AFISO to the Met Office Aberdeen. Contact details are held in the Tingwall Phone Directory.

Chapter 8 Flight Plans

1. General

Ultimate responsibility for filing flight plans rests with the aircraft commander or aircraft operator.

The procedures to be adopted are detailed in:

 CAP 797  The UK AIP ENR section

AFISOs are to take particular care to comply with the requirements regarding the Availability of Supplementary Flight Plan Information as detailed in CAP 797.

The Parent AFTN Station for Tingwall Airport is the Communications Centre at ScACC.

2. AFTN Arrangements

Responsibility for transmitting flight plan information rests with the AFISO.

Flight Plans are received / submitted via the Aerodrome’s internet based flight planning system, the Aeronautical Flight Planning Exchange (AFPEx)

The Aerodrome’s registered AFTN address - for use by the Duty AFISO only is;

Chapter 9

Traffic Data Display

1. Strip-board and Flight Progress Strips

Strip-board and associated Flight Progress Strips are to be used in a disciplined manner to provide an ‘aide memoir’ to AFISOs. All strip markings are to be neat and legible. All times must be rounded to the nearest minute.

2. Flight Progress Strip Marking

3. Vehicle Movements

All vehicular movements on the manoeuvring area are to be represented by a white FPS using the ‘blank’ side, with the vehicle identification written in large clear letters / numerals e.g. ‘FIRE 1’.

4. Flight Progress Strip Board Layout

The Flight Progress Strip (FPS) board is divided into two sections.

The left hand section represents all pending traffic not yet under the instruction of the AFISO.

The right hand section represents all aircraft under the instruction of the AFISO.

The right hand section of the board is further divided into three areas. The relevant FPS should be placed on the board with regard to the following;

 The ‘upper’ area (AIRBORNE) is reserved for all airborne (inbound or outbound) traffic under instruction including overflights and aircraft completing circuits within the ATZ.

 The ‘centre’ area (RUNWAY) is reserved for all traffic under instruction (including vehicles and pedestrians) which have either been advised to enter or cross the runway or aircraft which are on final approach and have advised that they are landing from the approach.

 The ‘lower’ area (APRON) is reserved for all traffic (including vehicles and pedestrians) under instruction on the apron. This includes aircraft either moving or about to move to the holding point of the runway or aircraft which have vacated the runway and are moving on the apron to park. This also includes aircraft performing engine run-ups on the apron.

5. Runway Blocked Indication

To assist with the safe management and use of the runway - the board is to be used as follows:

The relevant FPS is to be placed within the centre ‘runway’ area;

 Whenever an aircraft is cleared to enter or cross a runway  Whenever a vehicle is cleared to enter or cross a runway  Whenever an aircraft on final approach reports that it will be ‘landing’ from the approach

Chapter 10 Special Categories of Flight

1. Aircraft Carrying Dangerous Goods

In the event that a request (either prior to departure or already in flight) to operate an aircraft which contains dangerous goods into Tingwall Airport, the AFISO is to ask the operator / pilot to confirm that they are in possession of a valid Exemption from the UK CAA to operate such a flight(s).

AFISOs have no authority to ask to see such certificates etc., but if they are in any doubt as to the validity of the operators exemption, they should still allow the aircraft to land and depart in the normal way, and take the following action:

1 Contact the CAA Dangerous Goods Office, Tel: 01293 573800 at the earliest opportunity. If they advise that the exemption is not valid ask them to confirm this by email as soon as possible. (See note 3 below).

2 All pertinent information relating to any dangerous goods must be passed on to local Fire and Police Headquarters in Lerwick.

3 Keep a record of times and event in the right hand page of the Duty Watch Log.

4 Retain all paperwork (including rough notes) that pertains to the situation with other daily signals.

5 Inform the Accountable Manager

6 Such flights should be parked in a safe dispersal area.

Note 1. The above does not apply to military aircraft. Note 2. The AFISO in this context is acting on behalf of the Aerodrome Authority Note 3. Immediate contact may not be feasible, if this is so, retrospective contact must be made as soon as possible advising the CAA Dangerous Goods Office of the facts. Non-Radio aircraft are notified as requiring Prior Permission.

Procedure

When such a request is received AFISOs are to obtain the following information:

 Planned ETA  Souls on board  Aircraft Call-Sign and Registration  Aircraft type  Point of departure  Required parking position at Tingwall

AFISOs are to consider the anticipated traffic situation at the estimated time of arrival when determining whether or not the movement is to be accepted.

AFISOs are to specify the following information by telephone:

 Time of arrival to ETA +/- 5 minutes. AFISO is to advise the Pilot to arrive in the area in good time so as to meet these criteria  Runway in use at time of call  Aerodrome QNH at time of call  After landing instructions/directions to appropriate parking area  Pilot to notify Tingwall AFISO in the event of change of plans

Other aircraft

Pilots of other aircraft operating in the vicinity of Tingwall Aerodrome are to be given appropriate traffic information during the expected arrival period.

7. Watch Log

7.1 General

The Watch Log is an important document and may be required as legal evidence in the event of an aircraft or other accident/Incident. The following general principles apply to logs:

 All Watch Log entries are to be made in chronological order using UTC and, as far as possible, concurrently with the events being recorded

 Entries recorded in the Log are to be of sufficient detail to provide a clear indication of events that may require subsequent review or investigation

7.2 Watch Log Entries

7.3 Retention of Watch Logs

Watch Logs are to be retained for a minimum of five years.

7.4 Access to Watch Logs

Access to the Aerodrome Watch Log is restricted to the Accountable Manager and AFISOs.

Access is not to be permitted to any other person unless they have a lawful right to access, or specific approval has been given by the Accountable Manager.

The Aerodrome Manager is responsible for staff rostering. Rosters will be available in good time and at least a week in advance.

9 Competence, Competence Oversight, Training and Medical Standards

All AFISOs meet the licensing requirements detailed in CAP 1032.

The ANSP operates an approved Unit Training Plan (UTP) for all initial AFISO training.

Procedures are in place to ensure that the AFISO licence validity requirements are fully met including those regarding regular competency assessments. Further support is provided by an Abnormal and Emergency Situations (ABES) Training Plan for all AFISOs including trainees.

To maintain operational competency, the post holder will be expected to undertake AFISO duties for a minimum of two days in a 30-day period. A record of days worked and absences from work shall be maintained.

The UTP, ABES Training Plan and ABES training schedule are all accessible via the Aerodrome’s Master Records Index.

All AFISOs will undertake performance observations twice a year by an approved competent person.

10 Extended Periods of Absence from Duty

Where an AFISO is absent from duty for a period of sixty days, they will be subject to a competence assessment training period of no less than ten hours. This will be overseen by the Aerodrome Manager.

11 Visitors to AFIS

Visitors, particularly pilots, are to be encouraged to visit the Operations Room at times which are convenient to the Duty AFISO.

Visitors must not be allowed to distract AFISOs from their operational responsibilities.

12 Media

AFISOs are not to comment to the press during any incident, as this may remove their focus on the event. They may provide information on normal operational matters, subject to not affecting the quality of AFIS.

Chapter 1

Aerodrome Operations

1. Service Provision

AFISOs are licensed to provide only a ‘Basic Service’.

Pilots requesting ATC, Traffic Service or De-confliction Service are to be informed that only a Basic Service is available. The call-sign ‘Tingwall Information’ is to be used in all communications with pilots.

2. Selection of Runway in use and Preferred Runway

The preferred runway will normally be the one most closely aligned to the surface wind.

When the surface wind is at 90º to the Runway, the AFISO shall report that Runway 20 is in use (due to the enhanced Visual Control Room visibility)

The forecast wind at 1000ft is available via the AIRMET section of the Met Office website. The AIRMET section may be checked to ascertain whether there is head wind advantage at higher levels which may influence the runway selected. Additionally, the direction selected by the wind turbines on Burradale may be taken into account.

Pilots are entitled to request a runway other than that selected as the runway in use. Such requests should be accommodated whenever practical.

3. Circuit Procedures

There are no detailed circuit procedures due to the low volume of traffic.

4. Turbulence / Wind Shear Warnings / Reports

All aircraft reports of adverse weather conditions are to be passed to Pilots of aircraft likely to be affected. Reports are to include:  Type of aircraft  Time of the report  Location where conditions were experienced  Details of the conditions reported

Chapter 4 Rescue and Fire Fighting Service

1. RFF Category and Procedures

The Tingwall Airport Fire Category and RFF responsibilities & procedures are published in the Aerodrome Manual.

2. Radius of Action

The RFFS is primarily intended to deal with incidents on and immediately around Tingwall Airport. However, for a variety of reasons, there may on occasion be a requirement to leave the Airport. The action in such circumstances is to be determined by the RFF LCAS in conjunction with the Duty AFISO.

3. Communications

All operational communications between ATS and the RFFS are to be via the direct landline or the UHF Ground Frequency.

4. Standby Arrangements

AFISOs are to request Weather Standbys when:

 Landings and take-offs may be rendered difficult due to wind conditions  Runway surfaces are contaminated or flooded  Any combination of the above exists

AFISOs are responsible for cancelling Weather Standbys

Chapter 5 Aeronautical Information

1. General

AFISOs are reminded of the importance of providing pilots and Operators with current information concerning the aerodrome and its associated facilities.

NOTAMS are to be published in accordance with procedures detailed in the Tingwall Airport Aerodrome Manual (AOI 14).

2. Responsibility

The issue of NOTAM’s concerning promulgation of information on the aerodrome operational state, temporary withdrawal of facilities, runway closures, etc. is normally the responsibility of the Aerodrome Manager or his designated deputy.

Chapter 1

RTF, Telephones and Navigational Aids

1. Facilities

Radio Frequency Call Sign 125.305 mHz Tingwall Information 453.1250 mHz [Ground] Tingwall Information

Ground is utilised for all vehicle movements on the movement area.

Main and Standby RTF facilities are available on 125.305 mHz

Additionally an Emergency system, for use in the event of a total power failure, is provided in Fire 1.

AFISO’s should note that the standby radio system has limited range.

2. Maintenance and Defect Reporting

The framework for reporting defects is broadly identified in the Aerodrome SMS Part 5 Section 10.

Chapter 2

RTF Procedures

1. RTF Discipline

The standard RTF phraseology to be used by AFISOs is detailed in CAP 413.

CAP 413 has been developed in response to changing International and UK regulatory requirements.

AFISOs are to ensure that standard phraseology is used at all times in communications with aircraft and vehicles.

AFISOs are to desist from any temptation to use non-standard RTF phraseology and, moreover, are to encourage other RTF users to do likewise.

AFISOs are expected to set the standard with regard to RTF procedures.

2. Telephone Discipline

Telephone calls on 01595 840306 are to be answered by AFISOs as ‘Tingwall Information’.

PART 5 – EMERGENCY PROCEDURES

Chapter 1 Assisting Aircraft

1. General

CAP 797 provides basic guidance on how to assist aircraft in emergency situations.

In certain circumstances the AFISO may be unable to offer very much assistance and therefore must remember that better assistance may be available elsewhere, in particular through:

 Other Units  Scottish ACC  Distress & Diversion Cell (121.5)  Other aircraft (for communication, navigational assistance, & general advice)

2. Other Assistance

Aircraft in difficulty may require a variety of information such as

 Actual weather information for adjacent airfields or landing sites  Other information about adjacent airfields or landing sites such as availability, runway length, runway directions etc.  Information on Local Geography / Topography

3. Transmitting Blind

In some circumstances an aircraft may experience communication difficulties when its ‘transmissions’ are not being received by the ground station, but its radio receiver is working normally.

This may become apparent when the AFISO is no longer receiving transmissions from an aircraft, or an expected RTF call does not materialise.

In this situation, AFISOs must consider the option of ‘transmitting blind’. That is, transmitting information on:

 Traffic in the ATZ  Runway and circuit direction in use  Weather information  Other essential aerodrome information

If in such circumstances the AFISO believes that the aircraft concerned is within sight, an acknowledgement may be requested e.g. rocking wings or flashing a landing light.

4. Search and Rescue

The Aeronautical Rescue Coordination Centre in Fareham is responsible for organising and co-ordinating Search and Rescue Operations within the Region which includes Tingwall Airport.

The ARCC is alerted via the ScACC Watch Manager.

5. Parent ACC

AFISO’s must advise the ScACC Watch Manager of all aircraft emergency incidents, accidents etc. which occur on or in the vicinity of Tingwall Airport.

6. Reporting Procedures

The appropriate procedures are detailed in the Aerodrome Manual.

Chapter 2

Aerodrome Emergency Procedures

1. General Emergency Orders

Emergency actions are detailed in the Tingwall Airport Emergency Orders, which are an integral part of the Aerodrome Manual - Part 6. AFISOs must be familiar with the content of the above documents and in particular with the definition of the various emergency states.

2. AFISO Specific Emergency Orders

AFISO Emergency actions are detailed in Appendix 2 to the MAFIS. AFISOs must be familiar with the content of the above document.

3. Procedures

AFISO’s are reminded to follow the correct Emergency Procedures:-

 Provide as much notice as possible to Emergency Service Providers  Use the correct alerting procedures as stated in the Emergency Orders e.g. Crash Alarm for Full Emergency even if there is plenty of warning  Use the message format detailed in the Emergency Orders

4. Reporting Procedures

The appropriate procedures are detailed in the Aerodrome Manual.

5. Log Book Entries

Due to the high workload associated with Emergency situations AFISOs may make rough notes of the times and events. Proper Watch Log entries are to be completed as soon as time permits. The rough notes should be retained and pinned to the page of the Watch Log with the ‘Notes to Duty AFISO’.

Whenever practical AFISOs should attempt to log RTF calls and times associated with any emergency.

6. Meteorological Reports

The Duty AFISO is to record the prevailing Weather Report at the time of the incident or accident in the Watch Log.

7. Disabled Aircraft

Comprehensive procedures are detailed in the Aerodrome Manual (AOI 17)

8. Runway Inspections

The Duty AFISO is to arrange for a Runway Inspection in accordance with the Aerodrome Manual (AOI 7).

9. Pollution Reports

AFISO’s are to pass such reports to the ScACC Watch Manager by telephone.

1. General

Procedures for handling warnings concerning explosive devices are found in the Emergency Orders.

2. Notification and Action to be Taken

The Watch Manager at ScACC must be informed of Explosive Device Warnings involving aircraft.

The temporary closure of the aerodrome and ATS will depend on the traffic situation. ScACC can take NOTAM action on behalf of Tingwall Airport AFIS Unit in the event of any closure.

The notification procedures and action to be taken by the Duty AFISO is contained in the Emergency Orders.

3. Explosive Device Threats / Warnings or Fire in Terminal Building

An AFISO receiving a telephone message regarding an Explosive Device is to follow the procedures detailed in the Emergency Orders.

4. Evacuation

In the event of a building fire or An Explosive Device warning, the appropriate building(s) are to be evacuated. The assembly points for each building are in the car park.

The Officer in Charge or his deputy is responsible for ensuring that everybody has vacated the building.

5. Details of action to be taken by the Duty AFISO, should the Visual Control Room have to be evacuated are contained within  MAFIS - Appendix 2 for general evacuation  Tingwall Aerodrome Manual Part 6 Emergency Orders for evacuation resulting from staff undertaking RFFS Duties.

6. Resumption of Watch

The ATS Watch should only be resumed once the building(s) have been declared safe by an officer from Shetland Islands Council - Estate Operations. The Duty AFISO must advise the ScACC Watch Manager upon resumption of normal operations and NOTAMs must be cancelled.

Security Management System (SyMS)

Chapter 1 Introduction and Policy

1. Introduction

Air Navigation Service Providers (ANSPs) are, in accordance with Regulation EC 2096/2005, required to develop and implement a security management systems (SecMS). The SecMS provides for a systematic risk- based approach, to enable the identification, assessment and control of security threats to the provision of air navigation services. Such threats and the self-protection measures implemented by ANSPs to mitigate them are generally considered to fall within the scope of ATM Security.

It is emphasised that in common with safety management systems, security management systems need time to evolve and become fully effective. This will depend on a positive and pro-active security culture in the ANSP organisation.

2. Requirement

The primary requirements are as follows,

 The security of facilities and personnel so as to prevent unlawful interference with the provision of services  The security of operational data received, produced or otherwise employed, so that access to it is restricted only to authorised persons  Procedures relating to security risk assessment and mitigation, security monitoring and improvement, security reviews and lesson dissemination  The means designed to detect security breaches and to alert personnel with appropriate security warnings  The means of containing the effects of security breaches and to identify recovery action and mitigation procedures to prevent re-occurrence

3. Practical application - general

The geographic location, scale of operation and limited personnel numbers renders it relatively simple to manage security, also the close alignment of administrative procedures with those of the Shetland Islands Council (SIC) itself provides for good IT security.

The scale of aircraft operations at Tingwall Airport means that the UK Department for Transport have no specific interest in security issues at the airport.

4. Policy

It is Tingwall Airport policy to:  Identify and manage all risks in accordance with the process identified in the Aerodrome Manual Part 5 - Safety Management.  Follow Shetland Island Council Policy with regard to Information and Communication Technology.  Monitor security issues and discuss any such matters arising at the staff meetings.  Review security procedures and related issues as appropriate.

5. Risk

Tingwall Airport is located on an island and several miles from any significant habitation.

It is a small operation with a limited number of commercial transport flights, typically utilising aircraft with less than 12 seats.

There are less than 10 permanent staff, some of these being part-time.

It is a ‘visual’ operation with an 800m runway.

Being part of the SIC Information & Communication Technology (ICT), all procedures are aligned with those of the Council proper.

As a consequence the risk is assessed as very low.

Chapter 2 Site Security

1 Airfield Access

The airfield is protected by a perimeter fence. Access gates are to be locked outside operational hours.

Airside access during operational hours is to be controlled as described in the Aerodrome Manual, Part 4, AOI 1.

2 Building Access

All buildings are to be locked outside operational hours.

A contactless FOB system controls access to the Operations Room.

Access to other airside buildings is only available to named key holders.

In view of the activities in the Operations Room it is important that access is restricted to persons having a specific requirement to be there.

3 Document and Equipment Access

Cupboards and filing cabinets are to be secured as necessary in order to limit access.

On both safety and security grounds equipment such as constant current regulators and other lighting controls are kept secure from unauthorised access.

Fuel supplies are to be secured.

4 Site Monitoring

The possibility of unauthorised persons gaining access to restricted areas is remote. Nevertheless, Tingwall Airport staff are to be vigilant and challenge any unidentified persons seen on the airport site.

Any such breaches are to be brought to the attention of the Aerodrome Manager.

Chapter 3 Personnel Security

1 General

All operational personnel requiring access to operational areas are subject to a formal recruitment and selection process, and formal induction processes.

2 Shetland Islands Council Personnel

Shetland Islands Council applies its recruitment and selection process with formal reference checks which assess the potential employee’s suitability, honesty and reliability prior to employment. All personnel associated with Tingwall Airport possess a personal identity card, are fully inducted and supervised whilst at work.

3 Other Airport Staff

All such personnel associated with Tingwall Airport possess a personal identity card and have a formal induction into airport safety and security.

4 Visitors

All visitors to operational areas are to be issued with a visitor pass and have a formal induction in airport security and safety. A record of the induction is kept and retained in the Operations Room.

Chapter 4 Information and Communication Technology

1 General

There are strict Shetland Island Council policies relating to the use of ICT with regard to both external and internal use. The purpose of the ICT Security Policy is to protect the organisation’s information assets from all threats internal and external. This policy overshadows ICT activities at Tingwall Airport.

2 Legislative requirements

All regulatory and legislative requirements concerning ICT are met by Shetland Islands Council. The SIC is a member of the GSX Community, however it is not considered particularly relevant to Tingwall Airport.

3 Access to documents

Access to all computers, files and documents is password controlled and therefore accessible only by appropriate personnel.

Operational paperwork is to be stored in secure cabinets in buildings which are secured outside operational hours.

Operational Documents (e.g. MAFIS) are produced, maintained and stored electronically and sourced from a Master Records Index

There is a very limited issue of hard copy documents.

4 SIC ICT Security Policy

The SIC’s ICT Security Policy and procedures applies to Tingwall Airport.

Chapter 5 Monitoring and Review

1 Monitoring

The Accountable Manager and Aerodrome Manager attend the Infrastructure Services Departmental Safety Forum. Tingwall Airport’s Operations meetings also address issues which could impact on the airport. Any security corrective action would be initiated by this committee and brought to the Departmental Safety Forum as appropriate.

Both the operations meetings and staff meetings have a wide remit on all operational issues. Security is an agenda item as required.

The Accountable Manager attends these forums regularly and is able to ensure that security issues are continually under review at the appropriate level.

2 Review

Security reviews initiated by Shetland Islands Council will lead to any lessons learned together with any changed procedures being notified formally.

Security reviews including the review of risk assessments particular to and initiated by Tingwall Airport will be subjected to:

 The management of change process including the risk management process detailed in the Aerodrome Manual  Verbal dissemination  Documentation, most probably as an Airport Operating Instruction
