Government of Kerala Circular GOVERNMENT OF KERALA General Administration (Political C) Department CIRCULAR No. 31519/Pol.C3/76/GAD. Dated, Trivandrum, 14th April 1977 Sub:- Resettlement of army reservists in civil life – Instructions issued. Ref:- Letter No. 1761/DGR/EMP/RES-3 dated 23-2-1976 from the Director General of Resettlement, Government of India, Ministry, of Defense, Ministry Azad, DHQ.P.O., New Delhi. The Director General of Resettlement has requested all State Governments to consider the desirability of impressing upon all Departments including Public and Private Sector Undertakings and autonomous bodies to recruit army reservists to the maximum extent possible under the Rules. As per Government of India letter No. 1902/D (AG-11/67) dated 13-4-1967, once a person acquires the status of a reservist, he is automatically treated as an ex-serviceman. Accordingly the concession of preference in appointment available to ex-servicemen in general is available to reservists also. However it is noticed that the recruiting authorities are reluctant to appoint reservists because of the fact that they are frequently called for attending refresher courses there by sousing hardship to the institutions/ establishments where they were taken. The Director General Resettlement as stated that the period of reserve liability of Reserve Forces who were liable to be recalled for duty in case of emergency has now been substantially reduced and that the requirement of refresher training has also been substantially reduced and that the requirement of refresher training has also been dispensed and their employers will be able to have their services continuously without much disruption. The existing system of reserves has now been modified as the enrolment in the army will be made only on the following two periods of engagement with effect from 1-2-1976: 1. Personnel belonging to non- technical categories Colour service of 15 years followed by a reserve liability period of two years on 40 years of age whichever is earlier. 2. Personnel belonging to technical categories Colour service of 18 years followed by a reserve liability period of three years of 46 years of age whichever is earlier. During their reserve liability period, personnel will not be paid any retaining fee nor will they be imparted any refresher training, they will retain fee nor will they be imparted any refresher training. The however, be eligible to receive their colour service pension admissible under normal rules. Serving personnel including recruits enrolled up to 31 January 1796 will also be brought over to the new terms unless they opt to the contrary. In the above circumstances, the army reservists may be treated on a par with ex- servicemen in the matter of recruitment to public Services. Jayan Jose Thomas∗ SUMMARY The Indian State of Kerala presents a paradox of development, with its remarkable social achievements and relative industrial backwardness. This paper describes Kerala’s industrial backwardness as due to a path dependent process of industrialization. A policy decision in the 1930s – marked by a priority for investments in chemicals-based industries and the identification of hydroelectricity as a potential basis for industrialization – continue to have implications for industrial growth in Kerala today. With the policy decision in the 1930s, industrial structure in Kerala came to be locked into a pattern that offered very little potential for inter-industry inter-linkages and industrial growth. INTRODUCTION This paper examines some problems of industrialization in the Indian State of Kerala. Kerala, located in the south-west corner of India, comprises a total land area of 39,000 sq km, and has a population of more than 30 million. This State has attracted widespread and well-deserved international attention for its remarkable achievements in social spheres, particularly in the fields of land reform, health, and universal school education (see Ramachandran, 1996).     CHAPTER I 1. OVERVIEW OF GOVERNMENT COMPANIES AND STATUTORY CORPORATIONS Introduction 1.1 As on 31 March 2007, there were 109 Government companies (84 working and 25 non-working∗∗) and five Statutory corporations (all working) same as on 31 March 2006 under the control of the State Government. In addition, the State had formed (November 2002) Kerala State Electricity Regulatory Commission whose audit is also conducted by the Comptroller and Auditor General of India (CAG). The accounts of the Government companies (as defined in Section 617 of the Companies Act, 1956) are audited by the Statutory Auditors appointed by CAG as per provisions of Section 619(2) of the Companies Act, 1956. These accounts are also subject to supplementary audit by CAG as per provisions of Section 619 of the Companies Act, 1956. The audit arrangements of Statutory corporations are as shown below: Sl.
