Historical presence: the Armilla Patrol The UK has maintained a permanent naval presence in the Gulf region since October 1980, when the Armilla Patrol was established to ensure the safety of British entitled merchant ships operating in the region during the Iran-Iraq conflict. Initially the Royal Navy’s presence was focused solely in the Gulf of Oman. However, as the conflict wore on both nations began attacking each other’s oil facilities and oil tankers bound for their respective ports, in what became known as the “tanker war” (1984-1988). Kuwaiti vessels carrying Iraqi oil were particularly susceptible to Iranian attack and foreign-flagged merchant vessels were often caught in the crossfire.1 In response to a number of incidents involving British registered vessels, in October 1986 the Royal Navy began accompanying British-registered vessels through the Straits of Hormuz and in the Persian Gulf. Later the UK’s Armilla Patrol contributed to the Multinational Interception Force (MIF), a naval contingent patrolling the Persian Gulf to enforce the UN-mandated trade embargo against Iraq, imposed after its invasion of Kuwait in August1990.2 In the aftermath of the 2003 Iraq conflict, Royal Navy vessels, deployed as part of the Armilla Patrol, were heavily committed to providing maritime security in the region, the protection of Iraq’s oil infrastructure and to assisting in the training of Iraqi sailors and marines. 1.1 Assets The Type 42 destroyer HMS Coventry was the first vessel to be deployed as part of the Armilla Patrol, followed by RFA Olwen.

    CONSIDERING THE “ZERO OPTION” Cold War lessons on U.S. basing in the Middle East Mike Sweeney Fellow, Defense Priorities March 2020 DEFENSEPRIORITIES.ORG / @DEFPRIORITIES KEY POINTS 1. The strategic importance of the Middle East has declined, but Washington has so far inadequately adjusted. Diversification of energy sources and reduction in external threats to the region make the Middle East less important to U.S. interests. 2. Permanent garrisons are not needed to protect those interests. Bases exist to serve specific operational and strategic needs; once those needs are met, they can be eliminated lest they become an unnecessary drain on resources or, worse, an outright liability. This is increasingly becoming the case with the U.S. Middle East force posture. 3. During the Cold War, the U.S. used different levers of national power—including economic aid, military assistance, and covert action—to achieve its strategic objectives in the Middle East. Direct deployment of military force was rare and of finite duration, while permanent basing was limited to two locations (Bahrain and Turkey). 4. The possibility of a “zero option”—full withdrawal of permanent U.S. bases—would force an examination of each facility in the region and mandate there be a specific reason for keeping it, as opposed to simply maintaining the status quo. 5. The political and societal pressures exposed by the 2011 Arab Spring have not been addressed and are likely to spark additional unrest throughout the Middle East in the years ahead. There are compelling reasons for the U.S. to consider watching these changes from an offshore posture.

    1 Written Evidence from the Human Security Centre Background The Human Security Centre (HSC) is an international, independent, not-for-profit foreign policy think-tank based in London. The HSC adopts and promotes the concept of human security as a central pillar of foreign policy in the twenty-first century. We submit this evidence in view of our experience of engagement with UK foreign and defence policy. The evidence author, Dr Rowan Allport, is an HSC Deputy Director who leads the organisation’s Security and Defence team. He has written extensively on UK and global defence matters. This submission will seek to address the questions raised in Part 1 of the inquiry’s terms of reference – What is the UK’s ambition for the Navy’s role over the next 20 years? Executive Summary The UK will continue to face ‘traditional’ naval challenges including competitor states’ submarines, anti-ship missiles launched from sea, land and air, and naval mines, as well as lower-level challenges including piracy. Emerging threats include a greatly enhanced ability of hostile forces to strike vessels in port, both in the UK and at forward operating bases, utilising precision strike systems including cruise missiles and uncrewed aerial vehicles (UAVs). Threats to seabed assets include not only data cables, but also the gas import pipelines and electricity interconnectors on which the UK depends. New technology is enhancing the ability of hostile actors to track Royal Navy and allied vessels on and below the surface using space, air, land and sea-based sensors. Technological developments ranging from UAVs to additive manufacturing are increasing the already substantial advantage an attacker holds relative to the defender.
